Stop the investment policy for civil projects of Phan Thiet airport under BOT form

Lam Dong requests to terminate the BOT investment form under the PPP Law and switch to the investment form under the Investment Law for the Phan Thiet Airport project - Civil aviation category.

On October 27, the Lam Dong Provincial People's Council held the 4th Session - Special Session to review and approve a number of contents under its authority. At the session, delegates discussed and voted to approve 13 important resolutions, directly related to the fields: budget, public investment, social security policy, land, organizational structure and regimes, policies for local armed forces.

Notably, the People's Council of Lam Dong province passed a Resolution to stop the investment policy of the Phan Thiet Airport Construction Investment Project, Binh Thuan province (old) - Civil aviation category under the BOT contract form.

According to the People's Committee of Lam Dong province, in 2014, the People's Committee of Binh Thuan province (old) implemented the direction of the Prime Minister (Official Dispatch No. 7285/VPCP-KTN dated September 18, 2014) to deploy the establishment of the Phan Thiet Airport Construction Investment Project - Civil Aviation Category under the BOT form.

The project has been approved for the Feasibility Study Report under Decision No. 4236/QD-UBND dated December 29, 2014 of the People's Committee of Binh Thuan Province (old) with the scale of a level 4C airport, the total project investment is nearly 1,694 billion VND.

According to Decision No. 1925/QD-BGTVT dated August 29, 2018 of the Ministry of Transport (now the Ministry of Construction), Phan Thiet airport is planned as a 4E-class domestic airport with the role of a shared civil and military airport. The airport has a 3,050m long runway, and the terminal has a designed capacity of 2 million passengers/year.

At the same time, Phan Thiet Airport was included in the list of dual-use defense works belonging to Phan Thiet military airport, approved in Decision No. 159/QD-TTr dated August 13, 2025 of the Prime Minister.

However, 9 years have passed since the signing of the contract, but the implementation of the Phan Thiet Airport project under the BOT contract type is still very slow, only investment preparation and site clearance work has been carried out, and construction investment has not yet been implemented.

To continue investing in Phan Thiet Airport according to the plan, on August 29, 2025, Lam Dong Provincial People's Committee issued Official Dispatch No. 2709/UBND-XDCT, reporting to the Prime Minister to request the policy of ending the BOT investment form under the PPP Law, switching to the investment form under the Investment Law for the Phan Thiet Airport project - Civil aviation category.

At this session, the Lam Dong Provincial People's Council also passed 12 other important resolutions. Specifically, the Resolution on funding support for the Provincial Police to "Install surveillance cameras at the headquarters of the Commune, Ward, Special Zone, and Police Stations in Lam Dong Province"; Resolution on the List of land plots to be bid for selecting investors to implement investment projects using land in Lam Dong Province (phase 2); Resolution on the level of allowances for Village Team Leaders and the level of daily allowances for militiamen when on duty; Resolution on the policies and regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial and district levels before July 1, 2025, which are affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.

At the 4th Session, Lam Dong Provincial People's Council also considered dismissing and electing additional members of Lam Dong Provincial People's Committee to perfect the leadership apparatus of the Provincial People's Committee, meeting the requirements of tasks in the new situation.

Specifically, Mr. Phan Nguyen Hoang Tan, Provincial Party Committee member, Director of the Department of Agriculture and Environment was elected as a member of the Lam Dong Provincial People's Committee. Before being appointed as Director of the Department of Agriculture and Environment, on October 24, Mr. Tan held the position of Party Committee Secretary, Chairman of the People's Council of Phu Thuy Ward, Lam Dong Province.…/.
