Strictly handle homemade cosmetics and home-made cosmetics that violate regulations.
Dr. Ta Manh Hung, Deputy Director of the Department of Drug Administration, Ministry of Health, said that the production, trading and advertising of homemade cosmetics and home-made cosmetics is common on social networking platforms and e-commerce platforms.
It is worth mentioning that many products have not been announced, have unknown origins, do not meet quality and safety requirements as prescribed, and pose many potential risks to consumers' health. This is a violation of the law on advertising, production and trading of cosmetics.
To rectify the above situation, the Drug Administration of Vietnam requires the Department of Health of provinces and cities to implement 3 groups of measures including:
Strengthen inspection and examination of production, trading and advertising of cosmetics in the area - especially homemade and home-made cosmetics sold via social networks.
Coordinate with authorities to strictly handle violations, including: production without a certificate of eligibility, trading in unpublished cosmetics, not ensuring quality, advertising in violation of regulations...
Promote propaganda and dissemination of laws, raise awareness and legal responsibility of individuals and organizations trading in cosmetics; recommend that people only use products that have been granted a receipt number for the declaration form.
Propose that social networking platforms have a mechanism to warn and handle violating accounts
The Drug Administration also requested social networking platforms such as Facebook, Zalo, Tiktok, YouTube... and e-commerce platforms to proactively review and remove advertising content that shows signs of violating the law, does not have a product declaration form, or is of unknown origin...
At the same time, strengthen the censorship of cosmetic advertising content on personal pages, groups, fanpages, and video channels, ensuring that advertised products have clear origins, have been licensed, and have valid production facilities; coordinate with authorities when requested to provide information on violating accounts and channels to serve inspection and handling work.
The representative of the Drug Administration also emphasized that social networking platforms and e-commerce platforms must develop a mechanism to warn and handle accounts that continuously post illegal advertising content.
The Ministry of Health calls for synchronous coordination between management agencies, local authorities, social networking platforms and consumers in preventing and handling violations in the cosmetics sector.
