According to the Hanoi Department of Construction, the main reason for the long queues is that some vehicle owners have violated road traffic order and safety, posted warnings on the vehicle inspection system, but have not yet gone to the authorities to resolve the matter according to regulations.
In some cases, vehicle owners do not proactively maintain and repair their vehicles before taking them for inspection, leading to damage that requires repairs and repeated trips, causing congestion at inspection facilities, etc.
To overcome the above situations and ensure the synchronous implementation of solutions to improve the quality of motor vehicle inspection services in Hanoi, the Hanoi Department of Construction has issued a number of recommendations to vehicle owners and those who bring their vehicles for inspection.
The first is to proactively look up vehicle fines on the Ministry of Public Security 's VNeTraffic application or the TTDK application - the vehicle inspection scheduling system, to resolve them before taking the vehicle for inspection.
Second , proactively maintain, repair, and fix vehicle damage (if any) before taking the vehicle for inspection.
Third , be proactive and flexible in registering for appointments in advance through the Vietnam Register software and other direct registration methods, to limit congestion and avoid long waiting lines.
The Hanoi Department of Construction also requested that motor vehicle inspection facilities in the city actively improve the performance of their tasks; strengthen training in professional ethics, behavioral culture, and communication skills for all leaders and employees in the unit.
Thoroughly educate inspectors and professional staff not to arbitrarily make requests that are contrary to regulations on inspection procedures and processes. Forecast the demand and prepare human resources to report and propose to the Vietnam Register to promptly provide professional training and issue inspection certificates to create a source of reserve inspectors and professional staff to ensure stable operation of the unit.
At the same time, coordinate with relevant authorities to organize traffic flow, arrange reasonable exit and entry routes to ensure order and traffic safety for people and vehicles when coming to inspect vehicles.
The Department also requires strengthening propaganda work for vehicle owners and businesses to fully prepare the conditions according to regulations to reduce time and avoid multiple inspections. For example: strictly implementing regulations on vehicle registration; proactively checking, maintaining and repairing vehicles before going for inspection; looking up information on fines through warning software, not arbitrarily changing the structure and assembly of the vehicle, etc.
The leader of the Hanoi Department of Construction said that the unit has assigned the Department Inspectorate to strengthen inspection and handle violations (if any) in vehicle inspection activities according to its functions and tasks. Coordinate with functional forces to organize traffic flow and guide traffic in the area of vehicle inspection facilities when there is a traffic jam, contributing to ensuring order and traffic safety.
The Department of Construction also assigned the Office of Traffic Safety Committee to strengthen coordination with information agencies, press and relevant agencies to promote propaganda to people and businesses to proactively implement the above contents.
At the same time, the Department of Transport Management and Traffic Safety is assigned to promptly synthesize and advise the Department's leaders on directive documents to ensure stable operation of motor vehicle inspection facilities in the city, meeting the inspection needs of people and businesses.
