According to statistics, Nam Cha commune still has 89 households living in temporary, dilapidated, unsafe houses, especially during the rainy and stormy season. These are mainly poor and near-poor households, Mong, Dao, Cong ethnic groups with difficult circumstances, not having enough conditions to build or repair their own houses. Faced with this situation, the Party Committee and People's Committee of the commune urgently developed a specific plan and synchronously implemented solutions to eliminate temporary and dilapidated houses.
Comrade Chao San Senh - Vice Chairman of Nam Cha Commune People's Committee said: "We determined that to effectively eliminate temporary houses, we must rely mainly on the people's strength. In addition to state support, the commune mobilizes people to promote solidarity, help each other with working days and materials, and at the same time call for socialized resources to have more funds to support households in building new houses."
One of the good ways of Nam Cha is to flexibly apply the policy of "State support - People work together". Accordingly, in addition to the support of 60 million VND/household for building new houses, 30 million VND for households repairing from national target programs on sustainable poverty reduction and new rural construction, the commune requests that supported households voluntarily mobilize additional resources (from relatives, kin, community). For households with special difficulties, the commune organizes support groups and teams, each village establishes a mobilization group, donates materials, and labor days to support house building.
Thanks to the drastic and synchronous participation, up to this point, Nam Cha commune has eliminated 62 temporary and dilapidated houses, reaching 70% of the plan. The remaining temporary and dilapidated houses are being actively built, striving to complete in May 2025. The new houses all ensure the "three hard" criteria (hard foundation, hard frame, hard roof), with a minimum area of 30m2 or more, meeting the essential living needs of the people. Typically, in Nam Cha, Tang Nga, Huoi Dao villages... many households after having solid houses have felt secure in working, producing, and developing the economy .

Mr. Chao U Phu - Nam Cha 2 village shared: “My house used to be thatched with bamboo, it leaked in the rainy season, and was cold in the winter. With the commune’s support of 60 million VND, the villagers came to help build the house, and in just over a month, my family had a new, solid house. I am very grateful to the Party and the State.”
Not only supporting construction funds, Nam Cha commune also sent cadres to help people design and guide them on how to build houses suitable to their actual conditions; and advise on choosing durable and low-cost materials such as cold corrugated iron roofs, wooden frames, and locally available stones. At the same time, the commune connected with construction material businesses to purchase materials at preferential prices and transport them to the people's villages. Along with that, the organization supported the elimination of temporary houses with more than 20 million VND. Youth Union members and members of mass organizations coordinated with people in the villages to focus on human resources and support some households to start or complete their houses.
Mr. Chao San Trinh - Secretary of the Party Cell of Nam Cha village said: "Thanks to the program to eliminate temporary and dilapidated houses, many poor households in the village have new houses faster. Everyone not only contributes but also reminds themselves to work together to keep their houses clean and tidy, gradually changing old ways of thinking and doing things. Having a new house will help them develop their economy and buy a TV and a refrigerator."
In addition to the achieved results, the work of eliminating temporary and dilapidated houses in Nam Cha still faces many difficulties: the terrain is fragmented, the transportation of materials is facing many obstacles; some households still have the mentality of waiting and relying on support from the state; support resources are still limited compared to actual needs. However, with the high determination of the Party Committee, the government, and the solidarity of the people, Nam Cha sets a goal of basically eliminating all temporary and dilapidated houses in the area by the end of May 2025.
Comrade Lu Van Thinh - Secretary of the Party Committee of Nam Cha commune emphasized: "From now until the end of May 2025, we will continue to mobilize resources from programs and projects; strengthen socialization and organize well the movement to help each other build houses. More importantly, make people clearly aware: the people themselves are the subjects who rise up to escape poverty and stabilize their lives in their new homes."
With creative and practical methods, Nam Cha is gradually completing the goal of eliminating temporary and dilapidated houses, contributing to realizing the dream of prosperity, peace and happiness in new houses.
