Deputy Prime Minister Tran Hong Ha signed Decision 1287/QD-TTg dated November 2, 2023 approving the Da Nang City Planning for the 2021-2030 period, with a vision to 2050.

The scope and boundary of Da Nang city planning include the entire mainland territory of Da Nang city with a natural area of ​​1,284.88 km2 .

Specific targets by 2030, in terms of economy, the economic growth rate reaches 9.5-10%/year and strives to reach 12%/year in the spirit of Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo , in which: agriculture, forestry - fishery sector increases by 2.5-3%; industry - construction increases by 10-10.5% (industry increases by 11.5-12%); services increase by 9.5-10%. Economic structure: agriculture, forestry - fishery accounts for about 1-2%; industry - construction about 29-30%; services about 61-62%; product tax minus product subsidies about 8-9%.

GRDP per capita (current price) is about 8,000-8,500 USD.

7 key tasks

According to the Plan, Da Nang will implement 7 key tasks including:

(1) Restructuring and building a growth model in the direction of adaptive transformation and suitable for the new development stage, attracting resources, adjusting appropriate investment structure, improving investment efficiency, enhancing the competitiveness of the economy , promoting administrative reform, building e-government, creating a foundation to enhance autonomy and resilience to external impacts.

(2) Accelerating the growth rate of the industrial sector, especially high-tech industry and information technology, is oriented as one of the three pillars in the new period of Da Nang's economy.

(3) Promote internal resources and geographical advantages to develop service industries, focusing on tourism services, transportation and warehousing services; by 2030, turn Da Nang into one of the tourism, transportation, logistics and seaport centers of the country.

(4) Focus on developing Da Nang into a regional-scale international financial center, forming duty-free zones, free trade zones, developing high-quality information technology and communication, healthcare, education and training services.

(5) Promote restructuring of the agricultural sector, improve value, competitiveness and sustainable development.

(6) Urban development planning based on international standards and development principles of a modern city.

(7) Ensure effective use of natural resources, water resources, biodiversity protection, environmental protection and climate change adaptation.

Development breakthroughs

Also according to the Plan, the breakthroughs in Da Nang's development include:

+ Identify innovation, knowledge economy and comprehensive digital transformation as key factors contributing to improving growth quality.

+ Promote the role of economic sectors including: collective economy, private economy, foreign-invested economy; mobilize and effectively use all social resources to create breakthroughs in building a synchronous and modern economic-social infrastructure system.

+ Improve the quality of administrative reform, improve the investment and business environment to take advantage of and promote opportunities from regional and international development trends, the shift of investment flows and investment waves in a direction beneficial to Vietnam and the city; issue specific mechanisms and policies to build and develop Da Nang city, creating momentum for the development of the Central Highlands - Central region and the whole country according to Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo.

+ Comprehensively develop education and training, improve the quality of human resources, maximize cultural and human factors as the foundation for sustainable development.

Regarding the vision to 2050, building Da Nang city into a large, ecological, smart, unique, sustainable, international-level urban area, playing the role of a hub connecting and developing with the regional and international urban network; an international tourism center associated with an international event organization center; a high-tech industrial and information technology center; a startup and innovation center; a regional-scale international financial center and a livable coastal city reaching the Asian regional level.

Focus on developing 3 groups of typical, main and complementary tourism products

Regarding the development direction of important industries and fields, in which, continue to develop tourism to become a spearhead economic sector, a high-quality tourism and service center, one of the high-class, green, smart ecological and marine resort tourism centers, organizing international conferences, festival events.

Focus on developing 3 groups of typical, main and complementary tourism products. Develop tourism with innovative thinking, combined with technology application and linked to nature, traditional culture and history.

Orientation towards "high quality" product/service quality in all types; priority given to developing high-end and super luxury product/service lines.

Building Da Nang into one of the country's high-tech industrial and supporting industrial centers

Regarding industry, build Da Nang into one of the country's high-tech and supporting industrial centers. Continue to shift the industrial structure towards gradually reducing land- and labor-intensive production sectors with low added value, limiting and eventually eliminating polluting production sectors; increase the proportion of industries and production sectors with high content of technology, knowledge, high added value, and environmental friendliness.

Specifically, developing high-tech industrial fields including: microelectronics technology, chip and semiconductor microcircuit technology, precision mechanics, mechatronics, optoelectronics and automation; environmental technology, new energy technology; new material technology, nanotechnology, etc. to become key industries.

Developing priority industrial sectors including: automobile industry; aviation industry; yacht industry; electronics industry, mechanical engineering; pharmaceutical and cosmetic industry; food and beverage industry in the direction of refined production and processing; fashion industry associated with design and other high value-added processing and manufacturing industries. The average growth rate of the processing and manufacturing industry is over 12%/year.

Developing supporting industries, focusing on production and supply sectors for priority industries and high-tech industries; creating conditions for the formation and development of industry clusters.
