An Tuong Commune strives to have no more poor households by 2030.

(GLO)- On the morning of August 7, the An Tuong Commune Party Committee held its first Congress for the 2025-2030 term with the participation of 160 delegates representing 723 party members from 32 affiliated grassroots party organizations. Striving to have no more poor households by 2030 is one of the important targets set by the Congress.

The Party Committee of An Tuong commune was formed on the basis of merging the Party Committees of 3 communes: An Tuong Tay, An Huu and Dak Mang of Hoai An district (old). After the merger, An Tuong commune has a natural area of ​​over 227 ^km2 with 16 villages and more than 4,500 households, nearly 19,000 people.

During the past term, the Party Committees of the three pre-merger units have basically completed the set targets, notably the work of Party building and rectification; consolidation of the political system; socio-economic development; ensuring national defense, security and social security. The economy continued to develop, the structure shifted in the right direction, infrastructure was invested and upgraded, and the rural appearance improved. The quality of culture and society has made much progress, and the material and spiritual life of the people has been significantly improved.

In the 2025-2030 term, the Party Committee of An Tuong commune sets out the general goals: Building a clean and strong Party Committee and political system; consolidating the strength of great national unity; developing the socio- economy associated with environmental protection, promoting innovation and digital transformation; maintaining national defense and security; determined to build An Tuong commune to develop rapidly and sustainably.

The Party Committee also set specific targets, striving for: the growth rate of total product value in the period 2025-2030 to reach 8.1%/year. Economic structure by 2030: agriculture and forestry account for 54.9%; industry and construction account for 22.2%; trade and services account for 22.9%. Average income per capita by 2030 will reach 79.4 million VND/person. Total budget revenue by 2030 will reach 9 billion VND. Total food output in paddy equivalent by 2030 will reach 13,537 tons. The commune strives to have no more poor households by 2030; 100% of schools are recognized as meeting national standards. The rate of people participating in health insurance is 95%; strives to have over 90% of Party cells and Party members completing their tasks well every year; the rate of new Party members admitted every year is 3%/year or more...

Speaking at the Congress, Vice Chairman of the Provincial People's Committee Nguyen Tuan Anh acknowledged and commended the achievements of the Party Committee, government and people of An Tuong commune in the past term.

To successfully implement the goals and tasks set out in the coming term, the Vice Chairman of the Provincial People's Committee requested the Commune Party Committee to focus on leadership and direction to thoroughly disseminate to all cadres, party members and people the Party's correct policies related to the rearrangement of administrative units at all levels and the organization of a 2-level local government model.

The entire political system of the commune needs to change its mindset from management and control to service mindset; unify the perception that the arrangement of administrative units is necessary to streamline the apparatus, improve effectiveness and efficiency of operations and better serve the people.

The new Party Committee needs to clearly define the projects, plans and specific tasks to be done in the new term to achieve the goals set out in the Congress Resolution. The spirit is to have clear people, clear work, clear responsibilities, clear products, clear results and clear implementation roadmap.

Comrade Nguyen Tuan Anh emphasized: “Immediately after the Congress, the Commune Party Committee needs to urgently concretize the Resolution into action programs and specific plans, not only for the entire 5-year term but also for each 3-year period, every year. Each task and each goal must be clearly assigned, with specific steps, close to reality, step by step, each goal, proactively mobilizing resources for implementation.”

At the same time, the Commune Party Committee needs to focus on innovating scientific, disciplined, and disciplined leadership methods; enhancing the quality of Party cell activities, focusing on improving the quality of Party members, ideology, ethics, and capacity for action; must do a good job of developing new Party members, especially young workers in private enterprises. Pay more attention to social security, sustainable poverty reduction, people's health care, and cultural and educational development.

In particular, it is necessary to create a favorable environment for the private economy to develop strongly. This is a dynamic sector, making an important contribution to economic growth and creating jobs for workers. It is necessary to proactively review, cut down, and simplify administrative procedures, creating maximum conditions for business households, small and medium-sized enterprises to start up and expand production and business in the spirit of Resolution No. 68-NQ/TW of the Politburo on private economic development.

Strengthening the work of ensuring national defense and security, maintaining social order and safety; proactively grasping the situation, promptly resolving issues arising at the grassroots level, and preventing hot spots from occurring.

The Congress announced the decision of the Provincial Party Standing Committee to appoint the Executive Committee, Standing Committee and key positions of the An Tuong Commune Party Committee for the 2025-2030 term. Accordingly, the Executive Committee consists of 24 comrades; comrade Thai Danh Han was appointed to hold the position of Secretary of the Commune Party Committee for the 2025-2030 term.
