Determining the investment scale of the Ho Chi Minh City - Chon Thanh Expressway Project through Binh Phuoc
According to the Road Network Planning for the 2021-2030 period, with a vision to 2050, the Ho Chi Minh City - Chon Thanh - Hoa Lu Expressway (CT.30) is 130 km long and has 6 lanes.

The Ministry of Transport has just sent a document to the People's Committee of Binh Phuoc province regarding the investment scale of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province.
Previously, the Ministry of Transport received a request from Binh Phuoc province to ask for opinions on the investment scale of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province to develop and complete the Project Investment Proposal Report.
According to the Ministry of Transport, in the Road Network Planning for the 2021-2030 period, with a vision to 2050, the Ho Chi Minh City - Chon Thanh - Hoa Lu Expressway (CT.30) with a length of 130 km is determined to have a scale of 6 lanes.
Of which, the 60km Ho Chi Minh City - Chon Thanh section starts at Ho Chi Minh City Ring Road 3 and ends at Chon Thanh (Binh Phuoc), to be invested before 2030; the 70km Chon Thanh - Hoa Lu section starts at Chon Thanh (Binh Phuoc) and ends at Hoa Lu border gate (Binh Phuoc), to be invested after 2030.
“The road network planning for the 2021-2030 period, with a vision to 2050, is a national sectoral planning, which includes spatial allocation orientation, connectivity orientation, scale, and investment roadmap,” said the Ministry of Transport.
For the Ho Chi Minh City - Chon Thanh expressway section with a length of about 60 km, the Prime Minister assigned the People's Committee of Binh Duong province as the competent authority to invest under the PPP method (the section passing through Binh Duong province) and assigned the People's Committee of Binh Phuoc province as the competent authority to invest in the section passing through Binh Phuoc province.
“We propose that the People's Committee of Binh Phuoc province coordinate closely with the People's Committee of Binh Duong province to study and select a suitable route for the Ho Chi Minh City - Chon Thanh expressway, ensuring the principle of minimizing the volume of land clearance, densely populated areas, relic sites, special-use forests, protective forests, convenient connection with industrial parks, creating favorable conditions for urban space development, promoting socio-economic development for localities", the leader of the Ministry of Transport stated his opinion.
Currently, the Vietnam Road Administration is organizing the preparation of the Road Infrastructure Planning for the 2021-2030 period, with a vision to 2050. Therefore, the Ministry of Transport requests the People's Committee of Binh Phuoc province to direct the Binh Phuoc Department of Transport to closely coordinate with the Vietnam Road Administration to update the route and content of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province into the Road Infrastructure Planning.
Regarding the investment scale of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc Province, the People's Committee of Binh Phuoc Province plans to divide the investment into phase 1 with a scale of 4 complete expressway lanes (with emergency lanes along the entire route) with a roadbed width of 25.5m, in which the elements on the cross-section include: lane width of 3.75m; emergency lane width of 3m; safety strip width of 0.75m; median strip width of 1.5m; with a lighting system in the middle.
According to the Ministry of Transport, the investment phase and cross-section arrangement of the above phased phase are basically consistent with the Expressway Design Standard TCVN 5729:2012 and the National Technical Regulation on Expressways QCVN 115:2024 (effective from October 1, 2024).
However, the Ministry of Transport requested the People's Committee of Binh Phuoc province to direct the Department of Transport to study and supplement the survey results and forecast transportation demand (including transportation demand on expressways and transportation demand on parallel roads) as a basis for proposing the investment phase of the Project to ensure meeting transportation demand, and at the same time as a basis for proposing the investment scale of the system of collector roads and side roads.
Regarding the connection plan with Becamex - Binh Phuoc Industrial Park, the Ministry of Transport said that the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province has a route that cuts through Becamex - Binh Phuoc Industrial Park, so it is necessary to study the plan to arrange an intersection (or exit and entrance on the expressway) to connect the expressway with Becamex - Binh Phuoc Industrial Park to promote the effectiveness of the project investment, serving the socio-economic development needs of the province.
However, the content of the Investment Proposal Report prepared by the Binh Phuoc Department of Transport does not mention the study of the above-mentioned connection plan and there is no preliminary design drawing attached. Therefore, the Ministry of Transport has no basis to comment on the connection plan as proposed by the Binh Phuoc Provincial People's Committee. "The Binh Phuoc Provincial People's Committee is requested to direct the Binh Phuoc Department of Transport to study the overall plan for developing the road network of the Becamex - Binh Phuoc Industrial Park and the Chon Thanh town area in the provincial planning to propose a connection plan between the expressway and the Becamex - Binh Phuoc Industrial Park in accordance with the technical standards and regulations on expressways," the leader of the Ministry of Transport suggested.
