Working group of Ba Tri province and district surveyed the environment at An Hiep landfill.
Chairman of Ba Tri District People's Committee Duong Van Chuong said: The implementation of solutions to prevent and control sources of water and air pollution in production activities, livestock, craft villages, and small-scale industrial production facilities in the area is strictly implemented. Regarding craft village activities and small-scale industrial production facilities in the district, there are 5 recognized craft villages including: dried fish production, salt cooking, wine cooking, weaving, and rice paper making. Currently, 3 craft villages have developed environmental protection plans (EPPs) and have been approved.
Regarding livestock, the herd of cows is about 97 thousand, the herd of pigs is 19 thousand, and the poultry is 872 thousand. In recent years, the number of cows has decreased due to low prices. The main form of livestock farming is small-scale, household farming. The rate of households that ensure environmental hygiene is 78%. However, the situation of collecting cow manure and drying it in front of the house, causing unsightliness, is still relatively common.
Directions and solutions for treating domestic wastewater in urban areas and densely populated areas, the district has a 25ha Viet Sinh residential area located in Ba Tri town, which was invested and built in 2009. Currently, this residential area does not have a centralized domestic wastewater treatment facility. Domestic wastewater from households here is led to Ba Tri canal, Vam Bung Dao canal, which drains into Ham Luong river. The district has a direction to build a domestic wastewater treatment area and complete it before 2027.
The district regularly organizes monitoring, supervision, warning, environmental quality management and waste management in the area according to the authority or decentralization of the Provincial People's Committee. Regularly propagate and mobilize people to effectively protect water resources; develop a plan to review facilities that are at risk of polluting air quality and implement a plan to collect environmental protection fees for emissions in the district. At the same time, propagate and mobilize people to effectively protect the air environment, take measures to treat waste in livestock farming and other agricultural activities and strictly handle violations.
Currently, the district has collected and transported garbage from 21/22 communes and towns to An Hiep landfill for treatment. The amount of garbage collected daily is about 50 tons/day, reaching 40.2% of the total amount of garbage generated. An Hiep landfill receives about 200 tons/day of garbage, including about 150 tons/day of garbage from Chau Thanh district and Ben Tre city. The treatment method is sanitary landfill.
An Hiep landfill was planned by the district People's Committee since 2006. In 2009, it began receiving waste from Ba Tri district with an area of 14.8 hectares. Currently, An Hiep landfill is planned to expand with a total area of about 20 hectares; the site has been cleared in 2 phases with an existing area of 12 hectares. In the coming time, the site clearance phase 3 of about 8 hectares will continue.
Regarding the work of calling for investment in building infrastructure, collecting, transporting, recycling, reusing and treating waste, the district is currently taking steps to call for bids to select investors to treat waste at An Hiep landfill with advanced forms and technologies. Specifically, the district will no longer use landfills but will switch to the form of sorting, composting and burning.
From 2022 to 2024, the total budget for environmental protection activities is about 6.5 billion VND. Of which, the district budget is 3.2 billion VND, the rest is from the commune and town budget. Currently, the district has socialized waste collection in 6 communes and towns, the remaining 16 communes are undertaken by the Urban Traffic Works and Environmental Sanitation Management Board.
In the coming time, to improve the effectiveness and efficiency of implementing policies and laws on environmental protection, the district will promote information and propaganda activities, raise awareness and responsibility for environmental protection. Strengthen inspection, supervision and urging the implementation of environmental protection measures. Focus on directing and thoroughly handling establishments that cause environmental pollution.
