Proposing 8 groups of railway goods and services for private orders

The Ministry of Construction proposes a list of railway industrial products and services to be implemented by the State in the form of ordering and assigning tasks to private enterprises.

The Ministry of Construction is seeking comments on the draft Decision of the Prime Minister promulgating the list of railway industry products and services implemented by ordering and assigning tasks. This is the basis for state agencies, organizations and enterprises to assign tasks and place orders with domestic enterprises to research, manufacture, produce and develop products to gradually increase the localization rate.

In the immediate future, ordering and assigning tasks will focus on railway materials, equipment, spare parts, products with great market potential, suitable for Vietnam's technological capacity, production level and human resources.

Accordingly, the Ministry of Construction proposed a list of 8 products and services. Specifically, four groups according to the method of assigning tasks or placing orders in the railway sector include: Research and development of standards; research and development of products and goods; assessment of conformity to standards and technical regulations; training and technology transfer.

The remaining group by ordering method is the production and assembly of equipment including rails, switches, connecting accessories; railway information and signal systems; railway traction power supply systems; railway vehicles.

The national railway network currently has 7 main lines and 12 branch lines, with a total length of 2,703 km of main lines.

The Ministry of Construction assessed that the railway industry has achieved certain achievements, but mainly only meets the needs of maintenance and repair of low-speed vehicles. The production and manufacture of materials and mechanical equipment are outdated. Along with that, the urban railway system has 3 routes Cat Linh - Ha Dong, Nhon - Hanoi Station and Ben Thanh - Suoi Tien put into operation and use but are still under warranty or have no need to replace equipment.

Currently, the country has 35 establishments participating in the railway industry, but most of the machinery and components still have to be imported. This makes the industry unsynchronized and backward. Not to mention, the railway industry system does not have the conditions to participate in electrification, lacking equipment, technology and human resources to serve electrified railways.

Recently, the National Assembly issued a Resolution on investment in high-speed railways, Lao Cai - Hanoi - Hai Phong railways, and urban railways in Hanoi and Ho Chi Minh City. At the same time, approved plans show that the potential and market demand for railway industrial products are very large, creating great opportunities for Vietnamese enterprises to participate.

Resolution 68 also identifies the task of perfecting the legal system and removing barriers to market access for domestic enterprises. In fact, most domestic enterprises lack experience and opportunities to participate in the railway industrial chain, making it difficult to compete with foreign enterprises.

Therefore, according to the Ministry of Construction, the operator needs to have special priority and incentive policies to develop the railway industry. These policies are proposed by the Ministry to be applied through the State mechanism to ensure a stable output market for enterprises to research, manufacture and develop products in synchronization of all 4 groups (construction, signal information, vehicles, traction power). From there, enterprises can develop products to gradually increase the localization rate.

The Ministry of Construction believes that the issuance of a list of railway industrial products and services that can be ordered and assigned tasks will be the basis for Vietnamese enterprises to gradually master the design of systems, construction, maintenance, and repair of railway works and the production of supplies and materials for the works.
