'6 clear' points in implementing housing construction for the poor in Nghe An

According to the plan, by the end of July 2025, Nghe An must complete the Program to eliminate temporary and dilapidated houses with a total of 3,291 houses, of which more than half are houses for people with meritorious services and relatives of martyrs. The Provincial Steering Committee requires promoting the spirit of "6 clear", enhancing the responsibility of leaders, and accelerating the implementation of the right goals before July 31, 2025.

Good practice in many difficult locations

According to the report of the Vietnam Fatherland Front Committee of Nghe An province - the standing agency of the Steering Committee for the Program to eliminate temporary and dilapidated houses in Nghe An province, as of May 22, 2025, the whole province has completed supporting the construction and repair of 17,935 houses for people out of a total of 21,226 houses according to the plan for the period 2023 - 2025, reaching 84.50%.

Of which, the source from the Dilapidated House Elimination Program (socialized source) achieved the highest results, with 9,865/10,798 houses, reaching 91.36%; the source from the 2 National Target Programs was 6,251/6,849 houses, reaching 91.27%; the Program for people with meritorious services to the revolution and relatives of martyrs was 1,819/3,579 houses, reaching 50.82%.

Many localities have a housing completion rate for people higher than the average of the whole province. Hoang Mai town has completed 100%, Quynh Luu district has completed 96.41%; Do Luong district has completed 88.44%. Typically, some mountainous districts, ethnic minority areas with difficult economic conditions and terrain also achieved high rates, including: Quy Hop district has completed 99.88%; Que Phong district has completed 96.53%; Ky Son district has completed 95.26%; Quy Chau district has completed 87.86%; Tuong Duong district has completed 88.1%...

Sharing about the way of doing, comrade Le Van Luong - Secretary of Tuong Duong District Party Committee said: The locality directed in accordance with the spirit of "6 clear" of the province: Clear people, clear work, clear responsibility, clear authority, clear time, clear implementation results of each level, sector, and locality. In that process, it raised the responsibility of the head, each member of the District Steering Committee, the members of the Standing Committee and the Standing Committee of the District Party Committee assigned to directly direct each commune. Actively remove difficulties and obstacles related to households without legal land, sources of raw materials for house construction, mobilize socialized resources for counterpart... And by May 28, 2025, 100% of households in need of support reviewed and approved in the period of 2023 - 2025 had started construction, achieving the set goals and targets.

In Nhon Mai commune, a remote area from the center of Tuong Duong district, in the 2023 - 2025 period, 257 houses need to be built (71 new houses, 186 houses repaired). Up to now, 100% have been completed. Comrade Lu Ngoc Tinh - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Nhon Mai commune said: The commune assigns responsibilities, assigns each member of the Commune Steering Committee to be in charge of each village, each household to build a house; clearly identifies the conditions and economic circumstances of each house to develop a house building plan suitable to the people's "budget". The commune schedules the date to dismantle the old house, start construction of the new house and the completion date for each household to closely follow the drastic direction. The locality mobilizes the police, military , cadres, civil servants of the commune and people in the villages to contribute working days to demolish the old house, level the ground, transport materials, build houses and roof..., in order to reduce the cost of building houses for the people.

In the period of 2023 - 2025, Quy Chau district needs to build 1,455 houses out of a total of 1,656 houses as planned. In Chau Hoan commune, there are a total of 168 households needing to build houses. Up to now, only 17 households are in the process of repairing their houses with 60 - 70% completion, expected to be 100% completed by June 10, 2025.

Comrade Ly Quoc Toan - Chairman of the Fatherland Front Committee of Chau Hoan commune said: The support for building houses for people is supported by the entire political system, especially the role of the Party Committee in directing and agencies in removing difficulties and obstacles. In particular, the locality established 2 mobile teams including masons and carpenters to help people build houses according to the common design, ensuring speeding up the progress. Some households with difficulties in housing land, the Party Committee, government, and Fatherland Front of the commune mobilized brothers and relatives to donate land and support land documents so that the poor are eligible to build houses...

Committed to completing on time

Implementing the Program to mobilize and support the construction of houses for the poor and households with housing difficulties according to Directive No. 21 of the Provincial Party Standing Committee, many localities have taken drastic action. The tasks are linked to the responsibilities of each level, agency, unit and individual, especially the leader. Through that, support and difficulties are removed; contributing to promoting the progress of house construction for local people at a fairly high rate. Nghe An has become one of the typical localities in the country in this work.

However, compared to the milestone of completing housing for people by July 31, 2025 in the whole province, some localities have a low achievement rate. As of May 22, 2025, Dien Chau district has only reached 55.74%; Con Cuong district has reached 59.49%; Thai Hoa town has reached 66.67%; Yen Thanh district has reached 67.95%; Vinh city has reached 70.75%; Hung Nguyen district has reached 71.76%. On the other hand, out of the remaining 3,291 houses, up to 1,760 houses belong to the Program for people with meritorious services to the revolution and relatives of martyrs, accounting for 53.48% of the total number of houses that need to be completed in the whole province.

Explaining the low results, Comrade Vi Van Quy - Chairman of the Con Cuong District Fatherland Front Committee said: In the area, there are 68 Dan Lai ethnic households that have not started building houses due to legal issues regarding land, material sources, house models suitable for support funding sources...; the district is focusing on resolving them to start construction as soon as possible; at the same time, there are some households with unavoidable circumstances, so the district is focusing on reviewing them to make a list of households to support building houses in the period of 2023 - 2025.

Similarly, in Yen Thanh district, according to comrade Tran Van Duong - Chairman of the district Fatherland Front Committee, among the households that have not yet implemented, there are many reasons, such as some cases do not have enough counterpart resources to build houses according to their wishes. In addition, some households are stuck because they do not have legal land to use, so they are not eligible to build houses.

Giving another reason, comrade Le Duc Phat - Chairman of the Fatherland Front Committee of Dien Chau district said: Due to the lack of strict review and appraisal process, when approved, many households do not have the conditions to renovate or repair in 2025. Currently, the district is directing the units to review and finalize, at the same time, actively directing the concentration of resources to implement the groundbreaking for qualified cases.

To ensure the progress of housing construction in the whole province is completed on time, on May 23, 2025, Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the National Assembly Delegation, Deputy Head of the Steering Committee for the Program to eliminate temporary and dilapidated houses in Nghe An province signed and issued Official Dispatch No. 06 on leadership and direction to accelerate the progress of the Program to eliminate temporary and dilapidated houses in the province.

The document requests all levels, sectors and localities to continue to direct the Program resolutely, synchronously and effectively with the spirit of "6 clear": Clear people, clear work, clear responsibility, clear authority, clear time, clear results. Members of the Provincial Steering Committee assigned to be in charge of localities proactively arrange time, directly inspect and urge progress in localities or report and advise members of the Provincial Party Committee Standing Committee in charge of localities to urge progress, especially for localities with an implementation rate of less than 70%...
