According to Dang Duc Hanh, Deputy Director of the Hanoi Branch of the Bank for Social Policies, in the first quarter of 2025, the loan turnover for trust programs through socio -political organizations reached VND 2,172 billion with 28,558 customers borrowing capital, an increase of VND 568 billion (equivalent to an increase of 35%) over the same period in 2024. Loan turnover mainly focused on the following programs: Loans to support job creation, maintaining and expanding employment; loans for clean water and rural environmental sanitation, loans for social housing, students, etc.; debt collection turnover reached VND 1,326 billion, accounting for 61% of loan turnover.
As of March 31, 2025, the total outstanding debt of the whole city was 17,411 billion VND, of which the outstanding debt entrusted through socio-political organizations was 17,399 billion VND, accounting for 99.9% of the total outstanding debt; the outstanding debt entrusted increased by 846 billion VND compared to the beginning of the year. The total number of customers with outstanding debt entrusted was 269,434 customers at 7,060 savings and loan groups, with an average of 38 members/group, an average outstanding debt of 2.5 billion VND/group and 64.5 million VND/customer. Compared to the beginning of the year, the average outstanding debt of the group increased by 110 million VND, the average outstanding debt of the customer increased by 3.5 million VND.
In the first 3 months of 2025, through policy credit programs, 28,500 poor households, near-poor households and other policy beneficiaries in the city have been able to borrow capital from the Social Policy Bank. The loan capital has contributed to attracting and creating jobs for 21,397 workers; supporting capital for 7,049 households to build new and renovate 14,098 clean water and rural environmental sanitation works; 35 students have been able to borrow capital to cover their study expenses; supporting loans for 18 people who have completed their prison sentences; 53 customers have borrowed capital to buy social housing, build new houses, and repair houses for living.

Outstanding loans entrusted through socio-political organizations have all increased compared to the beginning of the year. In particular, the Women's Union manages the highest outstanding loans with more than 143,000 borrowers from 3,648 savings and loan groups, outstanding loans of VND9,262 billion; the Farmers' Association has outstanding loans of VND4,405 billion, more than 71,600 borrowers from 1,860 savings and loan groups; the Veterans' Association has outstanding loans of VND2,849 billion, nearly 42,000 borrowers from 1,210 savings and loan groups; and the Youth Union has outstanding loans of VND883 billion, nearly 13,000 borrowers from 342 savings and loan groups.
In the coming time, the Social Policy Bank will continue to implement solutions to improve the quality of policy credit, and direct units to regularly coordinate to consolidate, improve and improve the quality of operations of savings and loan groups. The city's socio-political organizations have developed a plan to inspect and supervise loan entrustment activities in 2025.
