BHG - In recent years, especially from the end of 2024 to present, with high political determination and close, comprehensive direction of the entire political system from the province to the grassroots, the program to eliminate temporary and dilapidated houses in the whole province has become a large-scale social campaign, thousands of poor and near-poor households have been able to live in new, clean, and sturdy houses.
According to the report of the Steering Committee for the elimination of temporary and dilapidated houses in the province (SC), the number of temporary and dilapidated houses that need to be renovated and repaired that have been approved is 10,774, including new construction and repair for people with meritorious services; the National Target Program for Sustainable Poverty Reduction; the National Target Program for Socio-Economic Development in Ethnic Minority Mountainous Areas; the program for the elimination of temporary and dilapidated houses launched by the Prime Minister and mobilized by localities.
Implementing Plan No. 01-KH/BCĐ dated November 19, 2024 of the Provincial Steering Committee, with high determination and drastic actions, from the beginning of 2025, the Steering Committee from the province to the district and commune levels, members of the Steering Committee were assigned to be in charge of each locality, to urge, supervise, and periodically inspect, promptly remove difficulties, especially in the stages of disbursement of funds and construction progress. Propaganda work was promoted to create consensus among the people, at the same time mobilizing social resources, contributing to spreading the profound humanitarian spirit of the program.

In particular, at the 4th Meeting of the Steering Committee on April 21, 2025, the spirit of direction was raised to a new level when the province affirmed: "No one is left behind in the journey to settle down", and at the same time requested localities to speed up the implementation, ensuring the completion on schedule as committed.
The results of implementation up to April 25, 2025 are very positive. For the number of houses for people with meritorious services, 80 houses have been started (38 newly built, 37 repaired), 61 houses have been completed, the completion rate is 76.25%. The number of houses under the National Target Program for Sustainable Poverty Reduction is 7,113 houses, the number of houses has been started; of which 1,349 houses are newly built, 317 houses are repaired, the number of houses has been completed 573 houses, reaching the rate of 8.1%. The number of houses under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas is 552 houses; of which 259 houses have been started, 104 houses have been completed, reaching the rate of 19%.
In particular, for temporary and dilapidated houses of poor and near-poor households outside the National Target Program and according to the Prime Minister's initiative, the whole province has 2,943 approved houses; of which 2,943 houses have started construction, 2,746 newly built houses, 197 repaired houses, and 2,634 completed houses, reaching a rate of 90%. Up to now, some localities have achieved a rate of 100% in eliminating temporary and dilapidated houses according to the program launched by the Prime Minister such as: Hoang Su Phi District, Quang Binh, Ha Giang City.
It is noteworthy that in addition to the state budget and national programs, some districts have proactively mobilized social resources to build houses for people with a total of 86 houses (77 new constructions, 9 repairs). In particular, 98,386 working days have been mobilized from the forces and people, of which the armed forces alone contributed 16,969 working days - showing that the spirit of "the whole political system participating" is not just a slogan but has become a real action.

Comrade Hau A Lenh, Member of the Party Central Committee, Secretary of the Provincial Party Committee - Head of the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses, said: “With many good and creative ways, the program for the elimination of temporary and dilapidated houses in our province has achieved positive results and Ha Giang province is one of the leading provinces in the movement to eliminate temporary and dilapidated houses, which has been commended and highly appreciated by the Central Steering Committee. That result has demonstrated the political determination, the participation of the entire political system and the consensus of the people”.
However, in addition to the positive results, it is also frankly acknowledged that there are still localities that have not kept up with the progress, still have a mentality of waiting, relying on others or lacking determination in management. Therefore, in the coming time, the Provincial Steering Committee will continue to thoroughly implement the guiding spirit: The results of the program implementation are the basis for assessing the capacity and sense of responsibility of cadres. Any locality that is late or does not meet the requirements will be reviewed, the head will be held accountable, and even transferred or replaced if necessary.
At the meetings of the Provincial Steering Committee with localities, Provincial Party Secretary Hau A Lenh always emphasized: "The program to eliminate temporary and dilapidated houses is an important political task, demonstrating the sense of responsibility and profound humanity of the Party, State and Government towards people with meritorious services, poor and near-poor households and other subjects". At the same time, thoroughly implementing the Prime Minister's motto for eliminating temporary and dilapidated houses is: "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the people are the masters". From that noble humanistic meaning, the Provincial Party Secretary affirmed: "Any locality that fails to complete the target of eliminating temporary and dilapidated houses on schedule, the head must take responsibility; the results of the program implementation will be the basis for assessing the level of task completion, classifying and arranging cadres". This is not only a reminder, but also an order for action, placing political responsibility directly on the shoulders of local leaders.
The road ahead still has many challenges, but with the initial positive results, along with the strong direction from the Steering Committee to eliminate temporary and dilapidated houses in the province, we believe that the goal of "no more temporary and dilapidated houses" will soon become a reality by the end of 2025.
