On the morning of April 24, speaking with Tuoi Tre Online , a representative of the Department of Higher Education - Ministry of Education and Training confirmed that they had received a report from Ho Chi Minh City University of Economics regarding the doctoral thesis of Ms. Tran Quynh Hoa (head of the Department of Personnel Organization of International University - Ho Chi Minh City National University) being accused of plagiarism.

Also according to the representative of the Department of HigherEducation , on April 23, the Ministry of Education and Training issued a document directing Ho Chi Minh City University of Economics on handling the case of a doctoral thesis showing signs of plagiarism.
Accordingly, the Ministry requested Ho Chi Minh City University of Economics to base on the provisions of Article 31 of Circular No. 08/2017 of the Minister of Education and Training promulgating the regulations on doctoral training to determine the violation of Ms. Tran Quynh Hoa.
In case Ms. Tran Quynh Hoa's thesis no longer meets the requirements of a doctoral thesis, Ho Chi Minh City University of Economics will handle it according to the provisions at Point b, Clause 2, Article 31 of Circular No. 08; from there, consider handling the violation against Ms. Hoa according to the provisions at Clause 3, Article 31 of this Circular.
The Ministry requested Ho Chi Minh City University of Economics to proactively review the school's doctoral training and admission regulations to amend and supplement them to ensure that similar cases do not occur.
Review the thesis evaluation process and clearly define the responsibilities of relevant parties (if any) for thesis violations (if any).
The Ministry notifies Ho Chi Minh City University of Economics to know and implement, and report the results to the Ministry before May 20, 2025.

Postponed awarding of doctoral degree to Ms. Tran Quynh Hoa
Previously on March 19, speaking with Tuoi Tre Online , a representative of the leadership of Ho Chi Minh City University of Economics confirmed that the school had received a letter "denunciation of organized plagiarism by Ms. Tran Quynh Hoa".
According to the information, Ms. Tran Quynh Hoa used the content of three theses, including two master's theses and one bachelor's thesis, of students conducted at the International University (Ho Chi Minh City National University) in 2020 to publish three international scientific articles and then added them to her doctoral thesis.
A representative of Ho Chi Minh City University of Economics also said that the school had held an integrity council meeting and transferred the entire case file to the Department of Higher Education (Ministry of Education and Training) to ask for opinions on how to handle the case.
"According to the regulations of Circular 08, the school must report this incident to the competent authority, the Ministry of Education and Training.
After the governing body has given its opinion, the school will continue. The school strictly complies with the regulations and instructions of the ministry," a representative of Ho Chi Minh City University of Economics affirmed.
So far, the Ministry of Education and Training has issued a document directing Ho Chi Minh City University of Economics on handling this case of a doctoral thesis with signs of plagiarism. The school will implement the implementation to report to the ministry within the prescribed time, as required by the ministry.
According to Tuoi Tre Online , Ms. Tran Quynh Hoa was supposed to be awarded a doctorate degree at Ho Chi Minh City University of Economics in March 2025, but the school received the above complaint and postponed the awarding of the degree to this graduate student.

Regarding the above incident, on April 3, Tuoi Tre Online also had a direct meeting with the leaders of the International University (Ho Chi Minh City National University) and Ms. Tran Quynh Hoa.
At the meeting, Ms. Hoa confirmed that she had received the reporter's question sent earlier, but she said: "I feel it is not my responsibility to answer this. The authorities will have the final conclusion. I have no further comment."
