Punish YouTuber for producing and posting clips with content inciting violence

Previously, from April 24 to May 11, the Internal Political Security Department, Ha Nam Police discovered that the owner of the Youtuber channel account "Kien Choi" residing in Yen Nam commune, Duy Tien town (Ha Nam) had posted 10 video clips with violent content, inciting violence, in the videos there were acts such as: illegal arrest, physical abuse, humiliation, insulting others...

Working with the police, the owner of the Youtuber channel "Kien Choi" admitted to organizing the performance and filming the above video clips at several locations in Yen Nam commune, Duy Tien town and Lam Ha ward, Phu Ly city (Ha Nam).

The video clip uses supporting tools and weapons such as: pig-stabbing knives, knives, swords... then uploads them to Youtube for the purpose of attracting likes and earning revenue, causing anxiety in public opinion, affecting the awareness of a segment of young people, who are easily provoked to act violently.

The posting of the video clip violated the provisions of Article 5, Decree No. 72/2012/ND-CP, dated July 17, 2013 of the Government on management, provision and use of internet services and information on the network.

In addition to administrative penalties, authorities required the account owner to remove the above video clips and pledge not to repeat the offense.
