Building a streamlined administrative apparatus that operates effectively and efficiently

During the 2020-2025 term, the organizational structure of party, government, and mass organizations in the political system from the provincial to grassroots levels continues to be consolidated, streamlined, and the internal focal points of each organization are reduced, and the intermediate levels are minimized to ensure effective and efficient operations.

Accordingly, the province has reduced 34 focal points within the agencies of the Party, the Fatherland Front and socio-political organizations of the province; reduced 4 unit leaders; reduced 79 leaders at the department and professional office level compared to the structure. Reduced 52 focal points of professional agencies under the Provincial People's Committee compared to the Central's regulations; reduced 41 deputy levels compared to the current number; reduced 3 branches and reduced 23 departments under branches and equivalent organizations.

The province has completed the revision, supplementation and promulgation of the Regulations on functions, tasks and organizational structure of each agency and unit to overcome the situation of overlapping functions and tasks according to the new organizational structure after the rearrangement. Review the pilot model implemented according to Resolution No. 18-NQ/TW, dated October 25, 2017 of the 6th Conference of the Party Central Committee (term XII) on "Some issues on continuing to innovate and rearrange the organizational structure of the political system to be streamlined, effective and efficient"; complete the rearrangement of the apparatus according to the conclusion of the Politburo , specifically: Continue to implement the model of organizational structure of the Party Committee of the Provincial Agencies and Enterprises; Head of the Mass Mobilization Committee is also Chairman of the Fatherland Front Committee at the district level (where conditions permit); Head of the Propaganda Department is also Director of the District-level Political Training Center. Stop implementing the organizational model of the Mass Mobilization Bloc, the Front and mass organizations of Phu Quy district; the model of merging the advisory and support agencies of the Party Committee with specialized agencies under the People's Committees at the district level with similar functions and tasks in Phu Quy and Duc Linh districts. Reviewed and reasonably arranged and reduced 3 commune-level administrative units that have not met 50% of the prescribed standards on population size and natural area; currently, the province has 124 commune-level administrative units, 691 villages and neighborhoods. During the arrangement process, the staff has been restructured, arranged and rearranged in accordance with the standards of job positions, selecting competent people who meet the requirements of the tasks.

In addition, continue to implement Resolution No. 19-NQ/TW, dated October 25, 2017 of the 6th Conference of the Party Central Committee (12th tenure) on "Continuing to innovate the organization and management system, improving the quality and efficiency of operations of public service units", Action Program No. 43-CTr/TU, dated January 30, 2018 of the Provincial Party Committee (13th tenure) on implementing Resolution No. 19-NQ/TW, focusing on completing the planning of the network of public service units in the province for each sector and field (health, education, culture, sports, agriculture and rural development, etc.). Since the beginning of the term, 26 public service units have been reorganized and reduced. The organizational structure within the units has been reviewed, streamlined, ensuring the criteria for establishment and arrangement of the number of deputies in accordance with regulations.

The work of streamlining the payroll ensures that it is implemented correctly for the right subjects and in accordance with the prescribed policies, completely overcoming the problem of assigning administrative payrolls exceeding the central payroll; at the same time, completing the goal of streamlining at least 10% of administrative payrolls and payrolls of public employees receiving salaries from the state budget compared to 2015. From 2020 to now, 170 administrative payrolls have been streamlined, 2,435 people on payrolls paid by the budget have been streamlined and transferred to payrolls of employees receiving salaries from public employees.

It can be said that in the past half term, despite many new, difficult, inexperienced and unprecedented tasks, with political determination, appropriate methods and steps, the apparatus of the political system in the province continued to be streamlined and rationalized, while the staff was reduced but work performance and effective and efficient operations were still maintained.
