Since the beginning of 2025, Vu Ban district has focused on directing the completion of the Steering Committee for Disaster Prevention and Control and Search and Rescue at all levels; clearly assigning responsibilities to each member in charge of the area and field; assigning specific tasks to communes and towns in the work of protecting dikes. In particular, the district has directed to strengthen coordination between specialized agencies with the Dike Management Department and irrigation exploitation companies, organizing inspections of the entire dike and irrigation system before the rainy and stormy season. Thereby, assessing the quality, identifying weak points, and developing specific and timely treatment plans.
In Vu Ban district, there are currently 22,143km of the Dao right dike route, including: 12,793km of the main dike; 9.35km of the secondary dike; 8,757km of embankment; 10 culverts across the dike and 9 dike guard posts. Although regularly invested in upgrading and reinforcing, many constructions have not met technical standards due to the long construction period. In particular, the Dao main dike surface has subsided, cracked, and formed many potholes; many sections of the dike surface width and dike slope coefficient have not met standards. On the Dong Tam dike line, when there is a high flood, over time, seepage often occurs in some sections... To proactively respond to unexpected situations and ensure "on-site materials", the district has proactively reserved 3,026m3 of rubble and 335m3 of 1x2 stone at the Vu Ban Dike Management Department to handle when dike incidents occur (Phu culvert area 620m3, My Trung embankment 708m3, Sa Trung II culvert 168m3, Loi Dam embankment 464m3, De culvert 210m3, Dong Lac embankment 573m3, Lac culvert 283m3); 20 sets of tents; 840 round buoys, 10 rafts; 520 life jackets (stored at the Vu Ban Dike Management Department, the district People's Committee warehouse and Dai Thang commune). In addition, each commune and town mobilizes 2-3 reserve trucks to transport dike protection materials; In addition, other means of people and businesses can be mobilized. Communes and towns have established a PCTT shock team of 70-90 people. For communes and towns with dykes, a patrol and guard team (12 people/team/dike guard post) is established. People's dike management forces are trained in patrolling, guarding and protecting the dikes in the first hour. For on-site logistics, the PCTT and TKCN Command Committee of the district assigned the District Finance and Planning Department to develop a financial assurance plan to promptly serve the PCTT and TKCN requirements of the district. Communes and towns have developed a financial assurance plan for local command and shock forces and disaster recovery work; and developed evacuation plans according to disaster risk levels.
Along with careful preparation of materials, forces and on-site logistics, the district focuses on forecasting, warning of natural disasters and information and propaganda to raise awareness, skills and proactive consciousness of disaster prevention and control and search and rescue of the people. The District Steering Committee for Disaster Prevention and Control and Search and Rescue has issued bulletins on meteorological and hydrological forecasts, flood warnings and dangerous weather phenomena. Training to improve capacity for cadres working on disaster prevention and control and disseminate knowledge and experience to the people in proactive disaster prevention and control to build safe commune and district communities against natural disasters, capable of adapting to climate change; proactively preventing and actively participating in disaster prevention and control. Ensuring smooth communication to serve disaster prevention and control and search and rescue, especially during and after storms. Organizing field disaster prevention and control drills to improve the leadership, direction and command capacity of Party committees and commanders of the Steering Committee for Disaster Prevention and Control and Search and Rescue at all levels; Consulting and coordination work between agencies, units of the district and communes and towns in PCTT and TKCN in the district as well as evaluating the command and operation work, the ability to mobilize resources according to the "4 on-site" motto of the locality, on that basis supplementing and adjusting plans and options to be closer to reality, achieving high efficiency.
Being proactive and thorough in preparation, flexible in management and closely following the plan implementation, Vu Ban district is determined to limit and mitigate damage caused by natural disasters as the storm season approaches in order to ensure stability in people's lives, socio -economic development, and maintain national defense and security in the area.
