On June 6, the Ministry of Agriculture and Rural Development reported to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Luu Quang on the implementation of the Official Dispatch on proactively deploying urgent measures to reduce congestion and promote agricultural exports at northern border gates.
The report stated that the Ministry of Agriculture and Rural Development sent a working delegation led by Deputy Minister Tran Thanh Nam to work with the authorities and Customs Departments of Guangxi and Yunnan provinces (China) and directed the organization of a forum to connect agricultural, forestry and fishery trade between Vietnam and China through the two provinces.
At the talks with the other side, the two sides agreed to direct customs and quarantine units on both sides of the border gates to have a mechanism to regularly exchange professional procedures, update information and coordinate customs clearance quickly, especially prioritizing fresh products during the harvest season to reduce congestion and promote agricultural, forestry and fishery trade through the border gates of these two provinces.

The two sides also agreed to direct the organization of annual border trade promotion fairs in Guangxi, Yunnan and Vietnamese provinces sharing the border to create more opportunities for business meetings and trade.
In addition, to increase the cohesion and initiative of enterprises, the two sides agreed on the policy of promoting the establishment of two agricultural business associations: Vietnam - Guangxi and Vietnam - Yunnan.
In the long term, the two sides agreed to assign the focal unit based on the consensus at the meeting to urgently discuss and finalize the signing of a Memorandum of Understanding on cooperation between the Ministry of Agriculture and Rural Development and the authorities of Guangxi and Yunnan in the agricultural sector in September 2023 on the occasion of the China-ASEAN Fair, including: Information sharing; cooperation in science, technology and human resource training in agriculture; establishing a coordination mechanism between the two sides' functional agencies to remove difficulties for businesses.
At the working sessions with the customs leaders of the two provinces, the two sides agreed on a number of solutions to increase customs clearance capacity such as: increasing the number of priority enterprises, cooperating in one-stop import and export, implementing a mechanism for exchanging quarantine certificate samples, mutual recognition and researching the pilot operation of the smart border gate system...
At the same time, assign a contact point to promptly coordinate to remove obstacles in the trade of agricultural, forestry and fishery products; organize an annual rotating meeting in November every year between the Guangxi and Yunnan Customs Departments with the Ministry of Agriculture and Rural Development and relevant agencies of Vietnam to review and evaluate the results of cooperation in the year for imported and exported agricultural, forestry and fishery products and orient implementation in the following year;
Coordinate with the General Department of Customs of China to soon add fruit and seafood products; add agricultural and seafood enterprises to be exported to China as well as allow live seafood from Vietnam to be exported through the border gate of Yunnan province.
