Building traffic culture and school law awareness

In order to raise awareness of law compliance, especially regarding traffic order and safety (TSA) among school-age children, in recent times, the local police in Thanh Hoa province have proactively coordinated closely with schools to carry out many rich and vivid propaganda activities.

Thereby, contributing to forming traffic culture, awareness of the rule of law and sense of civic responsibility right from school.

Recently, the images of extracurricular activities with the topics of “Traffic safety”, “School violence”, “Drugs in schools”… have become familiar in many schools in Thanh Hoa. There, students are listened to, asked questions, and directly participated in hypothetical situations guided by police officers .

For example, on October 13 and 20, 2025, Cam Tu Commune Police coordinated with Cam Quy Secondary School and Cam Tu Secondary School to organize propaganda sessions on Road Traffic Law combined with instruction on safe driving skills for 1,145 officers, teachers and students of the two schools.

Here, the Commune Police officers introduced and analyzed the basic regulations of the law on order and traffic safety, and at the same time provided specific instructions on safe traffic participation skills such as: Distinguishing between electric bicycles and electric motorbikes; wearing helmets properly; not driving in a row, not using phones while driving; not driving motorbikes or electric motorbikes when underage...

As the person who directly spoke at the propaganda sessions, Major Pham Van Tuan, Deputy Chief of Cam Tu Commune Police, said: “Not only stopping at theoretical propaganda, the exchange process, we also incorporate real-life stories, helping students understand the consequences of violations. Students are instructed on how to observe before crossing the street, obey traffic lights, drive in the correct part of the road, lane...

In particular, at the end of the propaganda session, we will ask questions that are close to real situations for students to think and answer quickly. Those who answer correctly will be given a gift of a standard helmet purchased by the Commune Police. Up to now, Cam Tu Commune Police has deployed it to 11 schools in the area and teachers and students of the schools have signed about 7,000 commitments not to violate the law in general, and traffic safety in particular...".

Mr. Nguyen Minh Tuan, Principal of Cam Tu Secondary School, shared: “Since the regular police force came to the commune, the work of ensuring security and order in general and school safety in particular has had many positive changes. The commune police not only propagate the law but also work with the school to build effective models such as the Traffic Safety School Gate, thereby forming self-awareness and cultural behavior when participating in traffic for students.”

Continuing the series of legal education activities, the Traffic Police Department of Thanh Hoa Provincial Police also coordinated with the Thach Binh Commune Police and Thach Thanh 2 High School to organize propaganda on laws on order and traffic safety for more than 1,000 officers, teachers and students.

At the propaganda session, officers of the Traffic Police Department introduced the basic contents and regulations of the Road Traffic Law, and analyzed and warned about common violations among students such as: driving a vehicle when underage, not wearing a helmet, riding a motorbike in a tandem, using a phone while driving...

To make the lesson more lively, students are also instructed on safe driving skills, handling dangerous situations and practicing wearing helmets properly. The “Legal Q&A” exchange took place enthusiastically, arousing the spirit of learning the law, creating a joyful learning atmosphere that is easy to remember and understand.

At the end of the program, all staff, teachers and students signed a commitment to strictly comply with the law on traffic order and safety, demonstrating the responsibility of young people in building a school traffic culture.

Not only in the plains, the work of propagating the law in schools is also given special attention by the police force of mountainous communes. On October 20, 2025, Trung Ly Commune Police coordinated with Trung Ly Ethnic Boarding Secondary School ( Thanh Hoa province) to organize a law propaganda session for more than 500 students and teachers.

Lieutenant Colonel Vi Van Nooc, Head of Trung Ly Commune Police, said: “The mountainous area has many ethnic minority students with limited legal awareness, who are easily lured or influenced by social evils. Therefore, we identify school law propaganda as a key task, contributing to preventing violations from the root.”

Right from the beginning of the school year, the Commune Police coordinated with the school to have students sign a commitment not to break the law, not to use drugs, not to drive a motorbike when underage, not to get married early, etc. The Police force also regularly checks and reminds students during recess, ensuring security and order in the school area.

Thanks to persistent efforts, up to now 100% of Trung Ly Secondary School students strictly follow the regulations, and there is no longer a situation of riding motorbikes to school. The propaganda sessions cleverly combine law and ethics, real-life stories and humanistic lessons, creating a deep impression on students' awareness.

In reality, school traffic accidents mainly come from students' subjectivity and lack of skills. Therefore, equipping them with legal knowledge and self-protection skills is not only necessary but also the foundation for forming a disciplined and law-abiding personality of the young generation. When awareness is formed early, the "seeds" of traffic culture will grow with students, creating a future generation of responsible citizens who know how to share and respect the rules.

According to statistics, currently, in Thanh Hoa province, hundreds of "Traffic Safety School Gate" models have been effectively maintained. In the process of implementing this model, the police force and the school's Board of Directors have coordinated to develop internal rules, operating regulations and assigned specific tasks to each member participating in the model. At the same time, shock troops and red flag teams have been established to coordinate and maintain traffic safety order. Thanks to that, the traffic safety order situation at school gate areas has had many positive changes.
