
Accelerating to eliminate temporary housing in October 2025
Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses" nationwide in 2025 launched by the Prime Minister and the Presidium of the Vietnam Fatherland Front Central Committee, provinces and cities nationwide are highly determined and making great efforts to complete the goal of eliminating temporary and dilapidated houses in 2025.
The movement to join hands to eliminate temporary and dilapidated houses is not only a social security task, but also a meaningful action, contributing to improving the quality of life of people, especially policy families, poor and near-poor households.
To complete the goal of eliminating temporary and dilapidated houses beyond the set plan, at the meeting of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide with ministries, branches and localities (March 10), Prime Minister Pham Minh Chinh requested localities to be highly determined, make great efforts, say they must do, commit to do, assign, decentralize and assign tasks to ensure 5 clear "clear people, clear work, clear results, clear progress, clear responsibilities". With the spirit of "only discuss doing, not discuss backing down", the entire political system is determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025.
The Prime Minister directed ministries and local branches to strengthen communication and information work, create motivation and inspiration for the people, and call for self-awareness, self-reliance and self-improvement among beneficiaries. Diversify resources to implement the program with the spirit: Whoever has something to help, those who have merit help merit, those who have money help money, those who have a lot help a lot, those who have a little help a little. Especially big cities and localities leading the economy such as Hanoi, Ho Chi Minh City, Bac Ninh, Quang Ninh, Dong Nai, Ba Ria - Vung Tau, Binh Duong ... need to support localities that are still facing difficulties in implementing the Program.
The Prime Minister also requested the Central Committee of the Vietnam Fatherland Front to direct the local Front system to organize the reception, allocation, management and use of support resources in accordance with legal regulations, ensuring the right beneficiaries, avoiding loss, waste, corruption and negativity. At the same time, the Front at all levels should strengthen the supervision of allocation and construction to ensure the completion of the set program goals.
Mr. Do Van Chien - Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairman of the Vietnam Fatherland Front Central Committee affirmed that the Vietnam Fatherland Front Central Committee will continue to receive the Fund for the Poor to support the elimination of temporary and dilapidated houses and distribute them to the provinces. At the same time, strengthen the work of mobilizing resources, supervising the allocation and construction to ensure the set program goals. When the entire political system is involved, we will certainly be able to do it. Because of difficulties like Dien Bien province, in 8 months, the Vietnam Fatherland Front has built 5,000 houses, with great determination, we will eliminate all temporary and dilapidated houses by 2025, contributing to the work of hunger eradication and poverty reduction. Among the difficulties of the poor, housing poverty is the first thing to be concerned about because only when we have a stable home can we have a career, followed by other livelihoods.
Help people settle down and find work
For more than 20 years, the place where Mr. Chang Bua Thao's family has lived in Lung Cung village (Nam Co commune, Mu Cang Chai district, Yen Bai province) has been a rickety house surrounded by walls full of holes. The old, rotten roofing sheets are not enough to protect against the sun and rain. Every time it rains or the wind is strong, the rotten pillars tilt and the house leaks everywhere. A sturdy roof to live in is the greatest wish of the whole family.
Earlier this year, the joy came when the family received 60 million VND in support to build a new house. From this meaningful support, Mr. Thao and his wife have made efforts to match the funding to build a solid house with a total amount of nearly 200 million VND. Looking at the new house that is gradually being completed, Mr. Thao excitedly said: Without the support from the Party, the State, and the Vietnam Fatherland Front, we don't know when our family will be able to build a new house. Now that we have a stable place to live, my family will strive to work hard to escape poverty.
Chairman of the Vietnam Fatherland Front Committee of Mu Cang Chai District Hang A Ky said that in 2025, the entire district aims to eliminate 771 temporary and dilapidated houses for poor households, policy families, and meritorious people with a budget of nearly 42 billion VND. As of mid-April 2025, communes have started construction on 767/771 houses for poor households, policy families, and meritorious people. The entire district strives to complete the plan to eliminate temporary and dilapidated houses before May 30, 2025.
According to Mr. Giang A Tong - Chairman of the Vietnam Fatherland Front Committee of Yen Bai province, at this time, localities are focusing all resources to speed up the implementation progress. With the role of chairing the consultation, the Fatherland Front at all levels has assigned specific responsibilities to member organizations to mobilize cadres, members, union members and people to join in contributing their efforts to help families in difficult circumstances to eliminate temporary and dilapidated houses.
To speed up the implementation progress, the Party Committee, the government, and the Fatherland Front at all levels of Yen Bai province are actively implementing many synchronous and flexible solutions to remove obstacles regarding residential land and provide capital support to help people build houses. In addition to the State's support fund of 60 million VND, local authorities have instructed people to borrow more from the Social Policy Bank or from national target programs. For poor households in especially difficult circumstances who cannot afford to build houses, the government, the Fatherland Front at all levels, and organizations directly help build new housing. After being supported to renovate or repair, the houses all ensure a minimum usable area of 30m2 with the "3 hard" criteria and a lifespan of 20 years or more.
“In 2025, Yen Bai province is determined to eliminate 2,208 temporary and dilapidated houses for poor and near-poor households and meritorious people in the area. To date, localities have started construction on more than 98% of temporary and dilapidated houses and will strive to complete them in June 2025,” said Mr. Giang A Tong.
With the goal of eliminating temporary and dilapidated houses in October 2025, the local Fatherland Fronts are actively implementing many flexible support models calling for the cooperation of the business community, social organizations and people. Mr. Nguyen Hoang Tung - Chairman of the Vietnam Fatherland Front Committee of Lang Son province said that according to statistics, the whole province has more than 4,400 temporary houses that will be newly built and repaired. To date, the province has completed more than 1,000 houses. To complete the remaining houses, the Provincial Steering Committee is focusing on speeding up the construction progress, mobilizing the entire political system to help people build and repair houses. In all communes and towns in the districts, working groups have been established to directly support beneficiaries. Each working group is responsible for 2 newly built houses and 3-4 repaired houses.
After nearly 1 year of launching, the movement to eliminate temporary and dilapidated houses in the area has achieved many positive results. Up to now, the Vietnam Fatherland Front Committee of Lang Son province has received over 170 billion VND, of which nearly 154 billion VND has been spent to build and repair houses for beneficiaries. The province strives to complete the task of eliminating 100% of temporary and dilapidated houses by September 2025.
Mr. Dinh Duc Canh - Chairman of the Vietnam Fatherland Front Committee of Bac Giang province: Attracting the participation and response of the majority of people

With the goal of ensuring social security and improving the quality of life for people, Bac Giang province has promoted the elimination of temporary and dilapidated houses for poor and near-poor households and families of meritorious people using socialized resources. Therefore, the program of eliminating temporary and dilapidated houses has attracted the participation and response of many agencies, units, enterprises and people of all walks of life. The whole province has also started construction of 682/813 houses, completed and handed over 241 houses. In addition to implementing the Program of mobilizing and supporting the elimination of temporary and dilapidated houses in the province, the Fatherland Front at all levels has also promoted the implementation of support for the construction of great solidarity houses. To date, the whole province has had over 200 houses started construction, typically: Hiep Hoa district 64 houses; Bac Giang city 62 houses; Tan Yen district 47 houses; Lang Giang district 27 houses.
