Identifying income increase as an important goal contributing to improving the material and spiritual life of the people, in recent times, Xuan Phuc commune (Xuan Truong) has focused on implementing synchronous economic development solutions, in which it focuses on bringing mechanization into agricultural production; building chain-linked production models associated with ensuring food safety, while paying attention to and creating conditions for the development of key industries and trade and services in rural areas.

Xuan Phuc Commune was established on the basis of merging 3 communes: Xuan Hoa, Xuan Tien, Xuan Kien with a total natural area of ​​12.47 km ² and a population of 34,575 people. Recognizing the key role of infrastructure in economic development, the Party Committee and the commune government have prioritized synchronous investment in transport and electricity infrastructure, creating conditions for businesses to expand production and business. The commune has publicly announced the 1/2000 scale Xuan Kien Industrial Park construction zoning plan, opening up great potential for attracting investment. Notably, the project to build an export garment production area of ​​Song Hong Garment Joint Stock Company with a total land area of ​​9.85 hectares; total registered capital of 700,757 billion VND, started construction at the end of 2023, contributing to creating jobs and attracting more than 2,000 local workers. Along with that, many other investors are promoting surveys and preparing investment profiles in the area.

In 2025, the commune is drastically accelerating the construction progress of a series of key projects: Building Ga culvert embankment in Xuan Tien area, upgrading the road from hamlet 1, Nam Thang village to the commune center bridge, building embankment and road in Ngoc Lien village; building resettlement areas, concentrated residential areas in Xuan Hoa, Xuan Tien, repairing the commune cultural house, proposing to move Xuan Hoa Cultural Post Office ; building the headquarters building, functional rooms of Xuan Kien Primary School, repairing Xuan Kien Kindergarten (2-storey school building), toilets of Xuan Kien Secondary School, making detailed plans 1/500 for the schools: Xuan Kien Primary School, Xuan Hoa Primary School, Xuan Hoa Secondary School, Xuan Hoa Kindergarten, repairing school buildings and toilets of Xuan Hoa Primary School, upgrading Xuan Tien Kindergarten Area 2, building Xuan Tien Primary School; upgrading Xuan Kien Medical Station. Based on local resources, build a number of other infrastructure works to meet the production and living needs of the people. In the first quarter of 2025, the commune continues to urge contractors to complete construction projects in the commune on schedule: Construction of the canal reinforcement section from the new bridge and road to Ong Tuyet culvert in Xuan Kien commune; Construction of embankments, bridges, and roads in Xuan Tien area, Xuan Phuc commune; Construction of renovation and upgrading of concrete road from Ong Tan bridge, hamlet 8, Ngoc Lien village to Ba Cua bridge and culvert, hamlet 7, Hiep Hoa village.

With the infrastructure system continuing to be invested and completed, in the first quarter of 2025, industrial production - small-scale industry and services in the commune will grow quite well. Currently, Xuan Tien Industrial Cluster (IC) with an area of ​​17.86 hectares has nearly 50 enterprises and production facilities creating regular jobs for over 1,000 workers with an average income of 8.5-10 million VND/person/month. Up to now, enterprises and production facilities in the mechanical industry in the IC have increased investment in technical solutions, applied advanced and modern technology and production processes, contributing to improving efficiency in production and business. Many enterprises have gradually mastered the design and manufacture of structures and components, increasing the localization rate in civil mechanical products such as Dong Nam Company Limited, Khanh Huyen Mechanical Company Limited, Dinh Moc Mechanical Company Limited with revenue from hundreds of millions to billions of VND per year. Secondary industries such as carpentry, garment, and sandal production also operate stably and effectively. A typical example is the model of shoe and sandal production for export of Truong Tien Joint Stock Company, the products produced are mainly shoes and sandals with an output of over 340 thousand products/year, attracting and creating jobs for 180 workers with an average income of over 5.5 million VND/person/month.

In the agricultural sector, the commune focuses on building linkage models according to high value chains associated with ensuring food safety such as: The linkage model associated with the consumption of high-quality Bac Thom No. 7 rice of Xuan Hoa Agricultural Production and Service Cooperative and Cuong Tan Company Limited with an area of ​​30 hectares; The linkage model associated with the consumption of high-quality rice of Xuan Kien Agricultural Production and Service Cooperative and Giao Thuy Agricultural Technical Service Joint Stock Company with an area of ​​23.75 hectares; The linkage model associated with the consumption of high-quality rice of Xuan Tien Agricultural Production and Service Cooperative and Xuan Tien Agricultural Production and Mechanical Service Cooperative with an area of ​​32.5 hectares. In addition, the most prominent is Xuan Hoa Aquaculture Cooperative specializing in aquaculture with a production area of ​​28.5 hectares, achieving a revenue of over 30 billion VND/year; the production and business output in the past 3 years reached 1,010 tons; attracting and creating jobs for 25 households with 50 regular workers and 30 seasonal workers, with an average income of 7-10 million VND/person/month. Up to now, in the commune, there are 7 products that meet the 3-star OCOP standard, including: Fresh cut black carp, Fresh cut grass carp, Fresh cut catfish, Pork sausage, Mrs. Thanh's daughter-in-law's Nem nam, Khang Phuong Pork sausage, Khang Phuong Pork sausage, Bao Nguyen rice noodles, Bao Nguyen spring rolls sold on e-commerce platforms and social networks.

The economy of Xuan Phuc commune is increasingly shifting in a positive direction: the proportion of industry, construction, and services reaches 90.4%; agriculture and aquaculture reach 9.6%; average income per capita reaches more than 91 million VND/year. In the coming time, the commune will focus on supporting and creating conditions for enterprises, production and business establishments to easily access credit sources, and quickly complete land and investment procedures. Focus on attracting and developing industries with modern technology. Encourage people to invest in industries such as mechanics, carpentry, construction, sewing, and some other industries, expand business types, diversify goods to serve people's needs and attract idle labor. Continue to develop new occupations to create more jobs for workers to increase income. The commune strives to have a production value growth rate of over 14% by 2025, the value of 1 hectare of cultivated land reaching 130 million VND or more, and the average income per capita reaching over 103 million VND/year.
