Lam Dong Provincial People's Council passed a resolution to halt the investment plan for the Phan Thiet airport BOT project.

This morning (October 27), at the 4th (special) session, the Lam Dong Provincial People's Council, 10th term, passed a Resolution agreeing to halt the investment plan for the construction of Phan Thiet Airport in Binh Thuan province (formerly) - Civil Aviation component under the BOT contract form.

Previously, the Lam Dong Provincial People's Committee submitted a report stating: Following the direction of the Prime Minister, the People's Committee of Binh Thuan Province (formerly) had implemented the Phan Thiet Airport Construction Investment Project – Civil Aviation component under the BOT form, and the project's feasibility study report had been approved, with a scale of a 4C-level airport project and a total investment of VND 1,693.737 billion.

To ensure long-term development, the exploitation of international flight routes, and the improvement of investment and operational efficiency of the airport, with the permission of the Prime Minister, the People's Committee of Binh Thuan province (formerly), and the Ministry of National Defense proceeded to revise the planning. On February 23, 2018, the Prime Minister issued Decision No. 236/QD-TTg approving the revised Aviation Transport Development Plan for the period up to 2020, with orientation to 2030.

The Ministry of Transport (now the Ministry of Construction ) approved the adjustment of the detailed planning for Phan Thiet Airport for the period up to 2020, with a vision to 2030, in Decision No. 1925/QD-BGTVT dated August 29, 2018. Accordingly, Phan Thiet Airport is planned as a 4E-class domestic airport serving both civilian and military purposes, with one runway 3,050 m long and a passenger terminal with a designed capacity of 2 million passengers per year. Simultaneously, Phan Thiet Airport has been included in the list of dual-use defense facilities under the Phan Thiet military airport approved in Decision No. 159/QD-TTg dated August 13, 2025, of the Prime Minister.

To date, nine years have passed since the project contract was signed. Despite the attention and support from the Government and relevant ministries and agencies, the progress of the Phan Thiet Airport project under the BOT contract remains very slow, still only in the investment preparation and land clearance phase, with no construction yet underway. Therefore, it has not created a driving force for socio-economic development in the locality.

Furthermore, the previous project scale (level 4C) is no longer compatible with the new plan (level 4E). Therefore, to continue investing in Phan Thiet Airport according to the plan, the Provincial People's Committee has submitted a report to the Prime Minister, requesting approval to terminate the BOT investment model under the PPP Law and switch to the investment model under the Investment Law for the civil aviation component of the project.

In Official Letter No. 9014/VPCN-CN dated September 23, 2025, Deputy Prime Minister Tran Hong Ha requested the People's Committee of Lam Dong province to terminate the project contract based on current legal regulations; and at the same time, approve or adjust the investment policy for the Phan Thiet Airport project (civil aviation component) according to its authority, ensuring compliance with the law.
