Based on Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo on "Renewing the organization and operation of the Vietnam Trade Union in the new situation" and the Resolutions of the 12th and 13th National Congresses of the Vietnam Trade Union, the Presidium of the Vietnam General Confederation of Labor has focused on directing trade union levels to promote membership development and establish grassroots trade unions, achieving positive results.
2023: Developed 858,886 union members and 3,296 grassroots trade unions, achieving 53.55% of the target.
In 2023, continuing to implement Action Program No. 02/CTr-BCH dated July 20, 2021, of the Vietnam General Confederation of Labor on implementing Resolution No. 02-NQ/TW of the Politburo on "Renewing the organization and operation of the Vietnam Trade Union in the new situation" and Plan No. 135/KH-TLD dated September 24, 2021, of the Presidium of the Vietnam General Confederation of Labor on developing union membership and establishing grassroots trade unions by 2023, the Vietnam General Confederation of Labor set a target to strive to increase union membership by 1,600,000 by the end of 2023, establish grassroots trade unions in 100% of enterprises with 25 or more employees, and determined that "Developing union membership and establishing grassroots trade unions must go hand in hand with consolidating and improving the quality of grassroots trade union activities, focusing on innovating the content and methods of grassroots trade union activities, improving the quality of collective bargaining and dialogue." at the workplace and perform union duties well."
In 2024: 1,230,459 union members were recruited, along with 10,976 grassroots trade unions, achieving 146.57% of the target.
At the fifth meeting of the Executive Committee of the Vietnam General Confederation of Labor, the Steering Committee of the General Confederation of Labor on membership development and establishment of grassroots trade unions issued Report No. 01/BC-BCĐ dated June 7, 2024, on the results of membership development and establishment of grassroots trade unions in the first six months of 2024.
Based on that, in July 2024, the Presidium of the Vietnam General Confederation of Labor issued Plan No. 105/KH-TLD on working with Party committees in a number of localities and sectors on the work of developing union membership and establishing grassroots trade unions in 2024. The Standing Committee of the Presidium of the Vietnam General Confederation of Labor established 6 working groups, headed by members of the Standing Committee of the Presidium, to work with 30 provincial and city labor federations, central industry trade unions, and trade unions of corporations under the General Confederation of Labor.
By 2025: Develop 856,540 union members and 3,647 grassroots trade unions, achieving 71.37% of the target.
The Presidium of the Vietnam General Confederation of Labor has designated 2025 as the "Year of developing union membership and participating in building a strong Party." Accordingly, at the beginning of the year, the Presidium issued Plan No. 185/KH-TLĐ dated February 13, 2025, on developing union membership and establishing grassroots trade unions in 2025, with the following targets: Developing an actual increase of 1,650,000 union members; establishing grassroots trade unions in most enterprises with 20 or more employees, with a focus on developing union membership in areas without formal employment relationships.
To achieve the set targets, the Presidium of the Vietnam General Confederation of Labor has outlined seven groups of tasks and solutions, with the focus being on solutions such as: Strengthening advisory work to Party committees and leadership in directing and coordinating the work of developing union membership and establishing grassroots trade unions; comprehensively reforming the forms and methods of propaganda and mobilization to encourage workers to join the Vietnam Trade Union; investing heavily in resources to achieve the planned targets; and ensuring that the development of union membership and the establishment of grassroots trade unions are linked to improving the quality and effectiveness of grassroots trade union activities.
Also in 2025, due to the need to implement the Party's policy on restructuring and streamlining the organizational apparatus, and recognizing that the set target was difficult to achieve, on October 22, 2025, the Presidium of the Vietnam General Confederation of Labor issued Decision No. 305/QD-TLD on adjusting the target for actual membership growth from 1,650,000 members in 2025 down to 1,200,000 members in 2025.

Overall, in the past five years, the work of disseminating information and mobilizing workers has been gradually reformed, the content of trade union activities has been improved, creating a wider impact and attracting more members.
The network of grassroots trade unions continues to expand, especially in the non-state and informal sectors. Alongside this, the quality of trade union officials is constantly improving, contributing to enhanced effectiveness in leadership, management, and support at the grassroots level.
The achievements during this period have affirmed the efforts and determination of trade unions at all levels in building a strong organization, asserting their role in representing, caring for, and protecting the legitimate rights and interests of union members and workers.
