5 groups of transport projects need to be accelerated to promote the disbursement of public investment capital

Although the construction atmosphere at major traffic construction sites is becoming urgent, the results of public investment disbursement have not yet met expectations as planned. Assessing the situation, the Department of Economics - Construction Investment Management ( Ministry of Construction ) has officially issued a warning and identified 5 groups of projects that need to be prioritized to completely resolve problems, speed up the construction of key items and complete internal documents to create momentum for a breakthrough in disbursement in the last months of the year.

In the last months of the year, disbursement output at transport projects is forecast to increase rapidly as many projects enter the completion stage of large-value items (Illustration photo).

According to a report from the Department of Planning and Finance, the slow disbursement is causing great pressure, forcing management agencies to "take roll" and come up with strong solutions.

Group 1: rescuing projects that are about to "fail"

The first group includes 6 projects that are scheduled to be completed in 2025 but are facing the risk of not being able to finish on time. The names that need to be focused on immediately are the Ho Chi Minh Road section Cho Chu - Trung Son intersection, Rach Soi - Ben Nhat section, Go Quao - Vinh Thuan section, along with Cam Ly Railway Bridge, and important upgrade projects such as National Highway 8C through Ha Tinh, National Highway 14B Da Nang, and the route connecting Noi Bai - Lao Cai Expressway with Tuyen Quang - Phu Tho.

The urgent requirement for the investor is to complete the handover of the site by November 2025. Contractors must organize "3 shifts, 4 shifts" of construction to compensate for the slow volume, focusing on prioritizing the completion of high-value items to promptly speed up disbursement before the end of the year.

Group 2: Accelerate drastically for very slow projects

The second group consists of 8 projects that are seriously behind schedule and need "on-duty" direction to be completed in 2025. Notable among them are key expressway sections such as Can Tho - Hau Giang , Hau Giang - Ca Mau, Bien Hoa - Vung Tau Component 2 Project, along with the Hanoi - Vinh, Vinh - Nha Trang railways, and important routes such as Cao Bang City Bypass and National Highway 4B Lang Son.

For this group, the Department of Specialized Management requires investors to arrange direct management at the construction site to immediately handle existing problems and obstacles. This is a measure to eliminate delays in decision-making. At the same time, contractors who are behind schedule will have to face resolute handling according to contract regulations.

Group 3: Clearing blocked cash flow from records

One of the biggest bottlenecks at present is the delay in payment for completed volumes in over 10 projects. This has caused cash flow to be blocked, affecting the financial capacity and construction speed of contractors. Projects that are facing payment delays include many sections of the North-South Expressway such as Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Quy Nhon - Chi Thanh, Bai Vot - Ham Nghi, Bung - Van Ninh, Can Tho - Hau Giang, Hau Giang - Ca Mau, and La Son - Hoa Lien.

The Ministry of Construction requires investors to direct supervision consultants and contractors to urgently complete internal documents and acceptance for disbursement in November 2025, and at the same time report to the Ministry any difficulties beyond their authority for timely resolution.

Group 4: speed up construction commencement procedures

The fourth group includes 7 projects that were scheduled to start construction in 2025 but have not yet been implemented, showing delays in investment procedures. These are important infrastructure expansion and completion projects such as the Cam Lo - La Son Expressway Expansion, the Ho Chi Minh City - Trung Luong - My Thuan Expressway Expansion, and projects such as the Ninh Cuong Bridge, the Lao Cai - Hanoi - Hai Phong Railway, along with the completion of key traffic tunnels such as Than Vu, Nui Vung and Cu Mong.

The Department of Economics and Construction Investment Management recommends that investors must study to shorten the time to complete procedures as much as possible and propose creative solutions to ensure construction can start in 2025.

Group 5: Absolute Priority for Intelligent Transportation Systems (ITS)

Last but not least, is the group of packages on intelligent transport systems (ITS), toll collection and vehicle load testing, especially on 12 component projects of the North-South Eastern Expressway in the 2021-2025 period.

The goal is clear: the toll collection system must be operational by January 1, 2026. Therefore, investors must urgently complete contractor selection, sign contracts and start construction on all remaining packages, and find solutions to speed up construction progress to compensate for the delay. Prioritizing the completion of the toll collection system is a key factor to ensure synchronous operation and modernization of the national transport infrastructure.
