TPO – Although prioritized with thousands of billions of VND in budget capital for construction and early completion to help solve traffic congestion, the projects to expand National Highway 6, the extended Thang Long Boulevard and the Hoang Cau - Voi Phuc section of Ring Road 1 are disbursing slowly, "holding" budget capital.

At the Ring Road 1 project, Hoang Cau - Voi Phuc section, invested by the Hanoi City Civil Works Construction Investment Project Management Board (Civil Board), construction has been "shelved" for many years.

The project was implemented with a budget of more than 7.2 trillion VND and was carried out in the period of 2018 - 2020, but after more than 4 years, it has not been completed yet.

Assessing the project's disbursement, the Hanoi Statistics Office said that by the end of the third quarter of 2024, the project had only disbursed 37.8% of the assigned capital plan.

The second project, also invested by the Hanoi Civil Engineering Department, is the Thang Long Avenue expressway extending from National Highway 21 to the Hanoi - Hoa Binh expressway, which is also experiencing slow disbursement.

The project started in October 2023 with a total investment of VND 5.2 trillion and will be completed in 2026. After one year of construction, the project has only disbursed 8.6% of the assigned capital plan.

The third project is the National Highway 6 expansion project. This is the only gateway to Hanoi's inner city that has not been invested in or expanded, so after the Hanoi People's Council agreed to prioritize 8.1 trillion VND of the budget, the National Highway 6 expansion project was started in December 2022.

At the groundbreaking ceremony, Chairman of Hanoi People's Committee Tran Sy Thanh (small photo) emphasized that this is a key project, construction needs to be accelerated to reduce congestion and complete infrastructure in the western area of the capital.

However, half of the construction period (from 2022 to 2025) has passed, but the road has yet to take shape, and the construction site is always in a "cold" state.

The Hanoi Statistics Office said that the project was allocated enough budget for the investor, the City Traffic Construction Investment Project Management Board, to implement, but by the end of the third quarter of 2024, only 8.8% of the assigned capital plan had been disbursed.
