Nhon Trach Commune is one of the important gateways for trade in Dong Nai Province, adjacent to Long Thanh International Airport and the East of Ho Chi Minh City, opening up many development opportunities. We discussed with Mr. Lu Thanh Nam, Chairman of Nhon Trach Commune People's Committee about the results of the operation of the two-level local government and solutions towards becoming an airport satellite city.

Reporter: Can you tell us about the results of activities at the Public Administration Service Center (PPSC) of Nhon Trach commune in recent times?

Mr. Lu Thanh Nam: The Commune People's Committee is gradually affirming its role as an "effective bridge" between the government and the people, contributing to building a professional, modern administration that takes people as the center of service.

From July 1, 2025 to now, the Commune Public Administration Center has received 15,443 applications, including 13,021 online applications and 2,422 direct applications; processed 15,057 applications on time and before the deadline, reaching a rate of over 99.7%; the online payment rate reached over 98%; the digitization rate of administrative procedure files (TTHC) reached over 95.7%. On average, the Center receives over 250 applications per day, most of which are related to the fields of justice - civil status, certified copies, land, business registration, etc.

In the coming time, we will continue to promote investment in facilities, infrastructure, equipment systems, meeting task requirements; upgrading transmission speed, modern computer systems, synchronous equipment, ensuring smooth operation. At the same time, the commune will deploy training and fostering professional qualifications for cadres, civil servants, and public employees on digital transformation associated with building e-government. Strengthening the sense of responsibility, discipline, administrative discipline and service attitude of cadres, civil servants, and public employees... We will also continue to review, recommend, and propose to competent authorities to simplify administrative procedures, shorten implementation time and costs, and serve people and businesses better and better.

According to you, what are the biggest changes in the administrative procedure and handling of administrative procedures when the new commune level comes into operation?

The biggest change in the current administrative procedure and procedure settlement process at the commune level focuses on strengthening decentralization and strong delegation of power to commune-level authorities in the context of operating a two-level local government model.

Specifically as follows: The People's Committee at the commune level has increased authority to handle administrative procedures, many tasks and powers previously under the authority of the district level have been transferred to the grassroots level and the Chairman of the People's Committee at the commune level has been implemented, many tasks will be closer to the people. I think that the operation of the two-level government model is a major turning point, the commune level has become the level directly implementing most of the administrative procedures related to people, organizations and businesses in the area, including the tasks previously assigned to the district level, helping to shorten the time to process documents through a strong decentralization and delegation mechanism with a streamlined apparatus, smooth operation, increasing concentration in direction and administration.

* How has decentralization between the province and commune facilitated land management, planning, construction and social security, sir?

Regarding the field of land management and land use planning: Up to now, the lack of clarity in land management responsibilities between government levels has been a common problem, leading to overlapping, shifting, or loosening of responsibilities, causing difficulties in management work, affecting the effective use of land resources.

Decree 151/2025/ND-CP regulating the decentralization of authority of local governments at two levels; decentralization and decentralization in the land sector has promptly established a transparent framework of responsibilities, specifying each role, from the People's Committee at the provincial and commune levels to the Chairman of the People's Committee at the commune level, specialized agencies and public service units.

A very notable new point is that the role and personal responsibility of the Chairman of the People's Committee at the commune level is clearly established, directly linked to specific activities such as organizing compulsory land recovery, compulsory dispute resolution, participating in specific land price appraisal, detecting and handling land violations in the locality.

This is an important step in individualizing responsibility, avoiding the situation of "collective responsibility, individual innocence" which has been a barrier in the implementation of land policies for many years, and is a favorable condition for the commune to take advantage of opportunities and strengths to promote the development of all aspects of people's lives and socio -economic activities, and attract investment.

* Sir, what solutions does Nhon Trach commune have to anticipate the wave of urbanization and investment capital when Long Thanh International Airport comes into operation?

Nhon Trach commune has a clear orientation in developing into an industrial, service - commercial urban area and an airport satellite urban area. We also propose many groups of solutions, first of all Focus on prioritizing the development of functional areas of housing, services - trade and logistics to anticipate the wave of urbanization and investment capital.

Nhon Trach will develop in a sustainable urban direction with the goal of becoming an industrial city, a port city, of which a part is an airport city, with 4 functional subdivisions, focusing on investment in two axes. The first axis is the central urban axis, acting as the driving force of urban development, ensuring the role of connecting Long Thanh International Airport. Here, commercial centers, offices, hotels, high-class financial - commercial - service centers will be formed. This is a modern urban commercial corridor, forming an economic backbone for the entire urban area.

The second is the urban landscape axis along the Dong Nai River (Dong Mon River), which is a space connecting the network of rivers and canals - urban green trees - open spaces along the river routes with the main development orientation including: Ecological urban area along the river combining landscape conservation and exploitation, developing thematic parks, open creative spaces.

* What adjustments does the commune recommend to the provincial leaders in planning, financial mechanisms, special mechanisms... to form satellite cities in the Ho Chi Minh City region?

To promote the formation of satellite cities, the Commune People's Committee proposed that the Provincial People's Committee continue to urge ministries and branches to soon approve the adjustment of the general planning of the new urban area of ​​Nhon Trach, Dong Nai province until 2035 and vision to 2050, as a basis for implementing zoning plans, detailed plans... to call for investment, and soon deploy modern infrastructure development.

At the same time, the province will soon invest in and upgrade the complete urban traffic infrastructure system connecting with areas such as Ly Thai To Street, Ton Duc Thang Street, Nguyen Ai Quoc Street, Ly Tu Trong Street (filling road), University Village Street, Le Hong Phong Street; continue to support localities in implementing the planning of subdivisions at a scale of 1/2000.
