Previously, poor and near-poor households in Che La commune did not have the conditions to buy water tanks, so they often used cement tanks, jars, pots, etc. to store domestic water. Due to long-term storage outdoors, water containers often do not have lids, so they are not hygienic. Benefiting from the decentralized domestic water support policy of Project 1 under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2030, Phase I: from 2021-2025 (abbreviated as National Target Program 1719), many households in the commune have been supported with domestic water tanks.
Excited to receive support for water tanks, Mr. Leng Van Long, Coc Co village, Che La commune shared: We are very happy to receive support for water tanks, now we have clean water to use and less worry about lack of water for daily life, especially in the dry season.
According to Mr. Hoang Van Nhat, Vice Chairman of the People's Committee of Che La commune, the tanks have helped households in difficult circumstances access and use a stable and hygienic water source, contributing to ensuring health and improving people's lives.
To ensure effectiveness and purpose, the decentralized domestic water support program in Che La commune has been implemented according to a strict process. With a total budget allocated for the period 2021 - 2024 of 873 million VND, the commune has assigned officials in charge of villages to conduct surveys and assess the actual needs of households in the commune, especially focusing on families in difficult circumstances and lacking domestic water. As of September 2024, the Program has successfully supported 291 households/13 villages in the area.
In Dai Thang village, Na Chi commune, as soon as the government's policy was announced to support capital for poor and near-poor households to build houses under Project 5, the National Target Program for Sustainable Poverty Reduction, Mr. Hoang Van Hieu's family was very excited and happy to be on the list of beneficiaries.
Mr. Hieu confided that the wooden prefabricated house used to be a shelter for the family of four. However, due to difficult economic circumstances, the house was seriously degraded. Mr. Hieu's family is poor, purely agricultural, with little arable land, so building a new house is really a big problem for the family.
After completing the procedures, in addition to the capital of 44 million VND from Project 5, the National Target Program for Sustainable Poverty Reduction, to have funds to build the house, his family went to the Social Policy Bank to borrow 50 million VND and borrowed the rest from relatives. After 3 months of construction, the house was completed last September. The house was newly built on a land area of 63 m2, built with bricks and covered with corrugated iron roof.
Mr. Hieu shared: I am very touched and grateful to the Party, the State, and all levels of government for their concern and financial support, helping us build a spacious house. Now my family can work with peace of mind and develop the economy. For us, this is a great source of motivation for the family to continue to strive harder in life.
Mr. Hieu's joy is also the feeling of many disadvantaged households in Na Chi commune. In 2024, the whole commune has 37 poor and near-poor households supported to build houses with a total cost of more than 1.2 billion VND. Of which, 20 households registered to build new houses, 17 repaired houses. The project supported each newly built house with 44 million VND and 22 million VND for households repairing houses.
During the implementation of Project 5 of the National Target Program on Sustainable Poverty Reduction, based on the list of poor and near-poor households approved by the province, Na Chi commune has carried out the review work, assigned officials in charge of villages to directly go to the field to inspect, investigate the economic situation and take pictures to send to the district's professional units for file appraisal.
At the same time, based on the wishes and determination of households to effectively implement the project. For newly built houses, it is necessary to ensure a minimum usable area of 30m2 and 3 hard criteria (hard foundation, hard frame - wall, hard roof). Currently, many households have completed their houses or are in the finishing stage.
In 2024 alone, the total capital plan to implement 03 National Target Programs: New Rural Areas; Sustainable Poverty Reduction and National Target Program 1719 of Xin Man district is 431,735 million VND. In the past time, the disbursement of capital sources has been closely and resolutely directed by the People's Committee of Xin Man district from the beginning of the year. The People's Committee of the district also issued Plan No. 43/KH-UBND dated February 2, 2024 to deploy tasks and solutions to promote the disbursement of capital sources in 2024 with a specific roadmap and timeline for each capital source. At the same time, the People's Committee of Xin Man district has also regularly disseminated and urged the disbursement progress through directive documents, regular and thematic meetings, requiring investors to commit to the disbursement progress.
Mr. Tran Xuan Tinh, Head of the Ethnic Affairs Department of Xin Man district, Ha Giang province, assessed: The implementation of ethnic policies combined with investment resources from the National Target Programs has been effectively serving the lives of people in ethnic minority areas, promoting sustainable socio-economic development in especially difficult communes and villages of Xin Man district.
