On April 18, the Ho Chi Minh City Urban Railway Management Board (MAUR) coordinated with the Hanoi Urban Railway Management Board (MRB) to organize an international conference to inform about consulting work on implementing urban railway projects in Ho Chi Minh City and Hanoi.
The event took place in the context of Resolution No. 188/2025/QH15 just passed by the National Assembly , allowing the piloting of a number of specific mechanisms and policies to speed up the metro system in the two largest cities in the country.

Regarding the metro network development plan in Ho Chi Minh City, Mr. Bui Anh Huan, Deputy Head of MAUR, said that from now until 2045, Ho Chi Minh City will invest in 10 metro lines with a total length of 510 km.
The city will divide the investment into two phases. Phase 1 from now until 2035 will build 7 routes with a length of 355 km, with a total investment of about 40.2 billion USD.
In the period from 2035-2045, the City will continue to build 3 routes with a length of 155 km, with a total investment of 17.9 billion USD.
With the special mechanism from Resolution No. 188/2025/QH15 that has been issued, at the end of 2025, Ho Chi Minh City will start construction of metro line No. 2 (Ben Thanh - Tham Luong), expected to be completed in 2030.
To prepare for the groundbreaking of metro line 2, MAUR organized a conference to survey, collect data and experience from domestic and foreign consulting units on front-end engineering design (FEED), investment project preparation, EPC bidding consulting, project management consulting...
To start the project soon, MAUR proposed that the Ho Chi Minh City People's Committee allow the application of designated bidding for a number of urgent bidding packages where domestic consultants with sufficient capacity will be given priority.
For complex bid packages that exceed the professional capacity of domestic consultants, consideration will be given to assigning them to foreign consulting units.
Mr. Phan Cong Bang, Head of the Ho Chi Minh City Urban Railway Management Board, affirmed that Resolution 188 is a historic milestone, opening up opportunities to speed up the progress of metro projects in Ho Chi Minh City and Hanoi, contributing to solving the problem of traffic congestion.
“The conference is an opportunity for us to listen to valuable comments and experiences from consultants and investors in the process of implementing design, bidding, choosing contract forms (EPC, Design & Build...), risk management strategies..." Mr. Bang expected.
