Yen Bai attends online conference on key national transport projects

On the morning of May 10, in Hanoi, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national and key projects in the transport sector (Steering Committee) chaired the 17th online meeting of the Steering Committee to assess the implementation of projects and propose solutions to remove difficulties and obstacles, speeding up progress.

Many positive results, but challenges remain

According to the report of the Ministry of Construction, the standing agency of the Steering Committee, to date, the Steering Committee has managed 37 projects/95 component projects (DATP), including 35 road projects and 2 aviation projects. Since its establishment, the Prime Minister has chaired 16 meetings and conducted many field inspections, directing the removal of difficulties.

Many difficulties and obstacles have been resolved, and the progress of project construction has clearly changed. 19 projects/DATPs have been put into operation, notably the completion of 16 expressways, bringing the total length of expressways nationwide to 2,268 km. Currently, 52 projects/DATPs are under construction, basically following the set schedule.

However, there are still some shortcomings and difficulties that need to be focused on resolving: Some localities have not yet completed site clearance and technical infrastructure relocation, affecting the overall progress. The licensing of some construction material mines is still slow, the capacity of some licensed mines has not met the demand, causing difficulties for contractors. Some projects with localities as the managing agencies are at risk of not being completed by the end of 2025, affecting the goal of having 3,000 km of expressways.

For the Lao Cai - Hanoi - Hai Phong Railway Project: The biggest difficulty is the progress of selecting a consultant to prepare the Feasibility Study Report (FSR) on the Chinese side, which may affect the project's commencement plan at the end of 2025. Long Thanh International Airport Project: Although the overall progress meets requirements, some components need to be accelerated further.

Yen Bai proactively clears land, proposes to remove obstacles

For Yen Bai province, the national key project of the transport sector passing through the area is the investment project to build the Lao Cai - Hanoi - Hai Phong railway line. The section passing through Yen Bai province is about 76.8km long, passing through Yen Bai city, Tran Yen district and Van Yen district. It is expected to have 02 mixed stations, the new Yen Bai station and An Thinh station, along with 03 technical operation stations. To implement the project, it is estimated that 1,069 households need to be relocated and about 540.4 hectares of land need to be recovered. The total estimated cost of site clearance is 4,592 billion VND.

Implementing the direction of the Prime Minister, Yen Bai province has established a Steering Committee for Land Acquisition and Site Clearance and actively implemented related tasks. Up to now, the work of measuring the current status according to the initial preliminary land acquisition boundary has been 100% completed. However, due to the adjustment of the land acquisition line and boundary in some locations, the province is conducting adjustment and supplementary measurements. The adjustment of the field measurement is expected to be completed before May 25, 2025.

Regarding the construction of resettlement areas, Yen Bai province plans to arrange 24 concentrated resettlement areas with a total area of ​​316 hectares to serve the land acquisition for 766 households whose residential land is recovered. The province has determined the location and scale of the areas and is conducting surveys, measurements and designs to ensure construction starts in the third and fourth quarters of 2025.

Yen Bai province recommends that the project investor promptly complete the BCNCKT dossier and the GPMB marker placement dossier so that the province has a basis to speed up the GPMB progress. At the same time, it recommends that the Government promptly approve the Resolution implementing Resolution No. 187/2025/QH15 of the National Assembly, which includes contents related to the authority of the Chairman of the People's Committee of localities in deciding on investment in projects serving the GPMB work.

Focus on removing "bottlenecks"

At the conference, leaders of ministries, branches and localities focused on discussing and analyzing in depth the causes of delays and "bottlenecks" in the project implementation process. The discussion content revolved around prominent issues such as site clearance work at some projects still facing many legal problems, compensation policies, and coordination between units.

Ensuring the supply and controlling the price of construction materials, especially sand for embankment projects in the Southern region, is also a top concern. In addition, delegates also contributed ideas on completing investment procedures, speeding up project approval, and technical solutions to shorten construction time, especially for projects requiring weak ground treatment.

Solutions to enhance decentralization and delegation of power associated with the responsibility of leaders, as well as closer coordination between central and local agencies in solving inter-sectoral and inter-regional issues have been proposed to create stronger changes in the coming time.

Determined to speed up progress and ensure quality of transportation projects

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the special importance of national key projects and the urgent need to implement them effectively to meet the country's development requirements. To do so, the Prime Minister requested localities to focus on exploiting and effectively using available resources.

The Prime Minister also pointed out specific topics and goals that the projects need to aim for, including ensuring progress, quality and technical standards. At the same time, the head of the Government also emphasized the roles and responsibilities of each agency, ministry, sector and locality throughout the process of implementing and managing these projects.

Faced with the remaining difficulties and obstacles, the Prime Minister requested that all levels and sectors focus on practical solutions and measures to accelerate progress, improve quality and ensure overall efficiency of projects. In particular, issues of finance, investment and resource mobilization need to be thoroughly addressed.

In addition, communication, information and close coordination among relevant parties also play a key role. Issues of labor safety, quality management and supervision during construction also received special attention from the Prime Minister. Finally, the Prime Minister emphasized the responsibility and commitment of all levels and sectors in completing the set goals.
