Yen Bai Newspaper had an interview with comrade Vu Thi Hien Hanh - Member of the Provincial Party Executive Committee, Vice Chairman of Yen Bai Provincial People's Committee about the province's approach in supporting housing for meritorious families, poor households and near-poor households.
PV: In recent years, the work of eliminating temporary and dilapidated houses has become a widespread movement in Yen Bai province and has achieved positive results. Could you please share with us the province's good and creative ways to create the spread and effectiveness of the movement?
Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh: Based on the conditions of a mountainous province with many difficulties and a high poverty rate, in recent years, along with socio-economic development, Yen Bai province has paid special attention to poverty reduction, supporting housing construction for poor and near-poor households with effective solutions and methods suitable to local realities.
First of all, the province has established Steering Committees at all levels to unify direction, monitor, urge implementation, and mobilize the participation of the entire political system. Yen Bai has used resources flexibly and effectively, focusing on integrating funding from national target programs, housing support policies for poor households in disadvantaged areas... with socialized funding sources mobilized from businesses, organizations, and individuals inside and outside the province to support (socialized funding sources account for over 70%...).
With the close direction of the province, the participation of all levels, sectors and localities in the province and the response and participation of all classes of people, the work of eliminating temporary and dilapidated houses has become a widespread movement in Yen Bai province. The combined strength and resources have been mobilized to participate in eliminating temporary and dilapidated houses for poor households from organizations, unions, communities, and clans to directly support labor, materials, land, etc. in accordance with the motto "The State and the people work together". Specific assignments have been made to each local official to monitor, support and help each household in the process of building a house. For households with special difficulties who are unable to build their own houses, local authorities and mass organizations have organized the construction of houses for poor households.
The province directed the Department of Construction to design house models suitable to the conditions and cultural characteristics of each ethnic group so that families can use them to build their homes. Thanks to the support of the community, each completed house has good quality and much higher value than the support level from the state budget. Therefore, each newly built house has an average value of 120 million VND/house, and each repaired house costs 40 million VND/house.
In the 2016-2020 period, the province supported the construction of 9,000 houses for poor and near-poor households (costing over 494 billion VND) and in the 2021-2024 period, the whole province supported the construction of over 7,400 houses (costing over 700 billion VND).
The results of eliminating temporary housing have contributed to reducing the poverty rate from 32.21% (in 2026) to 7.04% (in 2020), an improvement of 10 ranks compared to the beginning of the term. By the end of 2024, the poverty rate of the whole province will be 5.68%, ranking 15th out of 63 provinces and cities, an improvement of 5 ranks compared to the beginning of the term.
In 2025, implementing the direction of
the Prime Minister , Yen Bai province continued to review and develop a project to eliminate temporary and dilapidated houses in the province with the goal of completing support for the renovation and repair of 2,208 houses (total estimated cost of over 120 billion VND).
Reporter: When does the province aim to complete the elimination of over 2,200 temporary and dilapidated houses and how does it expect to reduce the rate of poor and near-poor households in the area this year, sir?
Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh: In 2025, implementing the direction of the Prime Minister, Yen Bai province continued to review and develop a Project to eliminate temporary and dilapidated houses in the province with the goal of completing support for the renovation and repair of 2,208 houses (total estimated cost of over 120 billion VND).
In order to achieve the set goals and plans, the province has directed localities to urgently implement house construction according to the 2025 Project and promptly provide support funds to households according to the house construction progress.
Up to now, the whole province has started construction of 2,174/2,208 houses, reaching 98.4%, of which 830 houses have been completed, so there are still 34 houses that have not started construction, of which 4/9 localities have completed starting construction of 100% of the houses; With the current progress, Yen Bai province expects 100% of the houses to be completed before June 30, 2025 (exceeding the planned target of the Project and completing ahead of schedule compared to the common target of the whole country), contributing to the completion of the common target of the whole country as well as having practical significance in celebrating the anniversary of the founding of the Provincial Party Committee.
With the achievements in poverty reduction in recent years, it is expected that by the end of 2025, the multidimensional poverty rate in the province will be 6.87%, of which the poverty rate will be 4.18% (over 9,000 poor households), and the near-poor rate will be 2.69%.

Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh: In the process of implementing the Project to eliminate temporary and dilapidated houses, Yen Bai province still encountered some difficulties due to: the characteristics of the area are mountainous, the conditions of travel and terrain are difficult, so the cost of transporting materials to build houses is higher than in other provinces in the plains. Yen Bai is an area that is often affected by flash floods and landslides, which affects the implementation of the goal of eliminating temporary and dilapidated houses. On the other hand, in the province there are many ethnic minorities living, some households in the highlands have the habit of living for many generations, when the children get married, they move out to live separately, leading to the continued emergence of households with dilapidated houses.
To overcome and resolve those difficulties, Yen Bai province has directed the implementation of many solutions, at the same time actively mobilized and integrated resources, promptly arranged for localities, mobilized the participation of the entire political system, the community to participate in supporting house building, mobilized people to actively respond and start construction, thanks to which the progress of the project has so far exceeded the set plan. During the implementation process, the province directed to continue reviewing, in case of households with dilapidated houses (mainly due to separation of household registration), wherever they arise, the province will mobilize resources to implement them neatly.
To achieve the goal of eliminating 100% of temporary and dilapidated houses in Yen Bai province, along with determination, great efforts, the participation of the entire political system, resources mobilized from the business community and all classes of people in the whole society, the decisive factor is the will, determination, and efforts of each household supported to build a house.
