
Urgent need for investment
Since the new Cam Kim bridge was put into operation, National Highway 14H has not fully realized its investment potential as expected because the Duy Phuoc bridge (connecting Duy Xuyen district with Hoi An city) acts as a bottleneck with a current carriageway width of only 3 meters.
Meanwhile, this is a convenient route that shortens travel time from the surrounding area to Hoi An City and Da Nang City, so even though the bridge is narrow, the actual traffic volume is very high, often causing traffic jams in the early morning and late afternoon.
During periods when repairs were being carried out on the new Cau Lau bridge, authorities had to temporarily prohibit car traffic across the bridge to minimize traffic congestion.
Over the past period, voters and local authorities have repeatedly petitioned Quang Nam province to allocate funds for the construction of the new Duy Phuoc bridge, but the process remains stalled due to the province's limited public investment resources.
Most recently, during a field survey, Chairman of the Provincial People's Committee Le Van Dung requested relevant agencies to prioritize the early construction of the Ba Ngan bridge to alleviate traffic congestion, meet the aspirations of the people, and maximize the efficiency of the inter-regional transportation axis.
According to the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works, a review of the funding sources for the completion of Coastal Road 129 (Vo Chi Cong) reveals that a significant amount of unused capital (approximately 291 billion VND) remains due to the difference between the total investment in the feasibility study phase and the total construction cost estimate in the detailed design phase.
Maximizing the effectiveness of budget funds.
To maximize investment efficiency and utilize the central government budget allocated to the project, the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works proposes using the surplus funds from the project to continue investing in the Duy Phuoc bridge project on National Highway 14H.

According to Mr. Nguyen Van Thuong, Director of the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works, the addition of investment in the construction of Duy Phuoc Bridge on National Highway 14H to component project 2 of the Project to complete the coastal road 129 (Vo Chi Cong) using the remaining funds of the project ensures that the total investment does not exceed the approved amount and does not generate additional capital compared to the approved investment policy decision.
The additions and adjustments needed compared to the approved investment plan include supplementing the investment objectives, adjusting the project location, and adjusting the project implementation time.
According to the Department of Finance, from the surplus funds and savings of 291 billion VND after the project approval, the Provincial People's Committee has agreed to invest in the complete construction of the lighting system on the connecting route to National Highway 14H of component project 2, within the scope of the approved investment plan, estimated at approximately 32 billion VND.
The remaining capital of approximately 259 billion VND is sufficient to fund the additional investment in the Duy Phuoc bridge project. Therefore, if the Provincial Party Standing Committee agrees to adjust the investment plan for the project to complete the coastal road 129 (Vo Chi Cong) to include the Duy Phuoc bridge, the long-standing traffic bottleneck on National Highway 14H will have a solution.
The project to complete coastal road 129 (Vo Chi Cong road) has a total investment of over 2,056 billion VND, with a project implementation period from 2022 to 2025. Of this, 1,558 billion VND comes from the central government budget. The cumulative disbursed value since the start of the project is 832.2 billion VND. The remaining undisbursed central government budget capital is 725.8 billion VND.
