Applying special mechanisms to clear the supply of materials for highways in Dong Thap

Minister of Natural Resources and Environment Dang Quoc Khanh worked with the People's Committee of Dong Thap province on reviewing and applying special mechanisms in supplying materials for expressways in the area.

Reporting at the meeting, Vice Chairman of Dong Thap Provincial People's Committee Huynh Minh Tuan proposed that the Ministry of Natural Resources and Environment conduct a survey and conduct a comprehensive assessment of sand output and environmental impact on Tien and Hau rivers to determine the volume and quality of minerals and have a reasonable, effective and sustainable exploitation plan.

Regarding the procedures for dredging sandbanks and alluvial flats, the People's Committee of Dong Thap province recommends that the Ministry of Natural Resources and Environment preside over and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Transport to provide specific instructions on the procedures and steps for implementing dredging to regulate the flow of sandbanks and alluvial flats to limit erosion (with combined recovery of dredged products and supply of materials for the project). Provide specific opinions on the implementation method (auction, bidding, selection of qualified contractors,... or any other specific form) to select a contractor to implement the dredging project combined with recovery of dredged products.

Dong Thap Provincial People's Committee proposed that the Ministry of Natural Resources and Environment submit to the Government for consideration and agreement on the policy that the Cao Lanh - An Huu Expressway Project and My An - Cao Lanh Expressway Project are allowed to apply a special mechanism in material supply according to Resolution No. 18/NQ-CP dated January 11, 2022 of the Government, Resolution No. 43/2022/QH15 dated January 11, 2022 and Resolution No. 44/2022/QH15 dated January 11, 2022 of the National Assembly.

Recommend that the Ministry of Natural Resources and Environment coordinate with relevant ministries and sectors to study and promulgate regulations on coordination of implementation and specify the specific responsibilities of relevant ministries, sectors, investors, contractors and localities for sand mines implemented under a specific mechanism. This includes clarifying the responsibility for inspection and supervision of mining output, sand supply and the authority to handle violations (if any) during the implementation process.

In addition, after being exploited, sand minerals must be subject to tax and fee obligations as prescribed. Therefore, it is recommended that the Ministry of Natural Resources and Environment coordinate with relevant ministries and branches to guide the establishment of prices at the mine as a basis for issuing invoices as prescribed.

At the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh, Deputy Minister of Transport Nguyen Duy Lam and specialized agencies of the two Ministries of Natural Resources and Environment and Transport clarified the recommendations of Dong Thap province, and at the same time, suggested implementation plans in the coming time.

Minister Dang Quoc Khanh said that currently the National Assembly and the Government have passed many important decisions to invest in the region, including the implementation of key transport projects. Therefore, the implementation requires the synchronous participation of ministries, branches, localities, investors, and contractors, in which the role of localities is very important so that key transport works and projects can soon complete their set goals.

With the current situation of increasingly scarce sand supply, the Minister agreed to conduct a survey and overall assessment of sand output and environmental impact on the Tien and Hau rivers to determine the volume and quality of minerals, thereby having a reasonable, effective and sustainable exploitation plan; at the same time, strengthen monitoring and surprise inspection activities, not to take advantage of the state's preferential policies for illegal exploitation, buying and selling, and transporting without invoices... In addition, it is necessary to quickly implement dredging and regulating the flow of alluvial flats and floating sandbanks to limit landslides. This will both ensure the flow of water and combine the recovery of dredged products to supply materials for construction projects.

Appreciating the directions of Dong Thap province in promptly implementing solutions to supply materials for the expressway in the area. However, the Minister also said that according to the survey, the amount of sand and alluvium deposited annually in the river basin of the Mekong Delta region is seriously decreasing due to upstream hydropower activities. Therefore, Minister Dang Quoc Khanh suggested that Dong Thap in particular and the Mekong Delta provinces in general need to coordinate more closely with specialized units of the Ministry of Natural Resources and Environment to comprehensively reassess the ability to supply sand materials in the basin, thereby proposing appropriate solutions; both ensuring the exploitation of materials for infrastructure construction and preventing landslides and erosion, in accordance with climate change response scenarios.

Regarding the province's recommendations, Minister Dang Quoc Khanh directed the units under the Ministry of Natural Resources and Environment to closely follow their functions and tasks to best support the management of natural resources and environmental protection of Dong Thap in particular and the provinces in the Mekong Delta in general, meeting the task of socio-economic development with connectivity and inter-regional nature.
