The Central Propaganda and Mass Mobilization Commission and the Ministry of Science and Technology signed a cooperation program for the period 2025-2030.

On the afternoon of May 29, 2025, at 18 Nguyen Du, Hanoi, a conference was held to review the coordination work between the Central Propaganda and Education Commission and the Ministry of Science and Technology (MOST) for the period 2021-2025 and to sign the Coordination Program for the period 2025-2030; and a plan to implement the Coordination Program for 2025. Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission chaired the conference.

Minister of Science and Technology Nguyen Manh Hung and Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat signed the Work Coordination Program for the period 2025-2030.

At the Conference, Deputy Minister Bui The Duy reported on the summary of the coordination between the Central Propaganda and Education Commission and the Ministry of Science and Technology in the 2021-2025 period and the draft Program of coordination between the two sides in the 2025-2030 period.

The coordination work has achieved many substantive results, contributing to making science, technology, innovation and digital transformation (STEM) a strategic driving force for socio -economic development.

Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, gave a directive speech.

Speaking at the Conference, comrade Nguyen Trong Nghia emphasized that in the context of the entire Party, the entire people and the entire political system actively and resolutely implementing the revolution of streamlining the organizational apparatus and the political system to be efficient, effective and effective; developing science and technology, innovation and digital transformation; developing the socio-economy to bring the country firmly into the era of prosperity; the task of developing science and technology has been raised to a new level with Resolution 57-NQ/TW - one of the Four Pillars of breakthrough resolutions on promoting science and technology, innovation and digital transformation (Resolution 57); on proactively integrating deeply into the international community (Resolution 59); comprehensively innovating the work of building and enforcing laws (Resolution 66); strongly developing the private economic sector (Resolution 68). He also emphasized the deployment and strict implementation of four key tasks in the next 5 years and 8 urgent tasks of 2025 that General Secretary To Lam assigned to the field of science and technology, innovation and digital transformation.

Regarding the coordination between the Central Propaganda and Education Commission and the Ministry of Science and Technology, comrade Nguyen Trong Nghia commented that the coordination has been a tradition for many terms and has achieved many practical results, especially in advising the Central Executive Committee, directly the Politburo and the Secretariat on the field of science and technology; guiding, urging, inspecting, implementing and summarizing and concluding the Party's resolutions and directives.

Regarding the coordination program between the two agencies in the period of 2025-2030, the Head of the Central Propaganda and Mass Mobilization Commission commented that in the current context, after implementing the Party's policy on streamlining the organizational apparatus, the functions and tasks of the two agencies have been expanded, with many heavier and more difficult tasks..., propaganda and mass mobilization work in general, and science and technology work in particular, must drastically innovate in thinking, working methods and coordination mechanisms. Specifically, the advisory units need to continue to be proactive, active, and coordinate comprehensively to advise the leaders of the two agencies to have solutions to closely direct, propose to the Party and State timely policies and strategies that are suitable to the country's development practices. At the same time, it is necessary to do a good job of extensive propaganda, orienting social awareness about the role of science and technology, and innovation; Strengthening the application of IT and digital transformation in direction, management, information sharing and building a national data ecosystem in the field of science and technology.

In the 2021-2025 period, the cooperation program between the two agencies has achieved many positive results, going into depth with extensive propaganda activities, raising awareness of the role of science, technology and innovation. The two sides have successfully coordinated to organize many seminars, discussions, surveys, contributing scientific arguments for policies on science, technology and innovation development, and at the same time advising on the issuance of strategic documents such as Resolution 45-NQ/TW on the development of intellectuals and Resolution 36-NQ/TW on biotechnology.

The 2025-2030 period requires a stronger breakthrough in science and technology, innovation and digital transformation, making these three the main driving forces for national development in the new era. The Ministry of Science and Technology has determined to strongly transform from management to governance, from focusing on inputs to selecting outputs, developing Vietnamese technology, Vietnamese products and developing Vietnamese technology enterprises with global competitiveness, making specific contributions to economic growth and people's lives.

The Minister also emphasized the important role of ideological work in arousing confidence, self-reliance and innovation spirit among the people.

Content of coordination between the two agencies

1. Research and consulting work

- Coordinate the implementation of research and advisory tasks to develop the Party's guidelines and policies, the State's legal policies in the fields of propaganda and mass mobilization; Science, Technology, Innovation and Modernization in the new era;

- Coordinate the implementation of priority research directions, select proposals for ordering the implementation of scientific research tasks, technology development and innovation to implement and concretize major policies of the Party and State in the fields of propaganda and mass mobilization; science and technology, innovation and digital transformation in the Documents of the 14th National Party Congress to submit to the Central Executive Committee, Politburo and Secretariat.

- Develop a Project: "Propaganda, raising awareness, determination to make breakthroughs in developing science and technology, innovation and digital transformation for leaders at all levels in the political system";

- Selectively receive and transfer theoretical research results to serve the drafting of Party documents proposed by science and technology organizations through advisory bodies for the Central Executive Committee and subcommittees to draft documents for the 15th Party Congress from the Ministry of Science and Technology;

- Coordinate the organization of scientific seminars, workshops, and practical surveys to clarify the current situation and propose solutions to address outstanding and inadequacies in the fields of propaganda and mass mobilization; science and technology, innovation and digital transformation; intellectual work, contributing to the effective implementation of resolutions, directives, decisions, regulations, and conclusions of the Central Executive Committee, Politburo, and Secretariat on the Party's propaganda and mass mobilization work and the State's strategies, programs, and plans on science and technology.

2. Propaganda, dissemination, understanding, guidance, inspection and supervision

- Coordinate in guiding and propagating the content and results of the implementation of the Party's guidelines and policies on propaganda and mass mobilization; State policies and laws, policies and decisions of the Ministry on scientific research activities, technology development, innovation, high technology development, strategic technology, development of science and technology potential; intellectual property; quality measurement standards; atomic energy (especially propaganda on nuclear power projects), radiation and nuclear safety; post; telecommunications; radio frequencies; IT industry, digital technology industry; IT application; electronic transactions; national digital transformation;

- Coordinate to grasp, advise on orientation and handle the situation of public opinion, intervention and sabotage activities of hostile forces in the fields of propaganda and mass mobilization; science and technology, innovation and modernization; intellectual work;

- Coordinate the organization of preliminary and final reviews, assessments and periodic reports to the Politburo and the Secretariat on the implementation of resolutions, directives, decisions, regulations and conclusions of the Party on propaganda and mass mobilization; science and technology, innovation and modernization; and intellectual work.

3. Regularly exchange and provide information in the leadership, direction and operation of the Board and the Ministry in the fields of propaganda and mass mobilization; science and technology, innovation and modernization; intellectual work .
