Three programs - one development goal in Vi Xuyen

BHG - Three key policies with large resources aim at a common goal of building a strong grassroots political system, synchronous infrastructure, comprehensive socio-economic development, preserving and promoting cultural identity, improving people's quality of life, and sustainable poverty reduction. After nearly 4 years of drastic implementation, 3 national target programs (NTPs) are bringing a new look to Vi Xuyen.

Minh Tan is one of the localities receiving large investments from 3 national target programs. In the period of 2022 - 2025, the commune has 762 households supported with capital from 3 national target programs with an amount of more than 21 billion VND to develop livestock, buying 981 buffaloes and cows. Participating in the program, households focused on building suitable barns, planting grass, utilizing agricultural by-products as food and fully implementing epidemic prevention measures. To date, nearly 40% of the supported buffaloes and cows have reproduced with the total herd increasing by nearly 300. Mr. Loc Thanh Quynh, Bac Sum village, Minh Tan commune shared: “My family is near-poor, was able to borrow 34 million VND to buy 2 breeding cows; thanks to choosing good breeds and careful care, up to now, one cow has given birth, the other is pregnant, this will be the motivation for my family to rise up and escape poverty sustainably”.

In the period of 2022 - 2025, the total capital to implement 3 national target programs in Vi Xuyen district is over 791 billion VND; of which, investment capital accounts for 422.4 billion VND and career capital is 368.7 billion VND. Up to now, the district has disbursed 623.719 billion VND, reaching 78.8% of the plan; of which, career capital has a high disbursement rate, reaching 86.8%.

Among the 3 national target programs, the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas is the program with the largest scale and capital. Vi Xuyen district has implemented 10 component projects, of which Project 1 supports housing, land, and domestic water for 2,614 households; Project 3 implements 285 projects to support livelihoods for 5,290 households, mainly poor and near-poor households; Project 4 on investment in essential infrastructure, serving production and life with total disbursed investment capital reaching 75%, disbursed career capital reaching 59.3%, investing in 54 important works and projects. Project 5 invests in equipment and opens literacy classes for 254 students; Project 6 organizes 5 traditional festivals and supports community tourism spots in Thanh Thuy, Phuong Tien, and Minh Tan communes.

In addition, the appearance of the new rural area has changed a lot. The district has simultaneously implemented 55 works and projects, including 9 commune planning projects, 3 cultural houses, 3 irrigation works and 40 rural traffic routes. The whole district has 9 communes meeting the new rural standards. The total disbursed capital for the new rural construction program reached 80.7%. In particular, the National Target Program for Sustainable Poverty Reduction was implemented methodically and creatively, with a high disbursement rate of 97.1%. The whole district has 542 households participating in 37 economic development projects. The models of raising buffaloes, cows, pigs, goats for breeding and for sale are all highly effective economically with revenue of up to 600 million VND per project. The district also provided vocational training for more than 1,190 workers, with the employment rate after vocational training reaching over 80%. In addition, the village and hamlet radio system has been strongly invested in and upgraded, contributing to raising public awareness of multidimensional poverty reduction. In the period of 2022 - 2024, the number of poor and near-poor households in the district has decreased from 13,841 households to 7,359 households. The poverty rate in 2025 is estimated at 12.8%, an average annual decrease of 4.82%, reaching 160% of the target of the Resolution of the District Party Congress for the term 2020 - 2025. The average income per capita of the district increased from 27.5 million VND in 2020 to 38 million VND in 2024.

However, the implementation of the 3 national target programs in Vi Xuyen district is also facing many challenges; in which, the disbursement progress of some investment capital sources is slow due to the impact of weather, high material prices, and difficulties in payment procedures. In the coming time, the district will continue to strengthen inspection and supervision; urgently review and adjust the extended capital plan and strive to complete the disbursement before May 30.
