Overcoming difficulties, Huong Khe determined to "reach the finish line" of eliminating temporary houses as planned

(Baohatinh.vn) - Remote communes in Huong Khe (Ha Tinh) are facing difficulties in removing temporary houses due to high material prices and a lack of workers due to the construction of many projects at the same time.

Huong Khe is one of the localities with the largest number of houses approved by the People's Committee of Ha Tinh province in the program to eliminate temporary and dilapidated houses.

Accordingly, the total demand for new construction and housing repair in the district is 291 houses (224 new construction; 67 upgraded and repaired houses). Although the locality has proactively implemented the program early, many difficulties and problems still arise.

Mr. Ha Van Dan - Chairman of the District Fatherland Front Committee informed that up to now, 100% of the houses have been started; the whole district has also mobilized nearly 3 billion VND to implement the program. In addition, the locality mobilized nearly 2,000 working days; 3,000 bricks, 100m2 of paving bricks, 28 tons of cement... District-level mass organizations mobilized union members and members to mobilize human and material resources to support the elimination of temporary and dilapidated houses in the district. Currently, the District Fatherland Front Committee has allocated 6.02 billion VND from the "For the Poor" Fund to support households implementing the program.

Although 100% of the houses have been started, the construction progress and completion of houses in some localities are slower than planned. Some communes have houses with foundations but no walls. In addition, some households and individuals are in particularly difficult circumstances, have sudden illnesses requiring long-term treatment in the hospital, or have recently passed away, so mobilizing construction is difficult... In particular, there are 23 poor and near-poor households in 6 communes: Huong Lam, Huong Vinh, Huong Xuan, Phuc Dong, Huong Giang, Gia Pho facing particularly difficult circumstances. In addition to support from the program and support from the district, households cannot mobilize other resources for construction.

Mr. Nguyen Thanh Hai - Secretary of the Party Committee of Huong Lam Commune (Huong Khe) shared: "As a border commune with a large area, people's lives face many difficulties, so the whole commune still has 36 households living in temporary, dilapidated houses. Due to the distance from the center and difficult terrain (about 20km from Huong Khe town), materials are transported further, so the price is higher than other places. More difficult, the locality is seriously lacking in materials, currently there are many houses without bricks to build. In addition, due to the simultaneous construction (33 newly built houses), there is a shortage of construction workers in the area.

Many other localities are also facing difficulties like Huong Lam. Currently, because many houses are being built and repaired at the same time, the progress of the projects is affected. In remote communes, costs and material prices are high, exceeding the initial estimate (due to long transportation distance), and it is difficult to hire construction workers (due to small projects, low construction costs)..."

Despite many difficulties, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the district determined that the housing support program for meritorious people, poor and near-poor households is a particularly important political task with profound humanitarian significance. The locality agreed on the target of completing the elimination of temporary and dilapidated houses by May 19, 2025 as planned.

Chairman of Huong Khe District People's Committee Thai Phuc Son said: "Currently, this is the peak period to accelerate the progress of eliminating temporary and dilapidated houses. We have identified difficulties and obstacles to focus on solving them. For 23 households with especially difficult circumstances, localities are specifically reviewing the support needs of each household, on that basis, the district will assign tasks to mass organizations from the district to the commune and village levels; at the same time, propose sponsoring units according to Decision No. 05/QD-BCĐ dated April 1, 2025 of the Provincial Steering Committee 1056 to support and help."

The district leaders also regularly organize inspection teams, urge and require localities to grasp the situation down to each household, the difficulties and problems that arise to have solutions to mobilize human resources to support households to complete construction on schedule. In particular, localities are required to regularly inspect, encourage and urge households and individuals to take advantage of favorable weather to speed up the progress of completing housing construction according to plan.

The locality continues to mobilize agencies, units, organizations, businesses, volunteer groups, philanthropists inside and outside the district; cadres, civil servants, public employees, workers and people of all walks of life to continue to support funding, supplies, materials and human resources to effectively implement the policy of eliminating temporary and dilapidated houses.

Along with the initiative from the locality, all levels, sectors, and enterprises inside and outside the district with the spirit of sharing, are practically accompanying Huong Khe to remove difficulties and speed up the program's progress. For example, Viet Hai Trading and Transport Services Company Limited has supported the locality with 28 tons of cement to partly solve the lack of materials. Implementing the direction of assigning sponsoring units of the Chairman of the Provincial People's Committee, the Provincial Border Guard Command has also mobilized forces to form working groups; supporting households during the construction process in border communes and remote areas such as Huong Lam, Huong Lien, Huong Vinh, Hoa Hai, Phu Gia, etc.

Although the work is still messy and difficult, as an order from the heart, the entire district political system is determined to achieve the goal of completing 100% of new houses for poor, near-poor households, and policy families before May 19.
