With the income from working as a worker at Dong Xoai II Industrial Park (Dong Xoai City), Ms. Dieu Thi Ai Ha, residing in Binh Loi village, Nghia Binh commune, Bu Dang district, is only enough to raise 2 young children to study and cover living expenses. Saving enough money to build a house is something she does not dare to dream of. However, after many years of having to live at her parents' house, on April 20, Ms. Ha was extremely happy and joyful because she had a spacious, clean and beautiful house of nearly 50 square meters to live in. From now on, the mother and her 3 children have their own house, a stable life for a long time.
Thanks to the drastic participation of the entire political system, by April 23, 17 houses (14 new prefabricated houses, 3 repaired houses) in Nghia Binh commune had been gradually completed, ensuring quality and progress, and promptly handed over to poor and near-poor households in the area. The prefabricated houses are assembled from panels, with an area of 44m2 , 4m wide, 10m long, 4m2 wide toilets, iron frames, insulated foam roofing sheets, and complete electrical systems and stainless steel water tanks. The construction unit will guarantee technical factors for 1 year.

Vice Chairman of Nghia Binh Commune People's Committee Vo Quang Tu said: Implementing prefabricated house assembly is a timely and appropriate policy, because 100% of Nghia Binh's area is in the bauxite planning area, so it cannot be built. Through review and actual survey, the areas where ethnic minorities live have many cases that need to build and repair houses, so they encounter many difficulties, because building prefabricated houses is unprecedented, so there are many documents and legal procedures, while the requirement is to do it quickly, promptly, ensure quality and target the right subjects. Another difficulty is that many households live in small, deep alleys, so transporting materials is very difficult for the contractor, while the amount of money must be ensured according to regulations and cannot be moved.
According to Mr. Tu, to complete the project on schedule and with quality, the People's Committee of the commune will coordinate with the Vietnam Fatherland Front Committee of the commune, socio-political organizations, armed forces and people to join hands in clearing the land, completing land records, and minutes of commitment to send to superiors to decide on capital allocation to create the most favorable conditions for the contractor to carry out the construction.

Chairwoman of the Vietnam Fatherland Front Committee of Nghia Binh Commune, Tran Thi Thu Trieu, said: Of the 17 households supported to build new houses and repair houses, most are ethnic minorities, so the implementation process encountered many difficulties. To ensure progress, since the decision to provide construction funding, the Front and organizations have regularly monitored and closely supervised the progress and construction process of the contractor. When there were problems during the site clearance and construction process, we promptly responded to the Commune People's Committee to find a solution. Thanks to that, all projects were completed and handed over with quality assurance and on schedule as planned.
“Despite many difficulties during the implementation process, however, after the house was completed and handed over, the people burst into joy and excitement. Because they are mainly ethnic minorities with “two nos”: no land for production, no stable jobs, so it is difficult for them to build a house like this in their entire life. And being supported to build a house helps households feel secure in working, producing, and rising out of poverty in the future” - Vice Chairman of Nghia Binh Commune People's Committee Vo Quang Tu shared.

Bu Dang district has 56% of its area located in the bauxite planning area, in addition, there are thousands of hectares of forest land that have not been handed over to local management. Meanwhile, households that need support to build and repair houses are mostly ethnic minorities who have lived in these areas for a long time, so building houses is very difficult, and legal procedures and construction techniques need to be addressed.
Vice Chairman of Bu Dang District People's Committee Nguyen Van Luu shared: Based on the difficulties, obstacles and shortcomings, the district has proposed and recommended the departments, branches, the Provincial People's Committee, the Steering Committee for the implementation of the program to eliminate temporary houses and dilapidated houses of the province to remove them, creating conditions for Bu Bang to implement with many specific solutions. That is to build and assemble prefabricated houses for households located on forest land, bauxite mineral planning. However, when the province agreed to let the district build and assemble prefabricated houses, this was unprecedented, from the settlement records to the sample design. Identifying those difficulties and obstacles, we piloted a few sample houses, based on calculating the cost and quality in accordance with the standards set by the province, and gradually expanded the model.

According to Mr. Nguyen Van Luu, the program to eliminate temporary and dilapidated houses is not the responsibility of any specialized department or individual, but the entire political system is involved. In particular, the design of prefabricated houses is assigned to the District Economic and Infrastructure Department to ensure that the design meets the set standards. At the same time, units, departments, and localities are involved in investigating, surveying, and determining coordinates. In particular, the work of determining the coordinates of the land for housing construction, whether it is affected by bauxite planning land or forest land, is assigned to the District Agriculture and Environment Department to ensure compliance with regulations. From there, specific solutions are proposed, suitable to the actual situation. On the basis of assigning specific and clear tasks, for ethnic minority households in difficult circumstances, remote areas, local forces should be mobilized to join hands to dismantle temporary and dilapidated houses to clear the site and hand over to the contractor to ensure progress. Thanks to the synchronous implementation of many solutions, by April 25, all 170 new prefabricated houses and 32 repaired houses had been completed and handed over to poor and near-poor households in the area.
With the drastic participation of the Provincial, District and Commune Steering Committees, 202 households belonging to the poor, near-poor households, ethnic minorities in remote areas of Bu Dang have been able to live in more spacious and clean houses. This has helped people stabilize their lives, develop the economy, and escape poverty sustainably. The goal of the district is to strive to complete the program of eliminating temporary and dilapidated houses before April 30 of the Provincial Steering Committee. This is an occasion to celebrate the 50th anniversary of the Liberation of the South and National Reunification, and that has been achieved, helping households have new houses on this important occasion.
