At the Ceremony to respond to Vietnam Law Day 2025 and the 3rd "Glorious Law" Honoring Ceremony organized by the Ministry of Justice , Ca Mau was honored to have three outstanding individuals honored. They are people who have persistently devoted themselves to spreading the spirit of respect for the law, contributing to building a fair, democratic and humane society.
Spreading the spirit of rule of law
The Ministry of Justice has just organized the Ceremony to respond to the Law Day of the Socialist Republic of Vietnam in 2025 and the Third Ceremony to Honor "Glorious Law Models". The program was connected online to 34 points across the country and livestreamed on the National Law Portal (phapluat.gov.vn) and Vietnam Law Newspaper (baophapluat.vn). Politburo member and National Assembly Chairman Tran Thanh Man attended and directed the ceremony.
The 2025 “Legal Exemplar” Program has many innovations in content, methods and scale of organization, continuing to affirm the efforts of the Judiciary sector in spreading the spirit of rule of law, honoring exemplary individuals in building, enforcing the law and protecting justice.
This year, 55 outstanding individuals nationwide were honored as “Exemplary Law”. These are people who have made outstanding contributions to their professional work, have prestige and positive influence in the community. Among them, Ca Mau province is honored to have 03 individuals honored, including Mr. Nguyen Quoc Han, Venerable Huu Hinh and Lawyer Le Hai Lam – typical examples, spreading humanistic values and the spirit of respect for the law.
Dedicated National Assembly delegates, for the benefit of voters
As Deputy Head of the National Assembly Delegation of Ca Mau province, 15th term, Mr. Nguyen Quoc Han is recognized for his outstanding contributions in legislative, supervisory and recommendation activities to perfect the law and enhance the effectiveness of state management under the rule of law.
The work “Mr. Nguyen Quoc Han – A devoted National Assembly delegate” (author Trong Nghia) clearly reflects the image of a delegate who is always concerned about the interests of the people, especially voters in the Mekong Delta and islands with many difficulties... At the ceremony, Mr. Nguyen Quoc Han expressed his honor at being recognized, considering this a great encouragement for individuals and the National Assembly Delegation of Ca Mau province in their efforts to spread the spirit of respect for the law, enforce justice and protect the legitimate rights and interests of the people.
Sharing after being honored, Mr. Han expressed: "I consider this a great honor, not only for myself but also a recognition for the National Assembly Delegation of Ca Mau province, who over the past time have made efforts to contribute to spreading the spirit of respect for the law, enforcing justice and protecting the legitimate rights and interests of the people."
Mr. Nguyen Quoc Han said that during his work, he always kept in mind that each National Assembly delegate must be a pioneer in respecting and complying with the law, while honestly reflecting the will and aspirations of voters, especially in the delta and island areas, where there are many difficulties. "This title is a great encouragement for me to continue to strive, further promote the spirit of responsibility, and contribute to the cause of building a socialist rule-of-law state of the people, by the people and for the people," Mr. Han said.
The "fire keeper" of Khmer culture and the great national unity bloc
For more than 40 years of being attached to Cu Lao Pagoda (Hung Hoi Commune, Ca Mau Province), Venerable Huu Hinh - Abbot of the Pagoda, member of the Central Council of the Vietnam Buddhist Sangha, Chairman of the Association of Patriotic Monks and Monks in Ca Mau Province has turned this place into a "pagoda - school", helping hundreds of people to be literate, many of whom go to university.
Venerable Huu Hinh was honored with the work “The monks who ‘keep the fire’ in Khmer culture in Bac Lieu” (authors Trong Nghia – Trong Nguyen). The Venerable is an exemplary symbol of the spirit of “living a good life, living a good religion”, always accompanying the local government in mobilizing Khmer people to well implement the Party’s policies and the State’s laws; actively participating in patriotic emulation movements, building new rural areas and strengthening the great national unity bloc.
Honored as a “Glorious Law Model” in 2025, Venerable Huu Hinh confided: “I consider this a great encouragement not only for individuals, but also a recognition for monks, nuns, Buddhists and Khmer people who have always accompanied the local government in implementing the policies and laws of the Party and State. The law helps each person clearly understand their rights and obligations, thereby living in harmony, responsibility and towards goodness. I always keep in mind that practicing religion is cultivating oneself - and to be a good person, one must live and work according to the law.”
With his persistent contributions in the fields of religion, education and culture, Venerable Huu Hinh deserves to be the "fire keeper" of Khmer culture, a shining example of community service, contributing to the sustainable development of Ca Mau in the new era.
Contribute to the cause of popularizing and educating the law
With more than 40 years of dedication to the judiciary, Lawyer Le Hai Lam - Director of the Legal Consulting Center of the Bar Association of Ca Mau province (formerly Bac Lieu), is one of the typical faces in the work of propaganda, dissemination and legal education. He was honored through the work "Lawyer Le Hai Lam - A life devoted to propaganda, dissemination and legal education" (author Trong Nghia). Not only a devoted lawyer, Mr. Lam is also a teacher and legal inspiration for many generations of judicial officials and people. Throughout his career, he has provided legal advice and assistance to tens of thousands of disadvantaged people, and was awarded the Third Class Labor Medal and many other noble awards.
Lawyer Le Hai Lam said: “I would like to thank the Ministry of Justice and the Organizing Committee of the 2025 Legal Exemplar Program for their attention and recognition of my efforts and contributions over the past time. I would also like to send my sincere thanks to the leaders of the Department of Justice of Bac Lieu province, now Ca Mau province, and reporters of the Vietnam Law Newspaper for always accompanying and encouraging me during my work.” “I am truly happy and moved to receive the title of Legal Exemplar. This is not only a valuable recognition for me personally, but also a great source of encouragement for me to continue to make more efforts and contribute more to the work of propagating, disseminating and educating the law, contributing to building awareness of the rule of law among the people,” Lawyer Lam shared.
Evaluating Lawyer Le Hai Lam, Mr. Vuu Nghi Binh - Director of the Department of Justice of Ca Mau province said: "Lawyer Le Hai Lam is one of the 55 Legal Mirrors of 2025. Throughout his career, he has devoted all his heart, mind and life to legal activities. Although he has retired, Lawyer Lam continues to practice, is dedicated to his work, and always takes the spirit of dedication as his goal to strive for."
According to Mr. Binh, Lawyer Le Hai Lam not only directly participates in protecting, defending, and providing legal aid to many disadvantaged people in society, but also regularly organizes and participates in specialized talks with religious dignitaries, hundreds of legal dissemination and education sessions for the people. "He does all of this with the passion, responsibility, and dedication of a person who has devoted his whole life to the cause of propagating and disseminating the law, contributing to the building of the Socialist Republic of Vietnam," said Mr. Binh.
Honoring the "Exemplary Law" not only recognizes individuals' contributions to the community, but also conveys a profound message: the law is not only a tool for State management, but also a value of life, the foundation of a fair, democratic and humane society.
The success of three seasons of “Glorious Law” is the result of the close direction of the leaders of the Ministry of Justice, the impartial working spirit of the Voting Council and the companionship of ministries, branches and localities. From an initiative of the staff of the Vietnam Law Newspaper, the program has become a beautiful symbol of the spirit of citizenship and the rule of law – contributing to bringing the law into real life.
