Receiving information from the people, local authorities sent forces to the scene to put up warning ropes at the road section where the wall collapsed.

According to Dan Viet reporter's observation, the collapsed fence section was built on a stone foundation but the pillars were not connected to the foundation. Photo: Ngoc Vu.

"Seeing the water starting to recede, my daughter and I returned home to check. If the water got into the house, I would have to immediately clean up the mud. After cleaning up, I would have to evacuate again, in case the floodwaters rose again, and then I would not have time to react," said Ms. Mai.
