Learn from Uncle Ho about responsibility

Upholding the sense of responsibility, wholeheartedly serving the Fatherland and the people is the consistent ideology throughout President Ho Chi Minh's revolutionary career. He always worried about and paid top attention to taking care of building a contingent of revolutionary cadres who set a good example of upholding the sense of responsibility before the Party and the people, considering it a decisive factor in the victory of the revolutionary cause. And he himself was a shining example of upholding the sense of responsibility.  

Responsibility is the assigned task, the thing that must be done, shouldered or accepted according to one's position and authority. It can be formed on the basis of ethics, tradition or the provisions of the law, the charter of the organization of which one is a member. During his lifetime, President Ho Chi Minh always advised and required cadres and party members to uphold the highest sense of responsibility for the assigned tasks and work, whether it is a big or small task, a simple or complicated task, a normal or important or secret task.

Uncle Ho is a shining example of upholding the spirit of responsibility, wholeheartedly serving the Fatherland and the people.

He concretized the concept of "sense of responsibility" in a very easy-to-understand way: "What is the sense of responsibility? When the Party, the Government, or superiors assign us a task, no matter how big or small, difficult or easy, we put all our spirit and strength into doing it thoroughly, overcoming all difficulties, making it successful. Doing it carelessly, doing it for the sake of it, doing it easily and hard to give up, beating the drum and abandoning the stick, doing it as it comes, etc., is not having a sense of responsibility". President Ho Chi Minh emphasized: "Anyone, in any position, doing any work, facing any circumstances, must have a sense of responsibility". For example: "The cook, always makes sure to make delicious food, clean dishes and chopsticks. Do not waste public money...; Military officers, always study politics and techniques, tactics... Internal solidarity. Helping the people. Resolutely obeying orders from above... When encountering difficulties, try to find the right way to solve them".

The Party and each Party organization, cadre and Party member must uphold the vanguard role model in ethics, lifestyle, attitude and responsibility for work, truly setting an example to create shining examples for the masses to trust and follow. The sense of responsibility of cadres, civil servants, and party members, according to Uncle Ho, is also reflected in their relationship with the masses. He affirmed: “The sense of responsibility is: to grasp policies, follow the mass line, and fulfill tasks”. Uncle Ho advised each cadre and party member “to implement policies and fulfill tasks, cadres must not only be diligent in explaining, propagating, and agitating, but also discuss with the masses, ask for opinions, and collect initiatives from the masses. Lead the masses and welcome criticism from the masses... In short, one must follow the mass line. That is to have a sense of responsibility towards the Party, towards the Government, towards the people”. On May 20, 1950, he signed Decree No. 76/SL promulgating the Vietnamese Civil Servants' Regulations, in which Article 2 stipulates: "Vietnamese civil servants must serve the people, be loyal to the Government, respect discipline, have a sense of responsibility and avoid doing things that are harmful to the reputation of civil servants or to the operation of the state apparatus."

Not only did he put forward the theory of responsibility, President Ho Chi Minh was also a shining example of upholding the sense of responsibility in all activities. That responsibility was demonstrated in studying, working, researching theories, practical activities, especially in the process when he and the Party led the entire Vietnamese nation to carry out the revolution. The sense of responsibility permeated his every thought and action. Deeply aware of his responsibility and duty to the nation, the people and the Party, throughout the process of revolutionary activities full of hardships and challenges, Nguyen Ai Quoc - Ho Chi Minh upheld the sense of responsibility, wholeheartedly serving the Fatherland and the people. He traveled across the five continents, four seas to survey, research, work and study to find a way to save the country, save the people, and liberate the Vietnamese nation from oppression and exploitation.

Immediately after gaining power, President Ho Chi Minh made it clear that the work of the Government must aim at a single goal, which is to seek freedom and happiness for all people - "whatever is beneficial to the people must be done, whatever is harmful to the people must be avoided"; at the same time, he emphasized that all Government agencies from the whole country to the villages and communes are "servants" of the people, meaning that they must put the interests of the people first, pay attention to solving problems related to the people's lives, and shoulder the common work for the people. He also paid great attention to educating the awareness and sense of responsibility of the cadres and party members. He required each person to be responsible for the unit or organization in which he participated, that is the assigned work, that is what must be done, and that must be shouldered according to his position and responsibility. At the same time, the Party and each Party organization, cadre and Party member must uphold the vanguard role model in ethics, lifestyle, attitude and responsibility for work, truly setting an example to create shining examples for the masses to trust and follow. For Him, responsibility must also be taken in complying with working hours. He values ​​time very much, not only his own time but also the time of others and the collective. According to Him, being 5 minutes late is a big deal, not a small thing, because those 5 minutes must be multiplied by the waiting of many people.

As President Ho Chi Minh once emphasized, “Anyone, in any position, doing any work, facing any circumstances, must have a sense of responsibility”. At any time, each person holds a certain position and role, whether in the family, clan or in the agency, unit or organization in which they participate. Therefore, they must be responsible for their family, clan, agency or organization. In a broader scope, each person is a citizen of a nation, a people, so they must have the responsibility and obligation to contribute to building and developing their homeland and country.

Reality shows that currently, the vast majority of cadres, party members and the masses uphold their role and responsibility, strictly implement the regulations and working rules of organizations, agencies and units; maintain ethics, revolutionary qualities, live exemplary lives, unite, and closely attach to the people...; clearly demonstrate the spirit of initiative, daring to think, daring to do, enthusiasm and dedication to work. Cadres and soldiers are active and self-conscious in training, ready to fight, practice, strictly comply with discipline and laws; proactive, creative, not afraid of difficulties and hardships, ready to receive and complete all tasks assigned by superiors.

However, there are still some cadres and party members who show a lack of responsibility, cut back on time, do not fulfill their authority and responsibilities, talk a lot and do little. In particular, some cadres and party members with positions and power lack a sense of responsibility in the process of performing their duties, causing loss and waste of State money and assets, causing resentment in society, negatively affecting the reputation of the party organization, individuals and related sectors. Therefore, studying and following Uncle Ho's teachings on "Sense of responsibility" is not only a requirement and political responsibility for all cadres and party members but also has profound significance for all organizations and citizens in the current cause of building and defending the Fatherland. Accordingly, each leading cadre, head of the Party Committee, agency, and unit needs to truly be a pioneer and an example of responsibility for work and the people according to the motto "words go hand in hand with actions", say less and do more; Superior officials set an example for subordinate officials; Party members set an example for the masses to follow.

Each cadre and party member needs to promote initiative and creativity in the assigned work. In performing tasks, it is necessary to strictly implement the Party's guidelines and policies, the State's policies and laws, in accordance with processes and procedures, while being flexible, creative, innovative, daring to think and dare to do to complete the work with the highest efficiency. In addition, enhancing the sense of responsibility needs to be associated with exchange, self-criticism and criticism; promoting good deeds and correcting limitations and shortcomings; seriously fighting against the disease of taking credit, blaming objective things or shifting responsibility to others...

In short, we must demonstrate a sense of responsibility in specific, practical daily tasks. That is not only the duty of each cadre and party member towards the organization, the Party, and superiors, but also the responsibility towards the people, the collective, those around them, and themselves.
