
Urgent investment
Since the new Cam Kim bridge was put into operation, National Highway 14H has not maximized its investment efficiency as expected because Duy Phuoc bridge (connecting Duy Xuyen district with Hoi An city) is like a bottleneck with the current width of the roadway on the bridge being only 3m.
Meanwhile, this is a convenient route that shortens travel time from neighboring areas to Hoi An City and Da Nang City, so although the bridge is narrow, the actual traffic volume across the bridge is very large, often causing traffic jams in the early morning and late afternoon.
During certain times when the new Cau Lau bridge is being repaired, authorities must temporarily ban cars from passing through the bridge to reduce traffic congestion.
In the past, voters as well as local authorities have repeatedly requested Quang Nam province to soon allocate capital to invest in the construction of the new Duy Phuoc bridge, but they are still struggling because the province's public investment resources are quite limited.
Most recently, Chairman of the Provincial People's Committee Le Van Dung, during a field survey, requested relevant agencies to prioritize the early construction of Ba Ngan Bridge to remove traffic bottlenecks, meet people's expectations and maximize the efficiency of the inter-regional traffic axis.
According to the Management Board of Investment and Construction Projects of Transport Works of Quang Nam Province, after reviewing the capital source for the implementation of the Project to complete coastal road 129 (Vo Chi Cong), up to now the project still has a large amount of unused capital (about 291 billion VND) due to the difference between the total investment at the feasibility study stage and the total construction estimate at the construction drawing design stage.
Promoting the effectiveness of budget capital
To promote investment efficiency and maximize the use of central budget allocated for the project, the Quang Nam Provincial Traffic Construction Investment Project Management Board proposed to use the project's surplus capital to continue investing in Duy Phuoc Bridge construction items on National Highway 14H.

According to Mr. Nguyen Van Thuong - Director of the Management Board of Investment and Construction of Traffic Works of Quang Nam province, the addition of investment in the construction of Duy Phuoc bridge on National Highway 14H to component project 2 of the project to complete coastal road 129 (Vo Chi Cong) with the remaining capital of the project ensures that the total investment does not exceed, and there is no additional capital compared to the approved project investment policy decision.
The contents that need to be supplemented and adjusted compared to the approved investment policy are supplementing investment objectives, adjusting implementation location and adjusting project implementation time.
According to the Department of Finance, from the surplus capital and savings after approving the project of 291 billion VND, the Provincial People's Committee has agreed to invest in the complete construction of the lighting system on the route connecting National Highway 14H of the component project 2 according to the investment scope of the approved investment policy, estimated at about 32 billion VND.
The remaining capital is about 259 billion VND, ensuring the implementation of additional investment in the Duy Phuoc bridge project. Thus, if the Provincial Party Standing Committee agrees to adjust the investment policy of the Coastal Road Completion Project 129 (Vo Chi Cong) to add the Duy Phuoc bridge item, the long-standing traffic "bottleneck" on National Highway 14H will have an opening.
The project to complete coastal road 129 (Vo Chi Cong road) has a total investment of more than 2,056 billion VND, the project implementation period is from 2022 - 2025. Of which, the capital source from the central budget is 1,558 billion VND. The accumulated disbursement value since the project started is 832.2 billion VND. The remaining undisbursed central budget capital plan is 725.8 billion VND.
