1. Strongly innovate the work of disseminating and educating the public about the law.

During the 2023-2025 period, the dissemination and education of legal knowledge continued to be a highlight of the Army Trade Union. 100% of cadres, union members, and workers received training and were thoroughly briefed on the resolutions and directives of the Party and the tasks of the Army; 98.7% of personnel participated in political and legal training, with over 80% achieving good or excellent results.

General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense , presented the Third-Class Order of National Defense to the National Defense Trade Union Committee.

Trade unions at all levels organized more than 4,000 thematic meetings, 3,100 cultural and sports exchange activities, published 44,400 copies of the National Defense Trade Union newsletter, 38,500 internal radio newsletters, and more than 6,905 news articles and reports on fanpages. The "Digital Literacy for the People" model and digital platforms helped to strongly disseminate information, raise legal awareness, discipline, and political fortitude among the "soldier-workers," contributing to maintaining the Party's ideological stronghold in the new context.

2. The movement to encourage skilled and innovative labor has developed extensively and effectively.

The emulation movements continue to affirm the core role of the Army Trade Union in improving productivity, quality, and mastering science and technology. During the 2023-2025 period, the entire army had 20,795 recognized technical innovations and improvements, bringing nearly 1,000 billion VND in benefits to the national defense budget.

Trade unions at all levels have launched six major emulation movements, most notably the "Military Trade Unions in Innovation and Creativity - Strengthening Strength and Morality - Enhancing Intellect and Skills - Strong, Developing, and Worthy of Being Called Soldiers of Uncle Ho" emulation movement and the "Excellent Workers, Creative Workers" movement. These movements have unleashed the creative potential and self-reliance of trade union officials, members, and workers, encouraging them to compete in various fields, contributing to the successful achievement of the goals and tasks of the trade union organization and the tasks of building the Army, consolidating national defense, and protecting the Fatherland.

3. Cultivating and developing a high-quality team of trade union officials through large-scale competitions and training courses.

Lieutenant General Le Quang Minh (now General), Deputy Head of the General Political Department, along with other delegates, congratulated the outstanding grassroots trade union chairmen who achieved success in the 2024 All-Army Outstanding Grassroots Trade Union Chairmen Competition.

Training and professional development activities for trade union officials have been comprehensively implemented, creating significant improvements in their qualities, capabilities, leadership skills, and organizational abilities. The Army Trade Union has organized competitions for outstanding grassroots trade union officials at the grassroots level and competitions for outstanding grassroots trade union chairpersons at the all-army level; and has conducted training for trade union officials from the grassroots level to the all-army level. Through practical training, many trade union officials have matured and assumed important positions in their units and enterprises.

The work of participating in Party building has achieved outstanding results: In the two years from 2023 to 2025, the trade union introduced 5,350 outstanding union members to receive training on Party awareness, of which 3,211 members have been admitted to the Party. This is clear evidence of the political quality, moral character, and prestige of the organization and the team of trade union officials in the Army.

4. Building trade union organizations in accordance with the spirit of Resolution 60 - Streamlined, specialized, effective, and practical.

The reform of trade union organization and activities in the Vietnam People's Army, in accordance with Resolution No. 60-NQ/TW, has made a significant impact during the 2023-2025 period. This includes the closure of grassroots trade union organizations in administrative and public service agencies and units receiving 100% of their salaries from the State budget; and the continued operation of grassroots trade union organizations in financially autonomous enterprises and units within the Army.

Currently, the entire military has 39 units directly under the Central Military Commission and the Ministry of National Defense with trade union organizations, comprising 404 grassroots trade unions and 154,687 union members; aiming to build a modern trade union organization that operates practically and effectively, closely adhering to the rights and lives of workers, productivity, quality, efficiency, and the sustainable development of enterprises.

5. Focusing on policies and social welfare - support resources amounted to over 330 billion VND.

The National Defense Trade Union Committee visited and presented gifts to union members and workers of Brigade 11 who are facing difficult circumstances.

During the period 2023-2025, trade unions at all levels organized visits, presented gifts, and provided emergency support to union members facing difficulties, accidents, natural disasters, etc., with a total amount exceeding 330 billion VND. The "Trade Union Meal" program continues to be a highly humane model, making a strong impact in caring for the spiritual lives of workers.

The "Trade Union Shelter, Comradeship and Solidarity" program has helped many union member families overcome housing difficulties and realize their dreams of settling down and establishing a livelihood. The "Trade Union Capital Assistance Fund" continues to be effective, helping hundreds of families increase their income and develop their economy. Humanitarian and charitable activities, as well as acts of gratitude and remembrance, have been widely implemented, with a total value of 24.5 billion VND allocated to policy beneficiaries, localities affected by natural disasters, and union members performing special duties.

6. Representing and protecting the rights and interests of workers - The foundation for building harmonious, stable, and progressive labor relations.

The Army Trade Union continues to uphold its role as a representative of workers in negotiations, dialogue, and building progressive labor relations. 100% of enterprise-level trade unions coordinated the organization of Workers' Conferences and signed collective labor agreements with many clauses beneficial to workers. Efforts to improve the working environment and conditions were intensified: installing air conditioners and ventilation systems, planting trees to reduce heat, noise, and dust, and modernizing production lines…

Trade unions actively participate in various councils: wage councils, skill promotion examination councils, occupational safety and health councils, reward and disciplinary councils, etc., ensuring comprehensive protection for workers. Inspection and monitoring of policies and regulations are strengthened, promptly addressing violations and recommending policy amendments. These measures help build a stable and harmonious working environment, improving productivity and production quality.

7. Advised on the issuance and refinement of many important documents, regulations, and circulars concerning trade union activities.

During the period 2023-2025, the Army Trade Union spearheaded the drafting and promulgation of numerous important regulatory documents, contributing to the standardization and modernization of trade union activities. Notable documents include: the Project on the Organization and Operation of Trade Unions in the Vietnam People's Army in accordance with Resolution 60-NQ/TW; the Circular promulgating the Regulations on the Awarding of the Creative Labor Prize; the Regulations on Trade Union Work in the Vietnam People's Army (amended and supplemented); and the Circular stipulating the implementation of grassroots democracy in the People's Army…

The new system of legal documents has created a synchronized and practical legal framework, enhancing professionalism in the management, direction, and organization of trade union activities, meeting the requirements of building the Army in the new situation.

8. Receiving the Third-Class Order of National Defense and commemorating the 75th anniversary of the National Defense Trade Union's traditional day.

The year 2025 marks a significant milestone as the National Defense Trade Union celebrates its 75th anniversary and receives the Third-Class Order of National Defense.

The 75-year tradition of building, fighting, and maturing of the National Defense Trade Union is a great honor that every officer, union member, and worker in the Army is always proud of and cherishes; it is also an important foundation for confidently moving forward on the new path, with a proactive and diligent spirit, striving to achieve even more outstanding achievements, worthy of the trust and praise of the Central Military Commission and the Ministry of National Defense for the Army Trade Union: "Loyal, courageous - Intelligent, creative - Dedicated, compassionate, worthy of being called Ho Chi Minh's soldiers in the new era."

9. Implementing a two-tiered trade union financial model - A breakthrough in creating discipline, transparency, and sustainable development.

The period 2023-2025 marks a significant shift for the Military Trade Union as it implements a two-tiered trade union financial management model, fundamentally changing revenue and expenditure, resource management, and financial transparency. According to the new regulations, 2% of trade union funds are directly contributed by units to the dedicated collection account of the Military Trade Union Committee, which is then automatically allocated to grassroots trade unions according to the prescribed ratio; trade union dues are still collected by grassroots trade unions but are centrally remitted to the higher level.

This approach helps reduce overlap, streamline procedures, tighten financial discipline, and enhance the accountability of the grassroots trade union executive committee in budget and financial reporting. A series of conferences were held to disseminate information, address difficulties, and standardize processes, quickly putting them into practice.

10. Successfully organize congresses and conferences of trade unions at all levels leading up to the 11th Congress of the Army Trade Union.

Under the leadership of the General Political Department and the guidance and direction of the National Defense Trade Union Committee, the congresses and conferences of trade unions at all levels in the Army have been completed according to the set program and plan. The preparation and organization of trade union congresses at all levels were implemented synchronously, systematically, and in accordance with the procedures.

Personnel selection was rigorous, with high political, professional, and prestige qualities; many comrades who are deputy directors of enterprises also hold the position of chairman of the grassroots trade union. These days, cadres, union members, and workers throughout the army are looking forward to the Congress with the hope that it will bring new momentum, new confidence, and open up a period of strong development, contributing to building a revolutionary, regular, elite, and modern army; affirming the role and position of the trade union in the cause of building and defending the Fatherland.
