In his opening remarks at the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang emphasized that this was the first meeting of the Executive Committee after 5 months of operating the two-tiered local government model.
Based on practical experience from various sectors, localities, and units, Mr. Nguyen Dinh Khang requested delegates to provide feedback on the assessment of trade union activities in 2025; discuss existing shortcomings and limitations, analyze and clarify the causes; and, based on forecasts, propose tasks and solutions that need to be focused on in 2026 to overcome existing shortcomings and limitations, thereby successfully achieving the targets and tasks set for 2026.
Mr. Nguyen Dinh Khang requested that delegates provide further feedback on difficulties, obstacles, and challenges in the practical implementation, and propose specific solutions to improve the results, demonstrating even greater political determination to effectively carry out this work in 2026.
Workers' incomes continue to improve.
According to the performance report: In 2025, the number of employed people was 52 million, an increase of 552,300 compared to the previous year; the number of underemployed people of working age was 764,200, a decrease of 150,600 compared to the previous year; the underemployment rate among people of working age was 1.65%.
Workers' incomes continue to improve. The average monthly income for workers in the first nine months of the year was 8.3 million VND, an increase of 10.0%, or 756,000 VND, compared to the same period last year. The average Lunar New Year bonus for the Year of the Snake 2025 was 7.72 million VND per person, an increase of 13% compared to 2024.
Also in 2025, there were 55 collective work stoppages nationwide, a decrease of 21 compared to the same period the previous year.
The main reasons were delayed salary and bonus payments by businesses, violations of regulations and policies, and employees demanding salary increases or disagreeing with the conditions and bonus calculation methods of the businesses. Through dialogue and negotiation between employers and the collective of employees, with the support, guidance, and witnessing of relevant authorities, most of the employees' demands were resolved by the employers, either fully or partially, and the collective of employees returned to work normally.
"Trade Union Meals" were organized simultaneously nationwide.
In 2025, trade unions at all levels will focus resources and organize many activities to care for union members and workers. Activities to care for union members and workers during Tet (Lunar New Year) will continue to be innovative. Social activities, welfare care, and support for union members and workers in difficult circumstances, those who have suffered work accidents or occupational diseases, and those with outstanding achievements in labor and production will be regularly maintained and given attention.
Particularly in response to the impact of natural disasters, storms, and floods in the northern and central provinces during the last months of the year, trade unions at all levels mobilized union members and workers nationwide to donate through the Vietnam Fatherland Front ; and organized working groups to visit and provide direct support to union members and workers affected and damaged by the storms and floods.
A total of 5,132 grassroots trade unions organized "Trade Union Meals" simultaneously nationwide on the occasion of the anniversary of the founding of the Vietnam Trade Union organization and other important national holidays, contributing to creating solidarity, closeness, and an open and sharing atmosphere between workers and employers.
In addition, the Trade Union actively participated in providing input on the development of relevant mechanisms and policies for the implementation of social housing and housing for low-income workers; adjusting the progress of social housing projects and supplementing the investment capital plan for 2025 in 4 projects; and organizing the groundbreaking ceremony for housing projects for workers to rent in Dong Thap and Bac Ninh provinces, among others.
Fulfilling its function of representing and protecting the legitimate rights and interests of union members and workers, in 2025, the Vietnam General Confederation of Labor actively and proactively participated in providing input on 39 draft laws, resolutions, decrees, and circulars directly related to the legitimate rights and interests of union members, workers, and trade union organizations.
Focusing on research and participating with the Vietnam Fatherland Front and other organizations in proposing amendments and additions to some provisions of the 2013 Constitution related to trade union organizations, coordinating the development and completion of the draft Law amending and supplementing some articles of the Law on the Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Implementing Democracy at the Grassroots Level for submission to the National Assembly for approval at the 9th session, thereby institutionalizing the policy of streamlining the political system's organizational structure, while continuing to promote the role of trade union organizations in the new development phase.
