Highland commune builds new rural areas thanks to skillful mass mobilization

The road from Dong Dong hamlet to Lan Thung area was expanded thanks to land donations from local people.

Phuong Giao is one of the most disadvantaged communes in Vo Nhai district. Due to its location far from the district center and lack of infrastructure, the lives of the people, most of whom are ethnic minorities, are still lacking. Therefore, when starting to build a new rural area (NTM), after review, the locality only achieved 6/19 criteria. Of which, the "hard" criteria such as: transportation, irrigation, cultural facilities... were not met.

Comrade Le Van Hach, Secretary of the Party Committee of Phuong Giao commune, said: With such a low starting point, we clearly determined that we must maximize support from the province and district, at the same time promote internal strength and mobilize people's strength to gradually complete the criteria.

Right from the start of building the new rural area, the Party Committee and the communal government have paid special attention to mass mobilization work, taking the people as the center. In Phuong Giao, the criteria selected for implementation first are all related to the "close" interests of the people such as transportation, irrigation, poverty reduction, etc. When people see the positive changes from the first projects, their confidence is strengthened, and consensus quickly spreads.

Taking the actual effectiveness as the basis for propaganda, Phuong Giao people increasingly understand the New Rural Development Program and enthusiastically respond. People actively participate in donating land, contributing money, and labor days to build rural infrastructure; applying scientific and technical advances to transform the structure of crops and livestock; the movement to renovate mixed gardens, develop family economy , and build green - clean - beautiful landscapes and environments is promoted...

Ms. Giap Thi Huan, Head of Phu Tri Hamlet, shared: We persistently propagate to help people understand the benefits of building a new rural area, using specific results as evidence. Thanks to that, 142 households in the hamlet voluntarily participated. Up to now, all roads in the hamlet have been paved, and the cultural house has also been newly built, spacious and clean.

A bright spot in the process of building a new rural area in Phuong Giao is the mobilization of 100% of households in Dong Dong hamlet to abandon cults. Comrade Duong Van Muc, Secretary of the Party Cell of Dong Dong hamlet, said: Since abandoning cults, people have focused on economic development and actively participated in hamlet activities. In particular, people have donated more than 1 hectare of land, contributed money and materials to build 6km of concrete roads.

People of Phuong Giao commune are continuing to agree to donate land to upgrade the inter-commune road from Trang Xa - Phuong Giao (Vo Nhai) to Tan Thanh ( Lang Son ).

Thanks to good propaganda work and promoting the role of the people, in the period of 2011-2024, Phuong Giao commune mobilized over 200 billion VND to build new rural areas, of which people contributed over 33 billion VND. From this resource, the infrastructure system received synchronous investment attention.

Up to now, 100% of commune roads have been asphalted or concreted; over 80% of the length of inter-hamlet and alley roads have been concreted; over 80% of canals have been solidified; 100% of households in the commune have access to electricity.

Cultural houses, commune sports areas; cultural houses and sports areas of hamlets, postal and telecommunications systems... in the area are invested in new construction and upgrading; ensuring service for cultural, artistic, physical education and sports activities in the area.

Political security and social order and safety are maintained. Economic structure and production forms are developed in accordance with local advantages. Currently, the commune has 2 cooperatives; 1 production linkage model and 1 community agricultural extension group, contributing to job creation and income increase for people.

The average income per capita in 2024 of Phuong Giao commune will reach over 45 million VND/person/year. The multidimensional poverty rate will decrease to below 10%. By the end of 2024, Phuong Giao will have completed 19/19 NTM criteria.

The results of building a new rural area in Phuong Giao show valuable lessons about the connection between the government and the people, about the flexible and effective way of mass mobilization. When people are placed at the center, listened to and participated, all difficulties can be overcome.

The success in building the new rural area in Phuong Giao is not only about smooth roads or spacious schools and cultural houses, but also about the change in awareness, belief and aspiration of the people in the highlands. That is the solid foundation for Phuong Giao to continue moving forward on the journey of sustainable development in the coming years.
