According to the design, the Lao Cai- Hanoi -Hai Phong railway project has a total length of about 392 km, with a land area of 1,654 hectares. The total investment (excluding land clearance costs) is about 100 trillion VND, with an investment rate equivalent to 256 billion VND per km of railway. It is expected that when completed, the travel time from Lao Cai to Hai Phong will be reduced to nearly four hours.
In Yen Bai , the starting point of the route is at Km62+100 in Chau Que Thuong commune, Van Yen district; the end point is at Km138+700 in Minh Quan commune, Tran Yen district; the route length is 76.6 km (accounting for 19% of the total route length). According to the plan, there will be six stations (two intermediate stations and four bypass stations) with a land area of about 30 hectares.
When the railway passes through seven communes of Van Yen district with a total length of about 50 km, the total area of land recovered within the planned site clearance is about 324 hectares; the total number of households whose land is recovered is nearly 1,500; the total number of households whose residential land is recovered, it is expected that more than 600 households will have to be resettled.
According to Vice Chairman of Van Yen District People's Committee, Mr. Luu Trung Kien, immediately after the Government and Yen Bai province implemented this project, Van Yen district established the Compensation and Resettlement Support Council to carry out compensation, support and resettlement; carry out land acquisition planning, survey and investigation, coordinate with communes to organize meetings to deploy policies, seek people's opinions on the acquisition plan... Along with that, notify and conduct video recording of the current status of the land before approving the Land Acquisition Plan, survey and investigation. Coordinate with surveying teams to organize meetings to collect opinions of residential areas on the policy of implementing the acquisition work when implementing the project.
With many years of experience in site clearance for local projects, Mr. Nguyen Duc Mau, Vice Chairman of the People's Committee of Tran Yen district, shared: The district has a policy of not carrying out procedures for land change registration, land division, and land consolidation for land plots within the scope of this railway line. At the same time, strengthen inspection of land management and use within the scope of the project to avoid illegal construction or arbitrary change of land use purpose. Review and identify the land user, land type, land use boundaries, land plot legality and related documents; thereby promptly resolving any problems that arise at the grassroots level. In case of problems that are beyond the authority of the People's Committee at the commune level, they must promptly report to the District People's Committee for consideration and resolution.
On April 16, the People's Committee of Yen Bai city issued Document No. 978/UBND-TNMT on reviewing, determining the scope, and proposing the construction of resettlement areas under the investment project to build the Lao Cai-Hanoi-Hai Phong railway in Yen Bai province. Accordingly, the People's Committee of the city proposed a plan to build a resettlement area in the area with an expected recovered area of 10.6 hectares and must ensure that when households whose land is recovered will have a new place to live, creating conditions for the construction unit to have a direction and route to implement the project, without being hindered by the site being obstructed...
Meanwhile, the Land Fund Development Center and the Land Registration Office of Yen Bai province are also implementing the surveying task with a total area of survey and measurement of the entire route of about 650.25 hectares. According to statistics, by the end of April 2025, 650.95 hectares/650.25 hectares had been surveyed and measured, reaching 100.1% of the total expected volume of the entire route. At the same time, 24 resettlement areas are expected (3 areas in Yen Bai city, 5 areas in Tran Yen district, 16 areas in Van Yen district); ensuring that when there is an official policy, synchronous steps will be carried out, contributing to accelerating the project's progress.
Comrade Nguyen Tuan Anh, Chairman of Yen Bai Provincial People's Committee said: Identifying this as a national key project with a very urgent time, the province considers site clearance work an important political task in directing and operating. With the spirit of "only discussing, not retreating", the highest determination, proactiveness, creativity; mobilizing the participation of the entire political system, propagating and mobilizing people to speed up the progress of site clearance work. Regarding the investment in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing; in accordance with the planning, customs, and daily life of the people in each region and ethnicity on the basis of compliance with regulations in the fields of investment, land, and construction.
However, according to the roadmap for arranging administrative units, district-level authorities will stop operating from July 1. To ensure the basis for implementing resettlement areas, the People's Committees at the district level are required to review and compare with the approved District Land Use Plan, thereby identifying land areas suitable for the plan and proposing the arrangement of resettlement areas in accordance with regulations... Currently, Yen Bai province has reported to the Government for consideration to shorten the time for publicizing the resettlement compensation and support plan from 30 days to 10 days to speed up the progress of project site clearance.
