Having dedicated herself to village affairs since her later years, Ms. Le Thi Hong Ly (born in 1964) has demonstrated her capabilities and commitment, making a significant contribution to making Phuc Do village a shining example in the construction of new rural areas in Ky Thuong commune, Ky Anh district ( Ha Tinh province).

Coming from a difficult family background, with her mother dying at a young age and her father passing away when she was 18, Ms. Le Thi Hong Ly lived with her older brother until she married a man from the same village at the age of 20 and had five children. A resourceful and capable woman, Ms. Ly earned her living by trading agricultural products. It wasn't until 2017, due to the need for village officials and receiving the trust of the Party committee at all levels and the majority of the villagers, that Ms. Ly began to shoulder social responsibilities as the village head. In 2018, she also took on the role of village police officer.

“At that time, Ky Thuong was accelerating its rural development efforts when it was repeatedly hit by natural disasters: In 2017, Typhoon No. 10 swept through, causing severe damage, dozens of houses collapsed, and hundreds of hectares of acacia trees were destroyed; in 2020, major floods caused many hectares of rice fields to be covered with silt. Phuc Do village, with more than 172 households and 700 inhabitants, also faced many difficulties in that general context,” Ms. Ly recalled.

In Ky Thuong commune, more than 35 hectares of rice fields and dozens of hectares of forest land were buried or severely eroded after the heavy rains and floods at the end of October 2020.

The initial challenges were difficult, but these very challenges proved the village head's ability to respond, lead the movement, and mobilize the people. With the guidance of the Party committee and government at all levels, and the collective efforts of the community, Village Head Le Thi Hong Ly, along with the leadership and staff, closely monitored each residential cluster, working alongside the people to quickly overcome the consequences of natural disasters, stabilize their lives, develop family economies , and encourage residents to implement the criteria for building a model new rural residential area.

Wherever there are village movements or activities, Ms. Le Thi Hong Ly (far left) is always present, working alongside others to spread awareness and encourage the villagers.

Village head Le Thi Hong Ly, along with the villagers, launched a campaign to clear land, build roads, drainage ditches, sidewalks, and create a green, clean, and beautiful environment in each neighborhood group. Thanks to the people's participation, the entire village now has a comprehensive internal road system with nearly 7km of solid roads, nearly 4km of drainage ditches, and many green fences built and maintained by the residential clusters; dozens of model gardens have also been established. The villagers' spiritual lives are increasingly being cared for with the vibrant activities of volleyball teams, arts clubs, and folk dance groups.

Mr. Bui Dinh Cuong, a villager, said: “We feel the sense of responsibility for the common good of the village leader. Although she is a female official, wherever there is a movement or activity in the village, Ms. Ly is present, working while promoting and encouraging the villagers. Besides that, the village head also understands the circumstances and characteristics of each family to have appropriate methods of mobilization and support, thereby creating high consensus among the people.”

After completing the paving of all the internal village roads, Phuc Do is now constructing internal field roads, facilitating agricultural production for the local people.

Sharing about her efforts, Ms. Ly said that being a village official requires two core elements: “Firstly, being close to the people to understand and accompany them, attracting them to participate in common activities; secondly, being extremely clear and transparent from small matters to large ones. During the process of leading the construction of Phuc Do to complete the criteria of a model residential area (in 2020), the Party branch and the village committee effectively implemented the grassroots democracy regulations. All tasks and results were discussed, agreed upon, and monitored by the people; every income and expenditure, no matter how small, was recorded and publicly disclosed for the people to supervise.”

In 2018, at the age of 54, Ms. Le Thi Hong Ly was recommended by the organization to attend a Party membership orientation class. In 2019, after maturing as a Party member, at the Phuc Do Village Party Branch Congress for the 2019-2023 term, Ms. Ly was elected to the position of Party Branch Secretary.

"To excel in my new role, I've dedicated time to studying relevant materials and learning from those who came before me. I've found that simultaneously fulfilling the duties of both village secretary and village head, while more challenging, also offers many advantages in unifying the direction and management of local political tasks."

The Party Branch Secretary and Head of Phuc Do Village is an enthusiastic and dedicated female official who is not afraid of difficulties and hardships, readily accepting and quickly adapting to the tasks entrusted to her by the Party and the people. Thanks to this, over the years, she has successfully fulfilled all three roles. Recently (at the end of July 2023), after finding a suitable replacement, Ms. Ly handed over her duties as a police officer to focus on her role as the village head.

At this time, along with other localities, Phuc Do village is continuing to upgrade its New Rural Area standards according to the new requirements of the 2021-2025 period. It is believed that, with a scientific management method and close, thorough understanding of the people, Comrade Ly will continue to leverage the strength of the village's political system and lead the 12 residential clusters to successfully complete the new requirements and tasks.
