1 million subscribers are still subject to recovery.
Vietnam currently has about 127 million mobile subscribers. Of which, the three major telecommunications networks Viettel, Mobifone , Vinaphone account for 96% of the subscriber market share. After nearly two months of implementation (from March 15), with the coordination of agencies, telecommunications enterprises, and press units, the Department of Telecommunications has proactively reviewed, blocked one-way, two-way and recovered more than 3.8 million subscribers whose information was determined to be inconsistent with the national population database.
By April 15, mobile telecommunications businesses had completed the processing of one-way locked subscribers. Of these, more than 500,000 subscribers had undergone re-standardization and 1.15 million subscribers had their two-way services suspended according to regulations. By May 5, more than 83,000 mobile subscribers had re-standardized their information, accounting for 7.2% of the total number of two-way locked subscribers. Thus, up to now, there are still more than 1 million subscribers whose numbers will be revoked if they do not standardize from now until before the deadline of May 15, 2023.
However, the situation of spam calls disturbing people is still continuing, and there is no sign of cooling down. Many users reported that they still receive calls with the content of inviting people to buy and sell real estate, job brokerage, calling to join groups with signs of fraud... According to Ms. Hoang Thuy Trang (Royal City Urban Area, Thanh Xuan District, Hanoi ), she continuously receives calls asking to buy and sell real estate, apartments around Thanh Xuan District, the frequency of calls sometimes up to 2-3 times a day. Although she knows it is a strange phone number, due to the nature of her work, Ms. Trang still has to answer the phone, which is annoying, affecting her work efficiency as well as her psychology.
Simultaneously deploy 6 measures
According to the Ministry of Information and Communications , dealing with junk SIMs involves three major steps. First, it is necessary to ensure that all mobile subscribers have information. Next, ensure that subscriber information is accurate by checking with the national population database. Finally, it is necessary to deal with the situation of non-owner SIMs. When everyone uses a genuine SIM, personal information can be looked up from the subscriber number and vice versa. This helps detect and handle organizations and individuals using phone SIMs to commit violations, causing negative impacts on society.
Mr. Nguyen Thanh Phuc, Director of the Department of Telecommunications, said that the Department will continue to implement activities to handle and rectify violations in telecommunications activities with 6 measures implemented simultaneously. These are: Directing mobile telecommunications enterprises to continue to standardize subscriber information and handle junk SIM cards. Continuing to coordinate with functional agencies, including the Ministry of Public Security, to handle fraudulent calls; investigating and handling fake BTS transmission stations; urging inspection and evaluation of the construction and deployment of systems to prevent junk calls using artificial intelligence (AI). At the same time, providing users with tools to proactively prevent junk calls.
Continue to prevent and handle violations of advertising calls according to Decree No. 91/2020/ND-CP dated August 14, 2020 of the Government on combating spam messages, spam emails, and spam calls. In particular, on April 17, 2023, the Government issued Decree No. 13/2023/ND-CP on personal data protection. This is the legal basis for the Department of Telecommunications to develop, guide, and implement measures to protect personal data in the activities of the information and communications industry, and is also the basis for competent authorities to handle violations of personal data.
The next measure is to urge and inspect the prevention and recovery of addresses that make spam calls. Along with that, continue to propagate and raise people's awareness to fight spam calls and scam calls, and ask people not to be lenient in providing personal information on the internet.
According to Director of the Telecommunications Department Nguyen Thanh Phuc, in May and June 2023, the Ministry of Information and Communications will conduct large-scale inspections with the participation of the Department of Information and Communications of provinces and cities across the country to strictly handle violations of mobile subscriber standardization. “Regarding subscriber information standardization, the information verification stage has been completed. The next step is to handle subscribers, especially subscribers with multiple SIMs (10 or more SIMs), this is something that requires time for inspection and examination to handle. In the coming time, it is necessary to have measures to handle typical violations, deterrence combined with strong communication work, this will contribute to influencing the behavior and awareness of subjects and criminal organizations in the telecommunications field,” Mr. Nguyen Thanh Phuc emphasized.
