The Congress objectively and comprehensively assessed the results of the Trade Union's activities during the 2023-2025 period, pointed out limitations, and drew lessons learned; at the same time, it determined the goals, tasks, and solutions for the 2025-2030 term to build a strong Trade Union organization, working alongside professional activities, and successfully fulfilling the political tasks of the Vietnam Bank for Social Policies in the new period.
The Congress was pleased to receive floral arrangements from the Governor of the State Bank of Vietnam, Nguyen Thi Hong - Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies, the Vietnam Banking Union, the Party Committee of the Vietnam Bank for Social Policies Central Committee, etc.

Attending and directing the Congress were Comrade Nguyen Khanh Chi, Member of the Executive Committee of the Vietnam General Confederation of Labor - Standing Vice President of the Vietnam Banking Trade Union, and representatives from several trade unions of credit institutions.
Representing the Vietnam Bank for Social Policies (VBSP) were: Mr. Duong Quyet Thang, Member of the Government Party Committee, Secretary of the VBSP Party Committee, Member of the Board of Directors, and General Director of VBSP; Mr. Nguyen Minh Phuong - Deputy Secretary of the VBSP Party Committee; Mr. Nguyen Manh Tu - Head of the VBSP Supervisory Board; the Deputy General Directors; the Chief Accountant; the Secretary of the VBSP Youth Union; the Directors of the Head Office's Professional Departments; the Transaction Department, the Training Center, the IT Center; the Directors of VBSP branches in provinces and cities; the Chairpersons of affiliated grassroots trade unions; and 200 delegates representing over 10,000 trade union members throughout the system attending the Congress.

Building a strong organization to fulfill political tasks.
The report presented at the 6th Congress showed that, alongside the construction and development of the Vietnam Bank for Social Policies (VBSP), the VBSP Trade Union has continuously grown stronger, affirming the important position and role of the Trade Union organization in fulfilling its assigned political tasks. Particularly, during the 2023-2025 period, the VBSP Trade Union has upheld its fine traditions, closely followed the direction of the Banking Sector Trade Union and the leadership and guidance of the VBSP Central Party Committee and the VBSP Executive Board, successfully achieving the goals and tasks set forth in the Resolution of the 5th VBSP Trade Union Congress, 2023-2025; the VBSP Trade Union's activities have achieved positive results.

Notably, the bank achieved 100% of the targets set in the Resolution of the 5th Congress of the Vietnam Bank for Social Policies Trade Union; in particular, 7 out of 7 targets under the direct responsibility of the Trade Union were met, with 1 target exceeded. 8 out of 8 targets for which the Trade Union participated in coordinating and directing implementation were met, with 1 target exceeded.

Political and ideological propaganda and education among union members and workers have been given increased attention and have undergone many innovations. Education and dissemination of laws have been strengthened to raise awareness, understanding, and compliance with the law among workers. The role of representing and protecting the legitimate rights and interests of workers has been gradually enhanced; and the monitoring of the implementation of labor regulations has become increasingly substantive.
Social welfare activities, support, care, and improvement of the material and spiritual lives of union members and workers are given attention through practical and meaningful programs and activities such as: providing financial support for the construction of charitable houses, eliminating temporary and dilapidated houses for the poor and policy beneficiaries, supporting people affected by natural disasters and floods, providing lifelong care for Heroic Vietnamese Mothers, visiting and giving gifts to encourage poor households, policy beneficiaries, and families of war heroes,... during the Lunar New Year and the annual War Invalids and Martyrs Day; accompanying the "Loving Leaves" program...

The content and methods of trade union activities have undergone many innovations. Patriotic emulation movements have been effectively organized with rich and diverse forms, attracting widespread participation and arousing and promoting the creative spirit of cadres and workers, such as: the "Excellent Worker, Creative Worker" movement, the "For the Poor - Leaving No One Behind" movement, the "Nationwide Joint Effort to Build New Rural Areas" movement, etc.
The work of developing union membership, linked with improving the quality of grassroots trade union activities and participating in building a clean and strong Party, has received attention. In the period 2023-2025, the number of newly recruited union members is 684; 659 outstanding union members have been recommended to the Party, of which 547 have been admitted to the Communist Party of Vietnam, contributing to enhancing the leadership capacity and fighting strength of the Party organization.

The achievements in the past period have contributed to consolidating and enhancing the position of the Trade Union organization, making important contributions to the successful implementation of assigned political tasks and the successful implementation of the Social Policy Bank's development strategy for each stage. By November 30, 2025, the total policy credit capital will reach over 422 trillion VND, with an average annual growth rate of 12.2%. Of this, local budget capital entrusted to the Social Policy Bank will reach nearly 65 trillion VND; the proportion of entrusted capital accounts for 15.1% of the total credit capital. The total outstanding policy credit to date has reached over 409 trillion VND, with an average annual growth rate of 13.1%, and more than 6.7 million customers with outstanding loans.

During the period 2023-2025, nearly 6.6 million poor households and policy beneficiaries received loans totaling over 360 trillion VND. These policy funds contributed to attracting and creating jobs for nearly 2.3 million workers; helped over 240,000 disadvantaged students access loans for their studies; built over 4.7 million clean water and sanitation facilities in rural areas; and constructed nearly 31,000 social housing units and nearly 5,500 houses for poor households and policy beneficiaries.
With the achievements attained, many trade union organizations and individual union members and workers within the system have been honored with numerous prestigious titles and awards by the Party, State, Government, Vietnam General Confederation of Labor, ministries, sectors, the Banking Sector Trade Union, and localities. This also serves as a foundation for the 2025-2030 term, during which the Vietnam Bank for Social Policies Trade Union will work alongside all cadres, union members, and workers to realize the goal of "Unity - Democracy - Discipline - Innovation - Development, for the benefit of union members and workers, and for the safe, efficient, and sustainable development of the Vietnam Bank for Social Policies."
Strong innovation, deep and substantive partnership.
Delivering a keynote address at the Congress, Standing Vice President of the Vietnam Banking Union Nguyen Khanh Chi, on behalf of the Standing Committee of the Vietnam Banking Union, acknowledged and commended the achievements of the Vietnam Bank for Social Policies Union during its term. “These comprehensive and impressive results not only contribute to the overall success of the Vietnam Bank for Social Policies, but also demonstrate the maturity, strength, and capacity of the Trade Union organization to support all aspects of the bank’s operations,” the Standing Vice President emphasized.
Recognizing the period 2025-2030 as a crucial stage in achieving national development goals in accordance with the spirit of the National Party Congress Resolution, Standing Vice Chairman Nguyen Khanh Chi emphasized, “As a unique financial model of the Government in implementing policy credit, the Vietnam Bank for Social Policies (VBSP) faces the requirement to continue expanding and improving the quality of social policy credit, while simultaneously promoting digital transformation, modernizing governance, enhancing operational efficiency, and ensuring the safety and sustainable development of the system. These requirements necessitate that the VBSP Trade Union continue to innovate strongly, accompanying the unit's political tasks more deeply and substantively, contributing to the successful achievement of the Party and State's social security goals.”
In that spirit, the Standing Vice Chairman of the Vietnam Banking Union proposed that in the next term, the Vietnam Bank for Social Policies Union should continue to strengthen political and ideological propaganda and education; raise awareness among cadres, union members, and employees about the Party's guidelines, the State's policies and laws, the political tasks of the banking sector and the Vietnam Bank for Social Policies, especially the new guidelines and resolutions of the Party, the Vietnam Trade Union, and the Vietnam Banking Union. At the same time, it should promote professional ethics education, workplace culture, and build the image of a Vietnam Bank for Social Policies officer who "understands the people's hearts and serves wholeheartedly."

Simultaneously, proactively leverage the leadership of the Party Committee, closely coordinate with professional departments to launch practical emulation movements linked to policy credit tasks, national target programs, and the digital transformation tasks of the Vietnam Bank for Social Policies (VBSP). Continue to innovate the content and methods of trade union activities towards professionalism, flexibility, and efficiency; promote the role of the Executive Committee of trade unions at all levels; pay attention to training and developing skills and expertise for trade union officials to meet the requirements in the new context, especially the requirements of digital transformation and communication. Better care for the legitimate rights and interests of union members and workers, effectively implement the grassroots democracy regulations, and build harmonious, stable, and progressive labor relations. Promote the core role of the trade union organization in gathering and uniting workers; be a reliable bridge between union members and Party committees, government, and professional departments.
At the same time, the Trade Union actively participates in building a clean and strong Party and political system. The Standing Vice Chairman also requested that after the Congress, the new Executive Committee promptly develop a comprehensive program of activities for the entire term, concretizing the Congress Resolution with plans, targets, and solutions appropriate to the unit's reality; clearly assign responsibilities; finalize the operational regulations, coordination regulations, and trade union financial regulations in accordance with the guidelines of the Vietnam Banking Trade Union; and organize the implementation of the Resolution in a practical and focused manner, avoiding scattered and superficial approaches.
Creating new momentum and strength to build and develop the Vietnam Bank for Social Policies.
Speaking at the Congress, the Secretary of the Party Committee of the Vietnam Bank for Social Policies (VBSP), General Director Duong Quyet Thang, on behalf of the Party Committee of the VBSP, the Executive Board and the Presidium of the Congress, commended and congratulated the achievements that the trade unions at all levels within the VBSP system have achieved in the past term.
The General Director emphasized that the 2025-2030 Congress term of the Vietnam Bank for Social Policies' Trade Union takes place in the context of a rapidly changing, complex, and unpredictable global and regional situation; the country is facing many advantages and opportunities, as well as many intertwined difficulties and challenges, including the negative impacts of natural disasters, storms, and floods... which significantly affect employment, income, material and spiritual life, and the ideology of cadres, union members, and workers, as well as the organization and operation of the Trade Union.
In this context, the General Director assigned the task: “The Vietnam Bank for Social Policies (VBSP) Trade Union needs to maximize its role as a center of unity, gathering strength and caring for and protecting the legitimate rights of its members and employees within the VBSP system. Together with the VBSP Central Party Committee, the Leadership Board, and units within the system, we will strive to build upon the achievements already made, demonstrating courage, intelligence, innovation, creativity, and a sense of responsibility to overcome all difficulties and challenges, striving to successfully complete all assigned tasks, contributing to the overall results of the VBSP, and achieving the VBSP Development Strategy until 2030.” In this regard, the Vietnam Bank for Social Policies Trade Union and trade unions at all levels within the system need to closely follow the directives of the Vietnam General Confederation of Labor, the Vietnam Banking Trade Union, the Party Committee of the Vietnam Bank for Social Policies Central Committee, and the Leadership Board of the Vietnam Bank for Social Policies to set specific tasks and work programs for each year and each stage, in order to coordinate closely with the professional departments to effectively implement the Congress Resolution.

Agreeing with the direction, objectives, tasks, and solutions outlined in the Political Report presented at the Congress, the General Director requested the Vietnam Bank for Social Policies Trade Union to study and fully incorporate the guiding remarks of the Standing Vice Chairman of the Vietnam Banking Trade Union to effectively implement them in the coming period.
At the same time, on behalf of the Party Committee of the Vietnam Bank for Social Policies (VBSP), the Board of Directors and General Director Duong Quyet Thang highlighted 9 key tasks:
Firstly, the Vietnam Bank for Social Policies (VBSP) has built a team of specialized professionals. Imbued with the ideology and goals, and guided by the motto "Understanding the people's hearts, serving wholeheartedly," VBSP's operations demand resilience, hard work, and the willingness to endure hardship and reach remote, disadvantaged areas. Therefore, each VBSP employee must be truly dedicated, persistent, and patient.
Secondly, it is necessary to further improve the political and ideological propaganda and education work for union members and workers to firmly grasp and effectively implement the Party's guidelines, policies, resolutions, and the State's laws, including the Trade Union Law; continue to study and follow the moral example and style of President Ho Chi Minh; and especially strengthen the ideological propaganda and education work so that all union members and workers deeply understand the current operational situation of the Vietnam Bank for Social Policies, in order to enhance self-awareness, actively strive, and fully utilize their capabilities to fulfill political tasks.
Thirdly, ensure that all union members and employees strictly adhere to the Regulations and Internal Rules of the Vietnam Bank for Social Policies, the code of conduct, and the strict compliance with regulations, paying particular attention to professional ethics education.
Fourth, continue to do a good job of caring for and protecting union members and workers; promptly visit and encourage union members and workers in difficult circumstances...
Fifth, it is necessary to continue comprehensively promoting emulation movements to celebrate the 25th anniversary of the establishment of the Vietnam Bank for Social Policies (VBSP). Emphasis should be placed on emulation in excellent and safe work practices to successfully complete the VBSP's assigned political tasks annually and the VBSP Development Strategy until 2030. Cultural, artistic, and sports activities should also be well organized.
Furthermore, trade unions at all levels need to coordinate with professional departments to effectively implement the Regulations on Democracy at the grassroots level; encourage union members and workers to promote their role as collective masters of their units; continue to effectively implement social welfare and gratitude programs; promote women's activities and gender equality; improve financial management and inspection work of the trade union; develop and refine the coordination regulations between the Vietnam Bank for Social Policies Trade Union and the General Director of the Vietnam Bank for Social Policies and organize their implementation; and cultivate and recommend outstanding union members to the Party for consideration for Party membership in the future.
The General Director believes that, with the representative composition, number, and prestige of the delegates elected by the Congress to the Executive Committee of the Vietnam Bank for Social Policies Trade Union, term VI, 2025-2030, they will utilize their capabilities, intelligence, initiative, and creativity to lead the Trade Union's activities to achieve many successes, contributing to the successful fulfillment of the political goals and tasks of the Vietnam Bank for Social Policies.

On behalf of the Party Committee of the Vietnam Bank for Social Policies (VBSP), the VBSP Executive Board, and the General Director, I call upon all cadres, union members, and employees of the VBSP to unite, leverage their intelligence, sense of responsibility, and high determination, build upon the achievements of the past period, and with the tradition of over 20 years of building and developing the VBSP, strive to overcome difficulties and successfully implement the Resolution of the 6th Congress of the VBSP Trade Union, successfully implement the VBSP Development Strategy until 2030; create new momentum and strength for the VBSP Trade Union to grow stronger, contributing to building a stable and sustainable development of the VBSP, effectively implementing social policy credit, and contributing to the successful implementation of national target programs and the socio-economic development of the country.

At the Congress, delegates elected 21 comrades to the Executive Committee of the Vietnam Bank for Social Policies Trade Union, 6th term, 2025-2030. Immediately after the Congress, the Executive Committee held its first meeting. Comrade Tran Duy Dong - Chairman of the Vietnam Bank for Social Policies Trade Union, 5th term - was re-elected as Chairman of the Vietnam Bank for Social Policies Trade Union, 6th term, 2025-2030.
