One of the tasks and solutions of the Provincial Party Committee to develop a plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo is: Encouraging and supporting enterprises to carry out digital transformation and automation to transform production and business models; attracting and training high-quality human resources for new-generation industries; encouraging and inviting investors in the fields of science and technology (S&T), innovation, electricity, electronics, semiconductor chips, and artificial intelligence.

  Mr. Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for Science Development, Innovation and Digital Transformation: If industry is the heart of Binh Duong, innovation is the coordinating brain. Science and technology must be considered a factor leading to development, not simply a tool to support production.

Identifying science and technology and innovation as an inevitable trend, Binh Duong allocates 3% of the total budget for science and technology; at the same time, it issues preferential policies to support enterprises in digital transformation and automation, attracting high-quality human resources for the fields of artificial intelligence, semiconductor technology, and electronics industry; prioritizing land funds and financial resources for innovative startups, innovation centers and new-generation technology. Currently, Binh Duong is implementing steps to build a centralized information technology center with an area of ​​220 hectares in Binh Duong New City and other science and technology industrial parks. With the vision of becoming the leading innovation center of the Southern Key Economic Zone, Binh Duong promises to become an attractive destination for high-tech enterprises and semiconductor industry.

Mr. Jonh Jung, Chairman of the Intelligent Community Forum (ICF), assessed that Binh Duong has been focusing on innovation and transforming into modern industry with high added value. This is the orientation for sustainable smart development in the coming time. Binh Duong is building a foundation of intelligent people, creating a culture of innovation.

Establishment of microelectronics research center

Recently, Becamex IDC Corporation and Fraunhofer Institute for Electronic Nanosystems ENAS (Germany) signed a cooperation agreement to establish a Microelectronics Research Center in Binh Duong. Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation, emphasized that the partnership between Becamex IDC and Fraunhofer Institute for Electronic Nanosystems ENAS is the basis for connecting scientists and researchers at Fraunhofer Institute for Electronic Nanosystems ENAS and other research institutes in Europe; is the basis for establishing a research center following the Fraunhofer innovation platform model - a model that optimizes flexibility and cooperation. This cooperation will lay a solid foundation for Vietnam's participation in the global semiconductor value chain, contributing to the development of new technology industries with high added value, meeting development requirements in the new period.

Professor - Dr. Harald Kuhn, Director of the Fraunhofer Institute for Electronic Nanosystems ENAS, said that the establishment of the microelectronics center is an important step to bring large corporations in this field to Vietnam in general, and Binh Duong in particular, to invest. The cooperation between Becamex IDC Corporation and the Fraunhofer Institute for Electronic Nanosystems ENAS mainly builds and develops two main pillars, which are the management pillar: Project management coordination, financial planning and connecting public-private partners; the scientific pillar: Applied research and innovation to support the development of the semiconductor industry in Vietnam. Fraunhofer ENAS will conduct a comprehensive feasibility study and develop an overall strategy focusing on the semiconductor microelectronics sector in Vietnam.

According to Mr. Nguyen Viet Long, Director of the Department of Science and Technology, the establishment of the microelectronics research center has a great impact on the development of science and technology in Binh Duong. In particular, attracting the Fraunhofer Institute for Electronic Nanosystems ENAS to Binh Duong for investment cooperation contributes significantly to the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; creating potential for science and technology development. "For the semiconductor field, which is a very new field, requiring high technology, attracting enterprises to invest in this field is very important, both creating the first steps in production and design, and laying the foundation for research, development, and improvement of the semiconductor technology industry to enter the large production chain worldwide," said Mr. Nguyen Viet Long.

Previously, in August 2024, in Chemnitz City, Saxony State (Germany), under the witness of the leaders of Binh Duong Province and Saxony State, Becamex IDC Corporation and Fraunhofer Institute for Electronic Nanosystems ENAS signed a framework agreement on cooperation in developing microelectronics and smart systems according to the ENAS model in Binh Duong. Aiming at the goal of digital transformation and a new industrial development model, Binh Duong is gradually developing into a new land of technology, startups, innovation, further enhancing its position, becoming the leading innovation center of the Southern Key Economic Region.

The Fraunhofer Institute for Nanoelectronic Systems ENAS is a specialist in nanoelectronic systems, specializing in intelligent systems and integration across a wide range of applications. It provides comprehensive support from concept development to prototyping, focusing on high-precision sensors, integrated nanostructures, devices beyond the limits of CMOS technology and advanced integration technologies; providing solutions for companies operating in the fields of technology development, system simulation, artificial intelligence-based data analysis and system security.
