Having just returned from a long trip at sea, Mr. Le Van Tuan, owner of fishing boat number QT 90929TS in Cua Viet town, Gio Linh district, said: “Through the long-range communication device, I learned that China unilaterally issued a fishing ban in the East Sea, but the crew on the boat still fished normally at sea. Now every fishing boat has a journey monitoring device, clearly showing the boundaries of the sea area allowed for exploitation, so we just stick to our traditional fishing grounds to fish. At sea, there are also fisheries control forces and coast guard on duty to protect us, so we fishermen are very secure,” said Mr. Tuan.
Similarly, while refueling and providing food to go out to sea, Mr. Bui Dinh Thuan, owner of fishing boat number QT 91126TS, which is engaged in the trawling business, said that every year at this time, China unilaterally issues this unreasonable ban on fishing, so he and his crew members all feel normal, and that the ban has no value. “We fish in our own sea. However, to ensure safety, we always remind each other to go out to sea in teams; agree on frequencies, and keep in regular contact with each other so that if we encounter any problems or uncertainties, we can get support,” said Mr. Thuan.
Mr. Phan Duc Khanh, representative of Cua Viet market fishing port, informed that before the fishing ban by China, fishermen still went out to sea as usual. Currently, every day at the fishing port, there are 10-15 fishing boats of fishermen docking at the port to sell seafood, refuel, and go out to sea to fish. Through discussion, all fishermen opposed China's unreasonable fishing ban and affirmed that they still firmly believe in going out to sea and fishing as usual.
According to Mr. Khanh, it is currently the Southern fishing season, the main fishing grounds are the Hoang Sa, Truong Sa, and Bac Bo Gulf areas. These are all traditional fishing grounds and are all waters under Vietnam's sovereignty . Therefore, the more China bans fishing, the more fishermen will unite and respond. "Through monitoring on the fishing vessel monitoring system, at this time there are about 80 offshore fishing vessels of Quang Tri fishermen operating at sea. In the coming days, the number of fishing vessels going out to sea is forecast to increase," Mr. Khanh added.
According to Deputy Director of the Department of Agriculture and Environment Nguyen Huu Vinh, in response to China's unilateral temporary ban on fishing at sea in 2025 to impose a fishing season in the East Sea, from 12:00 on May 1 to 12:00 on August 16 in the sea area from latitude 120 North to latitude 26030' North, including the Gulf of Tonkin.
To reassure fishermen to go offshore, stick to the sea for production and ensure safety during their activities at sea, the Provincial People's Committee has directed departments, branches, sectors, People's Committees of coastal districts and Con Co island district to inform fishermen participating in fishing activities at sea about China's fishing ban, and at the same time affirm that this is an illegal action, and fishermen have the right to continue fishing in Vietnam's waters.
In addition, the functional sector organizes the dissemination of legal knowledge about the sovereignty of seas and islands; encourages fishermen to fish in groups, teams, and groups when going to work to support each other at sea; warns about the possibility that China may take tough action; and guides timely reporting of violations by foreign fishing vessels in Vietnamese waters.
Strengthen the monitoring of fishing activities of fishing vessels in the sea through the fishing vessel monitoring system, and take measures to warn fishing vessels when necessary. Request the Provincial Border Guard Command to direct coastal border stations to strictly manage the entry and exit of fishing vessels operating during this time, and strictly handle organizations and individuals that allow fishing vessels to illegally exploit in foreign waters.
“This is a unilateral ban by China, while fishing boats of fishermen from Quang Tri province are still operating normally at fishing grounds under Vietnam's sovereignty,” Mr. Vinh affirmed.
