Immediately after the particularly serious murder case caused by Bui Van Chin (born in 1968), residing in Coc hamlet, Quy Hoa commune - a person showing signs of mental illness, the authorities and the government of Vu Binh commune (Lac Son) urgently reviewed and grasped the situation of mentally ill people in the community in the commune to promptly propagate to their families to continue to care for, encourage, maintain and supervise their treatment.

According to statistics from Vu Binh Commune Health Station, from 2021 to now, there have been 19 people with mental illness in the commune, and their condition has basically been stable for a long time. Currently, the whole commune has only 2 cases, Bui Van Xen in Dai hamlet and Bui Van Hop in At hamlet, whose symptoms are still obvious. Every time they get sick, they have dangerous behaviors for others, so their families have to lock them up and not let them go out into society.

Regarding this issue, Ms. Bui Thi B, a relative of Bui Van Hop, shared: If Hop is allowed outside, he will have an attack at any time, and will often smash things, chase and beat people, endangering others. Previously, the family made a cage to lock him up, but the cages could not withstand it. Many times when he had an attack, Hop would destroy things, escape, and endanger others. Therefore, the family had no choice but to lock him up.

In the case of Bui Van Xen, he has suffered from mental illness for nearly 10 years, but every time he has an attack, he is extremely aggressive. Before, when he was not chained up, whenever he went out on the street, Xen would carry a knife and a stick to chase and beat anyone he met. Too frightened by his wild aggression, the family had to hire someone to weld an iron cage to lock Xen up. Even though he was in the iron cage, Xen still struggled and struggled to get out, forcing the family to make another iron chain in case the iron cage was not strong enough to hold him...

Doctor Bui Van Hai, Head of Vu Binh Commune Health Station, said: Through screening, people with mental illness in the commune are diverse, mainly schizophrenia. When the disease breaks out, the patient has many unconscious, spontaneous actions that are dangerous to people around them as well as to themselves. In particular, there are cases where the patient, when having an attack, has hallucinations, vandalism, and is very dangerously agitated, thinking that others are killing them or having delusions that they are forced to kill.

From that reality and learning from the experiences of mentally ill people committing crimes in the district, Vu Binh Commune Health Station has reviewed, guided and encouraged families with mentally ill people to care for and support them in taking medication according to the treatment regimen. Reality has proven that many cases of severe mental illness, but thanks to maintaining taking medication according to the regimen, have had a stable and normal life.

Regarding the management and prevention of mentally ill people committing crimes in the community, Mr. Bui Minh Tang, Vice Chairman of the People's Committee of Vu Binh Commune, said: In the 90s, most people believed that people with mental illness were possessed by spells, charms, and ghosts, so they often organized superstitious worship rituals to cure them. However, recently, people's awareness has changed a lot when they have been informed, understood, and understood that this is a type of disease that needs to be monitored and treated with drugs according to the treatment regimen of medical facilities. Currently, families with mentally ill people all report to the health station for advice on care. The local government has also assigned the Management Board of hamlets and security and order teams at the grassroots level to regularly monitor the situation of mentally ill people in the area and take measures to be vigilant, to prevent them from getting sick and causing danger to the community.

Thanks to the attention paid to the management of mentally ill people in the community right from each family, community, and residential area, for many years, Vu Binh commune has had no unfortunate incidents related to mentally ill people. Patients are also treated to stabilize their health and spirit.
