41-seat passenger van crammed with 81 people

Hai Phong Quang Trung Traffic Police Station fined a passenger bus driver running on the Nam Dinh - Quang Ninh route 20 million VND because the 41-seat sleeper bus was carrying 81 people.

The information was announced by a representative of the Traffic Police Department of Hai Phong City Police on the evening of February 5.

Previously, at 11:45 p.m. on February 4, the station's working group on patrol and control duty on National Highway 10, through Quang Trung Commune, An Lao District, requested a passenger car with license plate 18B-025.38 from Nam Dinh to Quang Ninh to stop for inspection. The police discovered that the car was carrying 40 more passengers. These people had to sit and lie on the floor of the car in a cramped space.

Driver Vu Van Tiep said that due to the high demand for passengers returning home for Tet and wanting to earn more money, he carried more passengers than the prescribed number. He was then fined 20 million VND, transferred the excess passengers to another vehicle, and promised not to repeat the offense.

The offending passenger bus is a Phuong sleeper bus of Thuan Thao bus company, specializing in fixed routes from Hai Hau district, Nam Dinh, to Mong Cai city, Quang Ninh.

According to Hai Phong City Police, the closer to Lunar New Year, the higher the demand for travel, the higher the risk of passenger vans carrying more passengers than the prescribed number. In addition to strengthening control, the city police also asked people to report violations by bus companies and traffic situations via the phone number 0918526555 of Colonel Bui Trung Thanh - Deputy Director of the Police, Deputy Head of the City Traffic Safety Committee.

According to Decree 100 of the Government, drivers (except buses) will be fined from 400,000 VND to 600,000 VND for each person exceeding the vehicle's permitted capacity, with the total maximum fine not exceeding 40,000,000 VND for the following violations: Carrying 2 or more people in a vehicle with up to 9 seats, carrying 3 or more people in a vehicle with 10 to 15 seats, carrying 4 or more people in a vehicle with 16 to 30 seats, carrying 5 or more people in a vehicle with over 30 seats.
