On the afternoon of July 17, Prime Minister Pham Minh Chinh chaired a national conference to review and evaluate the results of removing difficulties and obstacles for projects and land and implementing the Politburo 's direction on reviewing and removing difficulties and obstacles for backlogged projects.

This is also the basis for provinces and cities to review projects, apply and implement measures to handle and resolve outstanding issues, aiming to build a transparent investment environment, protecting the rights and legitimate interests of people and businesses.
Up to now, many problems are being solved, but with 2,981 projects that have been pending for many years, valuable, huge social resources are being wasted. The pending projects are related to legal problems related to land management, use, planning, etc.
There are projects that have been identified as having violations, signs of violations, and many projects are stuck in processes and procedures. The authority to resolve some projects belongs to the Central Government, the rest is mainly local.
Therefore, opinions suggest that it is necessary to decentralize, delegate authority and assign tasks clearly to speed up the progress of handling problems. Along with handling problems, including handling violations according to regulations, it is necessary to ensure the rights of project stakeholders.
In conclusion, the Prime Minister stated that the handling method needs to be appropriate to the situation, ensuring effectiveness, humanity, promoting development, and ensuring that "mistakes do not overlap mistakes, winning one job and losing another".
This is a difficult and sensitive task but must be carried out with determination, so the Prime Minister believes that issuing specific policies to pilot the removal of difficulties and obstacles for five localities is very correct, necessary and effective.
In the process of doing, it is necessary to promote the sense of responsibility, dare to think, dare to do with a pure spirit. Implement the digitization of the database, coordinate between relevant ministries, branches and localities, do not pass the buck; must handle the work according to authority, if beyond authority, report to competent authority.

Classify project groups, continue reporting to the Politburo
Prime Minister Pham Minh Chinh emphasized that after General Secretary To Lam wrote an article on anti-waste and from the practical handling of projects in 5 localities recently, the Government established Steering Committee 751 led and guided by Permanent Deputy Prime Minister Nguyen Hoa Binh.
2,981 projects are divided into three categories: group with obvious violations; group with procedural problems; group with signs of violations. Therefore, relevant local ministries and branches need to continue updating data, reviewing, synthesizing, classifying, analyzing, and evaluating to have appropriate handling directions.
The principle is that the issue is within the authority of which level or sector, that level or sector will handle it; if it exceeds the authority, it will be proposed to the competent authority for consideration and handling; ensuring that the right person, right work, right content, right scope and right object are handled and resolved.
The handling must follow the principles of the Party and the laws of the State; the proposed handling plan must ensure high combativeness, fairness, honesty, the nature of the problem, close practicality, clear feasibility, specific and clear effectiveness, real humanity, and be implemented as clearly as possible. The goal is to mobilize resources from projects to contribute to growth of 8.3 - 8.5%.
Reiterating the need to proactively handle issues effectively and in accordance with Party regulations and State laws, the Prime Minister requested Steering Committee 751 to continue completing the report for submission to the Politburo for consideration; requested the Central Inspection Committee to continue to perform its supervisory role and closely coordinate with relevant agencies to perform this task well.
Based on the opinions, a report will be completed and submitted to the Politburo in August 2025. In which, opinions will be sought to clearly define the authority of the Politburo, the National Assembly, the Government, ministries, branches, and localities, as a basis for implementing the next steps.
